HomeMy WebLinkAboutORD 2022-28 - Neighborhood PlansORDINANCE NO. 20?,'2 An Ordinance of the City Council of the City of Georgetown, Texas, amending Section 1.12.060 of the Code of Ordinances relating to the adoption of an update to the Land Use Element of the 2030 Comprehensive Plan to include the San Jose and TRG Neighborhood Plans in accordance with Article 1, Section 1.08 of the Georgetown City Charter and Functional Elements Thereof; repealing conflicting ordinances and resolutions; including a severability clause; and establishing an effective date. WHERAS, the City Charter of the City of Georgetown was amended by vote of the people in April 1986 such that comprehensive planning was established as a continuous and ongoing governmental function; and WHEREAS, on February 26, 2008, Ordinance Number 2008-07, as updated on March 10, 2020, Ordnance 2020-27, amended Chapter 1.12 Georgetown Comprehensive Plan in the Code of Ordinances of the City of Georgetown, defining the 2030 Comprehensive Plan and elements adopted thereof, and WHEREAS, the established vision of the City is "Georgetown: A caring community honoring our past and innovating for the future"; and WHEREAS, the 2030 Comprehensive Plan recognizes the importance of small area planning; and WHEREAS, in June 2020, the City Council directed staff to begin the process of creating small area plans for the San Jose and TRG neighborhoods ("Neighborhood Plans"); and WHEREAS, the purpose of the small area planning effort for San Jose and TRG is to build consensus for neighborhood plans that support infrastructure improvements and compatible development, while sharing the history and culture of each neighborhood and supporting existing residents' ability to stay in their homes; and WHEREAS, the San Jose and TRG Steering Committees, with assistance from the project team, developed distinct Community Engagement and Public Outreach plans, which included three community meetings, stakeholder interviews, formal communication such as mailers and press releases, and informal communication through social media and yard signs; and WHEREAS, in July 2021, the San Jose and TRG Steering Commitees and residents of both neighborhoods held community meetings to determine the vision and goals for both Neighborhood Plans; and WHEREAS, in September 2021, the San Jose and TRG Steering Commitees and residents of both neighborhoods held a second round of community meetings to define the issues and recommendations for both Neighborhood Plans; and Ordinance Number: 2-C7?Z-ZI Page 1 of 3 Description: San Jose and TRG Neighborhood Plans Date Approved: 3-22-2022 WHEREAS, in September 2021, the City Council affirmed the vision established by the San Jose and TRG Neighborhood Steering Committees; and WHEREAS, in November 2021, the San Jose and TRG Steering Committees, along with residents of both neighborhoods and the greater Georgetown community reviewed and affirmed the goals and strategies of the draft Neighborhood Plans during the third and final round of community meetings; and WHEREAS, the San Jose and TRG Steering Committees each held nine meetings between May 2021 and January 2022, and provided recommendations for the Neighborhood Plans; and WHEREAS, the Planning and Zoning Commission held a Public Hearing on the Neighborhood Plans as chapters of the Land Use Element of the 2030 Comprehensive Plan on March 1, 2022, and upon completion of the Public Hearing, voted unanimously to recommend their adoption; and WHEREAS, the City Council held one Public Hearing on March 8, 2022 and upon completion of the second reading of the ordinance, voted unanimously to adopt the Neighborhood Plans as chapters in the Land Use Element of the 2030 Comprehensive Plan on March 22, 2022. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GEORGETOWN, TEXAS, THAT: SECTION 1. The facts and recitations contained in the preamble of this ordinance are hereby found and declared to be true and correct and are incorporated by reference herein and expressly made a part hereof, as if copied verbatim. SECTION 2. The City Council hereby finds that this ordinance implements the stated vision for the community. SECTION 3. Section 1.12.060 of the Code of Ordinances of the City of Georgetown is hereby amended as follows: Sec. 1.12.060. - Functional development plan. In accordance with Chapter 1.08, Subsection 2 of the Georgetown City Charter, the City Council of the City of Georgetown has adopted that certain document entitled the "2030 Comprehensive Plan: Land Use Element" for the purpose of directing the City Council, staff, and/or commissions in rendering actions and resolutions relating to the utilization of all of the available resources within the City and its Planning Area for the purpose of developing public and private land and serving that land with infrastructure systems. This document is dated March 22, 2022, and may be amended from time to time. SECTION 4. If any provision of this ordinance or application thereof to any person or circumstance shall be held invalid, such invalidity shall not affect the other provisions, or application thereof, of this ordinance, which can be given effect without the invalid provision or Ordinance Number: ZQZ7--Zq Page 2 of 3 Description: San Jose and TRG Neighborhood Plans Date Approved: 3-22-2022 application, and to this end the provisions of this ordinance are hereby declared to be severable. SECTION 5. This ordinance shall become effective in accordance with the provisions of the Charter of the City of Georgetown. PASSED AND APPROVED on First Reading on the 8 h day of March, 2022.
