Regular Agenda: Kevin Pitts Called the meeting to order at 4:31p.m. A. Consideration and possible action to approve the minutes from the October 27, 2021, General Government and Finance Advisory Board Meeting — Sharon Parker, Board Liaison. Discussion: No discussion. Motion to approve the minutes as presented by Stu McLennan second by Eric Corp Approved 4-0 Tommy Gonzalez was not present during the vote B. Review any items that bypassed a GGAF meeting due to timing and went to Council —Tommy Gonzalez, Board Chair No items went to Council. C. Consideration and possible action to recommend approval of a resolution formally adopting the City's Investment Policies for Fiscal Year 2022 — Leigh Wallace, Finance Director Minutes General Government and Finance Advisory Board City of Georgetown, Texas Wednesday, November 17, 2021, at 4:30 PM Discussion: Leigh presented the annual overview of the Investment Policy Review. • PFIA Requirements • Investment Policy Objectives • City's Authorized Investments • Investment Policy compliance • Proposed changes • Year in review • City Portfolio ■ Investment Strategy • Market update Susan discussed how the market has affected us and the changes. You currently don't have a safe keeping account. Tommy - do you think with the inflation, unemployment bubble and politics restimulating the economy that this is going to set up back another two years? Susan - Once people get back to work, we should start seeing the demand. Treasures and agency are very safe and secure, you are getting a good bonus over CD's. Kevin — Does this policy include our electric fund? Leigh — No that would not be covered under these types of investments. We are working with Daniel the Electric director for different types of hedging polices, trading polices, credit policies etc. you will be seeing those coming to council. Motion to recommend to the City Council the approval of a resolution adopting the City's Investment Policies for Fiscal Year 2022 as presented by staff by Kevin Pitts second by Eric Corp . Approved 5-0 D. Discussion and possible action to recommend selection of Wells Fargo N.A. for Bank Depository Services for two year period beginning May 1, 2022 through April 30, 2024, with options to renew for up to three additional one year terms (maximum of five years). Elaine Wilson, Assistant Finance Director Discussion: Elaine presented the Bank Depository RFA and Selection. Elaine went over the background and terms. She discussed the services requested, Evaluation criteria and additional factors. We received applications from JP Morgan Chase, Wells Fargo, Verabank. Elaine presented fees, earning potential the difference in service provided. Additional lockbox and E-lockbox services. Robert — Have we used Wells Fargo in the past? — Elaine to my knowledge we have not for their depository services. Stu — Verabank is out of the pool because they cannot provide all the services, Citi Bank can't align with SB19. I read that republican law makers said they we excluding JP Morgan, Citi Bank and Wells Fargo for making statements that were adversary to the firearm industry. So, is Wells Fargo good? Elaine yes, they certify. Is this going to be a big issue for the City of Georgetown. Tommy — I think most banks will review and decide they are losing funds and get certified. Leigh — we will not know who is eligible to bid on our bonds until the April. Stu —What is the impact on the City of Georgetown of JP Morgan, Goldman Sachs, and Bank of America backing out of underwriting public sector bonds in Texas? Kevin — Lockbox can your merchant tie in? Andy —yes we can. Kevin are these flat fees or volume based? Tim — a combination of both. Kevin — do you do any type of on boarding, and do you try to encourage online use? —yes during on boarding we evaluate the most cost-efficient way as we build it. Motion to recommend to the City Council the approval of the selection of Wells Fargo for Bank Depository Services as presented by staff by Kevin Pitts second by Robert Witt Approved 5-0 E. Discussion and possible action to recommend award of a Master Services Agreement for Workday Support Services to Accenture LLP for an initial 2-year term and an amount not to exceed $200,000, and the option for 3 one-year renewals. — Leigh Wallace, Finance Director Discussion: Leigh presented a recommendation for the approval of a Master Services Agreement for workday Support Services to Accenture. Stu — the smaller awards come out of the total of 175,000.00? Leigh yes that is correct. Kevin — did this company have to comply with the SB19? Leigh — we received these bids prior to the bill going into effect. Motion to recommend to the City Council the approval of a Master Service Agreement for Workday Support Services to Accenture as presented by staff by Kevin Pitts second by Eric Carp . Approved 5-0 F. Consideration and possible action to recommend award of contract renewal for medical stop loss reinsurance to United Healthcare effective January 1, 2022 for a total not to exceed $147.69 per employee per month and authorizing the City Manager to enter such contract on behalf of the City. — Tadd Phillips, Director of Human Resources and Organizational Development. Discussion: Tadd presented the staff recommendations for approval of a contract renewal for medical stop loss reinsurance to Untied Healthcare. No questions. Motion to recommend to the City Council the approval of contract renewal for medical stop loss reinsurance to United Healthcare as presented by staff by Kevin Pitts second by Eric Corp Approved 5-0 G. Consideration and possible action to recommend approval to purchase additional licenses of Zerto Orchestration Software through Sirius Computer Solutions for a total of $96,505.00. — James Davis, IT Manager Minutes General Government and Finance Advisory Board City of Georgetown, Texas Wednesday, November 17, 2021, at 4:30 PM Discussion: James presented a request purchase additional license of Zerto Orchestration Software. Eric — is there another site identified? Yes we have a site at our Public Safety Operations and training center. Motion to recommend to the City Council the approval of the purchase of additional license of Zerto Orchestration Software through Sirius Computer Solutions as presented by staff by Eric Corp second by Kevin Pitts Approved 5-0 H. Consideration and possible action to recommend the purchase of Public Safety Police vehicles from Silsbee Ford in the amount of $1,384,848.96. This purchase will be through TIPS USA contract# 200404. — Scott Parker, Fleet Service Manager Discussion: Scott presented a request to purchase public safety police vehicles. Tommy — how many vehicles? Scott this will cover 20 vehicles. Kevin — can we get them in now? Scott, we should get them within a year. Tommy— are any of these specialty Vehicles? Scott —three of them will be k9 vehicles. Tommy is the new normal amount we buy each year. Scott — some of these were moved up because of the big hailstorm we had. Kevin —when these are delivered are they outfitted and ready to go? Scott — yes Silsbee contracts with Dana and this is all included in our price. Stu — on all of the SUV's how many of those are the interceptors? Scott all of them will be interceptors. Stu — is the chip shortage going to have any impact? Scott no, delivery is still anticipated in mid-2022 Motion to recommend to the City Council the purchase of Public Safety Police vehicles from Silsbee Ford as presented by staff by Stu McLennan , second by Kevin Pitts .
