Meeting Minutes
January 14, 2021
The Animal Shelter Advisory Board met virtually Thursday, January 14, 2021
Regular Session — To begin no earlier than 6:00 pm.
(This Regular Session may, at any time, be recessed to convene at Executive Session for any purpose authorized
by the Open Meetings Act, Texas Government Code 551).

Meeting called to order at 6:10 PM by Melissa Sheldon
1. Discussion on how this virtual conference will be conducted, to include options for public comments
and how the public may address the Commission — April Haughey (Board Liaison)
a. April detailed the ways the public can engage with the meeting, told members that roll call votes
would be conducted, and instructed members to "raise their hand" to speak and to identify
themselves first.
2. Presentation of Animal Services Statistics for December 2020 — April Haughey, Animal Services
Manager (Board Liaison)
a. 77 intakes in December included 42 dogs and 5 puppies. Still getting lots of kittens.
b. 97.2% live release rate for December. 70 pets adopted.
c. 15.4% return to owner, down from previous month.
d. Length of stay overall for rolling 12 months, 9.52 days.
e. 202 ACO calls; 29 warnings and 128 violations. 44 impounds.
3. Presentation of status of current facilities projects — April Haughey, Animal Services Manager (Board
Liaison)
a. Downspouts will be installed to redirect rainwater away from dog -walking area to improve safety
for staff, volunteers and dogs.
b. December state inspection highlighted improvements needed to facility and operations:
• Cat stray hold area flooring requires resurfacing. Kennel area flooring will be extended to
this area.
• Rust identified on kennel gates and fencing requires remediation.
• The ongoing issues with kennel drain covers needs to be addressed.
• Lowest tier of food storage must be elevated to 12" above floor surface.
4. Presentation of current staffing circumstances — April Haughey, Animal Services Manager (Board
Liaison)
a. Due to interruptions in training, newest ACO training period is being extended three additional
weeks.
b. Three interviews scheduled for open ACO position.
c. Part-time veterinarian position has elicited one applicant thus far. Compensation is being reviewed
and active recruitment efforts are being conducted.
d. COVID exposure/quarantine among staff has created challenges covering core operations.
5. Presentation of recent accounting discovery— April Haughey, Animal Services Manager (Board Liaison)
a. The citywide financial system implemented in March 2020 continues to have a learning curve. April
discovered approximately $32k in donations had been miscategorized. Finance has addressed and
corrected the issues from an accounting standpoint and April has retrained staff and implemented a
monthly audit to prevent future occurrences.
6. Consideration and possible action to approve minutes from December, 2020 — Melissa Sheldon, Board
Chair
a. Minutes were read by members. Motion to approve, Ned Atkins. Seconded, Bill Gregory.
Approved unanimously.
With no further business or discussion, Bill Gregory made a motion to adjourn. Nate Atkins seconded.
