AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
GEORGETOWN, TEXAS, AMENDING SECTION 10.12.090 OF THE
CODE OF ORDINANCES ENTITLED "CITY STREETS" REGARDING
THE RATE OF SPEED ON WESTINGHOUSE ROAD WITHIN THE
CITY LIMITS; PROVIDING FOR A PENALTY PURSUANT TO
SECTION 10.12.120 OF THE CODE OF ORDINANCES; REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS; INCLUDING A
SEVERABILITY CLAUSE; AND ESTABLISHING AN EFFECTIVE
DATE.
WHEREAS, in 2011, Williamson County expanded the Westinghouse Road right-of-way
from Interstate 35 to FM 1460 ("Westinghouse") to a four -lane arterial and established a 50-
mile-per-hour speed limit for the roadway; and
WHEREAS, pursuant to an Interlocal Cooperation Agreement with Williamson County (the
"County"), the City of Georgetown (the "City") assumed fee ownership of the Westinghouse
Road right-of-way from Interstate 35 to FM 1460 ("Westinghouse") from the County on August
24, 2017; and
WHEREAS, in September 2021, the City annexed Westinghouse into the city limits by
Ordinance No. 2021-72; and
WHEREAS, the areas of Georgetown served by Westinghouse have experienced significant
growth since the County established the 50-mile-per-hour speed limit in 2011, and traffic
volumes along the roadway have increased accordingly; and
WHEREAS, Georgetown Independent School District in 2015 opened George Washington
Carver Elementary School, which is located near the intersection of Westinghouse and Scenic
Lake Drive; and
WHEREAS, the City Council of the City of Georgetown finds it in the best interest of the
community to periodically review and update speed zones within the city; and
WHEREAS, the City of Georgetown Public Works Department performed a traffic study of
Westinghouse that determined a 45-mile-per-hour speed limit was appropriate, and therefore
recommends adjusting the maximum speed allowed in accordance with the study.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF GEORGETOWN, TEXAS:
SECTION 1. The meeting at which this ordinance was approved was in all things conducted in
compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551.

SECTION 2. The facts and recitations contained in the preamble of this ordinance are hereby
found and declared to be true and correct and are incorporated by reference herein and expressly
made a part hereof, as if copied verbatim.
SECTION 3. Section 10.12.090.17.4 is hereby added to the Code of Ordinances of the City of
Georgetown, Texas, to read as follows:
4. Westinghouse Road (eastbound and westbound): From Interstate 35 to FM 1460, a
prima facie maximum speed limit of 45 miles per hour.
SECTION 4. Violation of this Ordinance and Section 10.12.090 F. 4 shall be punishable
pursuant to the Code of Ordinances and the penalty provisions of Section 10.12.120.
SECTION 5. If any section or any portion of any section of this ordinance, or application
thereof to any person or circumstance, shall be held invalid, such invalidity shall not affect the
validity of the remaining portions of this ordinance; and that each section and each portion
thereof not decreed to be invalid shall remain valid and enforceable, and to this end the
provisions of this ordinance are hereby declared to be severable.
SECTION 6. All ordinances and parts of ordinances that are in conflict with this ordinance are
hereby repealed, and all other ordinances of the City not in conflict with the provisions of this
ordinance shall remain in full force and effect.
SECTION 7. The Mayor is hereby authorized to sign this ordinance and the City Secretary to
attest. This ordinance shall become effective and be in full force and effect ten (10) days after
publication in accordance with the provisions of the Charter of the City of Georgetown.
