Rinn, Executive Assistant to the City Manager Visitors: None MINUTES Regular Session A Roll Call -- Shirley J. Rinn, SPCS Advisory Board Liaison All members were present. B Call to Order--Paul Secord, SPCS Advisory Board Chair Meeting was called to order at 2:41 p.m. C Nominations and election of Vice-Chair and Secretary of the SPCS Advisory Board. – Paul Secord, SPCS Advisory Board Chair Motion by Haecker, second by Webb to elect Natalia Ornelas as Vice Chair (Approved 5-0) Motion by Webb, second by Ornelas to elect Jerry Haecker as Secretary (Approved 5-0) Rinn provided a brief overview regarding the process for the Mayor to make appointments to Advisory Boards and how board chairs are appointed. SPCS Advisory Board Minutes June 16, 2021 Page 2 of 3 D Consideration and possible action to approve the Minutes from the May 27, 2021 SPCS Advisory Board Meeting—Shirley J. Rinn, Liaison for the SPCS Advisory Board Brief discussion regarding May 25, 2021 Minutes format. Motion by Ornelas, second by Webb to approve the Minutes from the May 27, 2021 SPCS Advisory Board Meeting. (Approved 5-0) E Discussion and possible action to review all of the Strategic Partnerships for Community Services Grant Applications that were received for FY 2021-22 for completeness -- Paul Secord, SPCS Advisory Board Chair and Shirley Rinn, SPCS Advisory Board Liaison Rinn provided the Advisory Board members a list of the agencies that received FY21 funding as well as a list of the agencies that applied for FY22 funding. She told the Advisory Board that we received 26 applications in FY21 and that we only received 19 grant applications for FY22. Rinn assigned the grant applications to each board member to review for completeness. Rinn also let the Advisory Board know that we have a summer intern this year and that she has also gone through all of the applications as well. There was also a brief discussion regarding the overall process related to the SPCS Grant Application Program. Rinn told the Advisory Board that we would be going through an A-3 Lean process to review the current grant program grant application process in order to determine redundancies, pain points, improvements to be made, etc. Rinn let everyone know that they would receive a copy of each of the grant applications, but that each be assigned 3 or 4 applications to do a thorough review and that at the next meeting they would each provide an overview of those particular grant applications to the entire advisory board as the begin to discuss the grant allocation recommendations. Brief discussion regarding GISD approval letters to provide services in GISD. There were several agencies that needed to obtain an updated letter from GISD. Rinn will follow up with them. Rinn clarified that if an agency received funding for FY21 their grant applications should also include a “Program Budget” for FY21 as well as FY22. Discussion regarding incomplete grant applications. Board indicated that Rinn should contact the agencies to provide any missing information, but that the information had to be submitted no later than Monday, June 21, 2021 and that this would be the only opportunity for them to supplement their grant applications with any missing information or documentation. SPCS Advisory Board Minutes June 16, 2021 Page 3 of 3 F Discussion and possible action regarding the process for reviewing the Strategic Partnerships for Community Services Grant Applications that were received for the FY 2021-22 Grant Cycle--Paul Secord, SPCS Advisory Board Chair and Shirley Rinn, SPCS Advisory Board Liaison Rinn assigned the grant application review as follows: Ornelas Haecker Mading Webb Secord Literacy Council Girls Empowerment Network OWBC WCCAC Sacred Heart BIG Georgetown Project Helping Hands Faith in Action Habitat for Humanity Samaritan Center Boys and Girls Club Hope Alliance Stonehaven CASA ROCK Caring Place Backpack Buddies Lone Star Circle of Care G Discussion and possible action related to review of the Annual Reports submitted by Grant Recipients who received a Strategic Partnerships for Community Services Grant in FY 2019-20-- Shirley Rinn, Staff Liaison Rinn briefly discussed the FY20 annual reports that she provided to the Advisory Board members. She let them know that they can also utilize them as a resource as they review the grant applications.
