Georgetown Village Public Improvement District Advisory Board Meeting
Minutes
Monday, November 08, 2021, at 6:00 p.m.
Meeting held at the Public Operations & Training Center, Training Room C,
3500 D.B. Woods Road, Georgetown, TX 78628
Board Members Present: Marlene McMichael, Chair; Michael Charles, Vice Chair; Cara
McKinney, Secretary; Steve Taylor, Melinda Marler, and Chris Blackburn
Board Members Absent: None
Staff Members Present: Wayne Nero, Assistant City Manager; Eric Johnson, Public

A. Call to Order - called to order by Michael Charles, Vice Chair at 6:01 PM.
B. Pledge of Allegiance
Chris Blackburn led everyone in reciting the Pledge of Allegiance.
C. Public Wishing to Address the Board
On a subject not posted on the agenda: Persons may add an item to a future Regular
scheduled Board agenda by filing a written request with the Staff Liaison no later
than one week prior to the Board meeting. The request must include the speaker's
name and the specific topic to be addressed with sufficient information to inform the
board and the public. Only those persons who have submitted a timely request will

• There was no public comment at this meeting.

D. Update and discussion on park related items including landscape maintenance
contract. — Jamie Beran, Parks Superintendent
• Beran shared that the Heart of Texas landscape maintenance contract was
extended for six months. The contract includes increased level of services such as
overseeding of rye grass and sidewalk edging along ponds.
• Irrigation controllers will be turned off in December over winter. The controller
at Green Grove was malfunctioning and was replaced with a solar controller.
• Plantings were planted in Village Creekside, along Village commons. While staff
was there, they identified an irrigation issue with the electric meter. This meter
has been fixed.
• Staff is working with Heart of Texas and contractors on replacement plants
within parks in the Village and on Shell rd. Due to a plant shortage, this process
is still pending.
• Staff is looking on ordering mutt mitt trash cans to put along Shell Rd. Phase two
of Shell Rd improvements will also include benches and granite bump outs.
• Fall mulching is actively taking place.
• The board asked about damaged trees from winter storm and recent windstorm.
Staff said that there are still trees being identified that were damaged by the
winter storms. These trees will continue to be monitored. Board also asked about
replacement. Staff said Spring would be the best time to replant trees in the
parks.
■ The board asked for an update on replacing a damaged table in Creekside Park.
Staff said the table has been removed and the top for the table has been ordered.
The other three tables are strapped down so that they are unable to be moved.
■ The board asked whether the city would be ok with homeowners cleaning the
Beretta Park area. Staff said they are willing to work with residents on this
project. Charles agreed to meet with Beran to move forward with this.
• The board asked about re -seeding Rowan Park. Staff said that typically parks are
not normally over -seeded. Beran to look into this and follow up with the board.
■ The board mentioned waiting for re -seeding to place soccer goals on Rowan
Park. Beran agreed to follow up on soccer goals on Rowan Park.
• The board asked if tables were moved out of some parks. Staff stated that
anything removed was replaced at a second location.
• Board chair asked for staff to take a look at a tree near her home that has a
branch that could potentially be a danger to children. Beran agreed to go out and
look at the tree.

E. Discussion related to the landscape improvement project for Shell Road
landscape screening, entry monument landscaping, and Bellaire trees. - Jamie
Beran, Parks Superintendent
• Covey Landscaping presented concept plans to the board for improvement
projects.
■ Board asked for clarification on ownership of trees planned between Shell Rd. &
Madrone Park on the opposite side of the McCoy Elementary School. Covey
clarified that since they are part of the PID projects, they would be PID
maintained.
• The trees are planned to be placed on one side of the street since GISD owns the
opposite side.
• Sycamore entry was discussed, and Covey provided an update that would allow
the sign to match the others along the Village neighborhood.
• Blackburn mentioned that there was an area in blue shown on the concept plans
that the PID does not own. Covey to remove this portion from the plans.
• Charles had a clarifying question related to replacing beds on a section of the
projects. Covey clarified the choice to replace due to the specific plants planted
there. A bed expansion is planned for the area to help the issues currently
happening.
• Board had clarifying questions on plants currently used and if they would be
continued to be used for the new planned landscaping. Covey clarified that they
would identify what plants survived the freeze and consider them for this
project.
F. Update on the "street trees" in the right of way (ROW) within Georgetown
Village PID. — Eric Johnson, Public Works Director
• Public Works re -capped what was stated in the previous board meeting
regarding the city owning trees in the right-of-way.
• Johnson provided the board with the gvl2id@georgetown.org email address
where residents can submit requests to evaluate possible damaged trees in the
Village neighborhood. Staff will schedule requests for evaluations.
• McKinney asked if there was a budget to replace street trees. Staff clarified that
there is $20,000 on the budget for removal of trees.
■ McKinney asked if trees are removed by the city if they are replaced. The city
does not replace. Homeowners can replace at their own expense but would need
to follow guidelines specific to the CC&Rs.
• Staff to follow up with clarification on specific trees that could be replaced by
homeowners should they prefer to replace.

• Charles asked for clarification on the gvpid0georgetown.org email and who is
included when you email. Staff clarified that Public Works, Parks, and City
Manager's Office staff are included in this email.
■ The board requested a schedule that Public Works can provide on tree
removal/maintenance. Staff responded that there is not a schedule because it
depends on the severity of the trees.
• Staff said that at the time of sign replacement, if there are visibility issues related
to trees, the city can create a schedule and provide to the board.
■ Staff to provide updates on what trees have been removed at future meetings.
Legislative Regular Agenda
G. Consideration and possible action to approve the Minutes for the Regular Board
Meeting July 12, 2021— Cindy Medrano, Board Liaison
• Motion to approve minutes by Michael Charles seconded by Cara McKinney.
Approved unanimously 6-0-0 Absent
H. Consideration and possible action to either recommend that City Council reject or
conditionally accept the donation of 1) one landscaping lot and one drainage lot
within Georgetown Village Section Nine, Phases 9 & 10, and one drainage lot
within Georgetown Village Planned Unit Development Section Nine, Phase
Eight, each from BB & CB Investments, LLC, and 2) approximately 0.03 acre of
land within the William Roberts Survey, Abstract Number 524, from Green
Builders, Inc. for inclusion in the Georgetown Village PID maintenance program
— Jim Kachelmeyer, Assistant City Attorney
• Kachelmeyer presented this item as the Real Estate Manager position is currently
vacant.
• Kachelmeyer provided an overview of the lots considered to be transferred to the
PID by the developer.
■ The board asked if the board didn't approve this item, what would happen.
Kachelmeyer specified that if this is not accepted it would remain with the
developer. If these lots remain with developer, the city would police the lots
through code enforcement or complaints and prosecute developer if it is not in
compliance.
■ The alternative is what is being presented. Have these donated to the city and
included as one of the assets for maintenance for the PID.

■ The board asked if the drainage pond had been brought up to code. Kachelmeyer
responded that to his knowledge this was up to code but that this would be
checked one last time before closing the transaction.
■ Charles brought up his concerns related to the plat notes.
• Kachelmeyer specified on the plat note in question. Wilson family reserved the
right to the declarant to obligate the HOA. BB&CCB did not have the right or
ability to bind the HOA. Therefore, these plat notes are invalid and are in error.
• Taylor asked if this does not get approved if the developer would have the right
to form an HOA. Kachelmeyer replied that the declarant would have the right or
ability to set up an HOA but would have no obligation to do so.
• Taylor brought up concerns about the developer establishing an HOA that is not
wanted should this item not be approved.
■ McMichael asked if these lots were considered landscaping lots and if so, why
the owner wouldn't landscape it with rock that doesn't require ongoing
maintenance.
• Marler asked for the width of the lot, Kachelmeyer stated that the lot is 10ft wide.
• Marler asked if this item could be tabled or bring it up another night as she
would like to see it in person.
• After further discussion, the board decided to move forward with the item.
+ Motion to approve as presented conditionally upon inspection by Steve Taylor,
seconded by Cara McKinney.
Approved unanimously 4-1-1 Chris Blackburn Abstains. Michael Charles votes
against.
I. Discussion, review, and recommendation of a Resolution amending the bylaws
regarding the Georgetown Village Public Improvement District No.1 Advisory
Board membership — Wayne Nero, Chief of Police and Interim Assistant City
Manager
• Nero presented the item to the board.
• Motion to replace the two developer seats with two resident homeowners seats
within Georgetown Village PID, for a total of a 7 member board and allow for the
2 alternates to sit on the board in the event there is not a full 7 member board by
Melinda Marler, seconded by Chris Blackburn.
