An Ordinance of the City Council of the City of Georgetown, Texas,
amending Section 1.12.080 of the Code of Ordinances relating to the
adoption of an update to the Parks, Recreation, and Open Space Master Plan
("Update"), an element of the 2030 Comprehensive Plan, in accordance with
Article 1, Section 1.08 of the Georgetown City Charter and Functional
Elements Thereof; repealing conflicting ordinances and resolutions;
including a severability clause; and establishing an effective date.
WHERAS, the City Charter of the City of Georgetown was amended by vote of the
people in April 1986 such that comprehensive planning was established as a continuous and
ongoing governmental function; and
WHEREAS, on February 26, 2008, Ordinance Number 2008-07, as updated on March 10,
2020, Ordnance 2020-27, amended Chapter 1.12 Georgetown Comprehensive Plan in the Code
of Ordinances of the City of Georgetown, defining the 2030 Comprehensive Plan and elements
adopted thereof; and
WHEREAS, the established vision of the City is "Georgetown: A caring community
honoring our past and innovating for the future"; and
WHEREAS, the purpose of the update to the Parks, Recreation, and Open Space Master
Plan ("Update") is to establish a clear direction and vision to guide staff, the Parks and
Recreation Advisory Board, and elected officials as to the growth, development, and
enhancement of the community's parks, public spaces, recreation programs, services, and
facilities; to assess indoor recreation facilities and programs; to provide an updated assessment of
parks, trails, and open space; and to update one element of the City's 2030 Comprehensive Plan.
WHEREAS, the Update to the Parks, Recreation, and Open Space Master Plan and
above -mentioned elements were developed through extensive public engagement and the use of a
City Council appointed steering committee; and
WHEREAS, the following themes and ideas emerged from the public engagement:
improve organizational effectiveness, advance the level of service for both indoor and outdoor
programming, ensure budget keeps pace with City's growth, implement a cost -recovery policy
for certain expenditures, and consider ways to fund larger capital projects.
WHEREAS, the Parks and Recreation Advisory Board held five meetings between May
2021 and January 2022, and provided recommendations for the Update; and
WHEREAS, the Planning and Zoning Commission did hold a Public Hearing on the
Update to the Parks, Recreation, and Open Space Master Plan as an element of the 2030
Comprehensive Plan on January 18, 2022, and upon completion of the Public Hearing voted
unanimously to recommend its adoption; and

WHEREAS, the City Council did hold one Public Hearing on February 8, 2022 and upon
completion of the second reading of the ordinance voted unanimously to adopt the Update to the
Parks, Recreation, and Open Space Master Plan, an element of the 2030 Comprehensive Plan on
February 22, 2022.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF GEORGETOWN, TEXAS, THAT:
SECTION 1. The facts and recitations contained in the preamble of this ordinance are
hereby found and declared to be true and correct and are incorporated by reference herein and
expressly made a part hereof, as if copied verbatim.
SECTION 2. The City Council hereby finds that this ordinance implements the stated
vision for the community.
SECTION 3. Section 1.12.080 of the Code of Ordinances of the City of Georgetown is
hereby amended as follows:
Sec. 1.12.080. - Functional Parks, Recreation and Open Space.
In accordance with Chapter 1.08, Subsection 2 of the City Charter, the City Council of the
City has adopted that certain document entitled "2030 Comprehensive Plan: Parks,
Recreation and Open Space Master Plan Element" for the purpose of directing the City
Council, staff, and/or commissions in rendering actions and resolutions relating to the
utilization of all of the available resources within the City and its planning area for the
purpose of developing and conducting the parks and recreation programs of the City. This
document is dated February 22, 2022 and may be amended from time to time.
SECTION 4. If any provision of this ordinance or application thereof to any person or
circumstance shall be held invalid, such invalidity shall not affect the other provisions, or
application thereof, of this ordinance, which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are hereby declared to be severable.
SECTION 5. This ordinance shall become effective in accordance with the provisions of
the Charter of the City of Georgetown.
