Tuesday, June 14, 2022
The Georgetown City Council will meet on Tuesday, June 14, 2022, at 2:00 PM at City Council
Chambers located at 510 West 9th Street.

Mayor Pro Tern Pitts called the meeting to order at 2:00 p.m. The following Council Members
were in attendance: Amanda Parr, Council Member District 1; Shawn Hood, Council Member
District 2; Mike Triggs, Council Member District 3; Ron Garland, Council Member District 4;
Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French, Council Member District
6; and Ben Stewart, Council Member District 7. A quorum of Council Members was present in
Council Chambers and a roll call was performed. Mayor Josh Schroeder was absent.
Policy Development/Review Workshop - Call to order at 2:00 PM
A. Presentation and discussion regarding the proposed Capital Improvement Plan for Parks
and Recreation -- Kimberly Garrett, Parks and Recreation Director
Garrett presented and reviewed the Parks Master Plan and Cost Recovery Policy; San Gabriel
Park Phase III design; Regional Trail Expansion at Wolf Crossing; and current projects.
General discussion among Council and staff, including City Manager David Morgan,
regarding the repairs needing to be done for trails and sidewalks related to parks projects.
Garrett resumed the presentation and reviewed proposed project that align with the Parks
Master Plan recommendations including high priority projects for the next three years.
General discussion among Council and staff regarding a future westside park.
Garrett resumed the presentation and reviewed high priority regional trail projects for the
next three years; Trail Map; medium priority projects for the next 4 to 6 years; low priority
projects for the next 7 to 10 years; and next steps.
General discussion among Council and staff regarding parkland dedication. Morgan
summarized the feedback received and noted the following: majority of Council are in favor
of moving forward with finishing 2008 bond projects; increasing park safety; continuing Trail
Plan; and looking for partnership arrangements.
B. Presentation and discussion regarding the proposed FY 2023 Capital Improvement Plan for
Citywide Facilities -- Jennifer Bettiol, CIP Manager; and Eric Johnson, Public Works Director
Bettiol presented and reviewed the following: Downtown City Center; Downton Austin
Avenue Parking Garage; Fire logistics; Fire Station 1 renovation; signature gateways;
prioritization and five-year outlook for projects; and next steps.
General discussion among Council and staff regarding the following: adjustments to the
existing gateway signage; consideration of buildings to lease; staffing for future fire stations;
support for phase one of City Center; the need for more City facilities to accommodate
growth; and possible short term lease option in the near future.
C. Presentation and discussion of the financial impact to the City and the homeowners
adopting a change in homestead exemption -- Erika Young, Senior Budget Analyst
Young presented and reviewed the following: background on homestead exemption; 2022
preliminary appraisal data; homestead cap adjustment; cap adjustment and exemption
amount calculation; year to year comparison; increased exemption; and next steps.
General discussion among Council and staff regarding: percentage adjustment is based on
what is allowed in the tax code; quality of data provided; impact to budget; and voter
approval rate.
D. Presentation and discussion regarding the quarterly financial report for the quarter ended
March 31, 2022 -- Nathan Parras, Assistant Finance Director
Parras presented and reviewed the following: second quarter background; general fund and
revenue budget sources; Sales Tax; Property Tax; Franchise Fees; Payment in Lieu of Taxes
(PILOT); Planning and Development revenue; sanitation revenue; Fire and EMS revenue;
and parks and recreation.
General discussion among Council and staff regarding the collection of property taxes.
Parras resumed the presentation and reviewed: General Fund and expense budget sources;
personnel; operations; Electric Fund and revenue sources; Electric Fund sales revenue;
Electric Fund and expense budget; Purchased Power; variances from FY2021 to FY2022;
Water Fund and revenue budget sources; Water charges; Wastewater charges; Irrigation
charges; Water Fund and expense budget; Tourism Fund; Tourism revenue budget sources;
Tourism expenses; and next steps.
General discussion among Council and staff regarding personnel expenses; personnel
vacancies and associated savings; seasonality of electric revenues and expenses; seasonal
nature of construction work; and CARES funding for tractor purchase.
Mayor Pro Tem Pitts called for a break at 3:52 and resumed the meeting at 4:00 p.m.
E. Presentation, update, and discussion regarding a pet memorial at the Bark Park -- Mayra
Cantu, Strategic Support Manager
Cantu presented and reviewed the history of the memorial; summary of survey results; costs
for possible amenities; next steps; and needed Council direction.
General discussion among Council and staff regarding the following: original budget of
$25,000; how best to memorialize the lost pets; clarification on donations received for the
memorial; possibility of doing matching funds; if a memorial the best use of funds; positive
changes made to the City Fire Code since the pet fire; possible recognition of pets lost and
families effected; amenities that can be used by all; consideration for what type of amenity is
most needed at the Bark Park; and the general consensus of support to improve the Bark
Park and provided signage memorializing the pets lost in the fire.
F. Presentation of the Ethics Training Workshop -- Skye Masson, City Attorney
Masson presented and reviewed the following: Texas Open Meetings Act (TOMA); TOMA
definitions; notice of meetings and agendas; open sessions; emergency meetings; Closed
(Executive) Session requirements; Closed Session statutory authority; Texas Public
Information Act (TPIA); response to Open Records Requests and associated response time;
State Law conflicts of interest; substantial interest; penalties; City Ethics Ordinance;
declaration of Policy; policy purposes; what is not allowed under the City Ethics Ordinance;
gifts; Conflicts of Interest under the City Ethics Ordinance; family and household members;
Rule of Necessity; how to handle a conflict of interest; sanctions; Texas Local Government
Code, Chapter 171; and resource links.
Council had no questions or comments on this item.

In compliance with the Open Meetings Act, Chapter 551, Government Code, Vernon's Texas
