The Georgetown City Council will meet on Tuesday, July 12, 2022, at 6:00 PM at 510 W. 9th Street
Georgetown, Texas 78626, Council and Courts Building.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act

Mayor Schroeder called the meeting to order at 6:06 p.m. The following Council Members were
in attendance: Mayor Josh Schroeder; Amanda Parr, Council Member District 1; Shawn Hood,
Council Member District 2; Mike Triggs, Council Member District 3; Ron Garland, Council
Member District 4; Kevin Pitts, Council Member District 5 and Mayor Pro Tem; Jake French,
Council Member District 6; and Ben Stewart, Council Member District 7. A quorum of Council
Members was present in Council Chambers.
Regular Session
(This Regular session may, at any time, be recessed to convene an Executive Session for any
purpose authorized by the Open Meetings Act, Texas Government Code 551.)

Public Wishing to Address Council
On a subject that is posted on this agenda: Please fill out a speaker registration form which can
be found on the table at the entrance to the Council Chamber. Clearly print your name and the
letter of the item on which you wish to speak and present it to the City Secretary on the dais, prior
to the start of the meeting. You will be called forward to speak when the Council considers that
item. Only persons who have delivered the speaker form prior to the meeting being called to
order may speak. Speakers will be allowed up to three minutes to speak.
On a sub'ject not posted on the a rem: An individual may address the Council at a regular City
Council meeting by contacting the City Secretary no later than noon on the Wednesday prior to
the Tuesday meeting, with the individual's name and a brief description of the subject to be
addressed. Only those persons who have submitted a timely request will be allowed to speak.

allowed up to three minutes to speak.

Statutory Consent Agenda
The Statutory Consent Agenda includes non -controversial and routine items that may be acted upon
with one single vote. An item may be pulled from the Consent Agenda in order that it be discussed

Baird presented the item and reviewed the Location Map, Aerial Map, Future Land Use
Map/Overall Transportation Plan Map, Zoning Map, SUP explanation, site plan, and how the
application complies or partially complies with all aspects of the approval criteria of UDC
Section 3.07.030. He added that public notifications were sent and to date staff has received
zero comments and at their June 7, 2022, meeting, the Planning & Zoning Commission
recommended approval of the request with a 6-0 vote.

S. Public Hearing and First Reading of an Ordinance on a request for a Special Use Permit (SUP)
for Indoor Self -Storage in the Local Commercial (C-1) zoning district on the property located
at 2701 East University Avenue, bearing the legal description of 3.42 acres in the William
Addison Survey, Abstract No. 21 (2022-2-SUP) -- Travis Baird, Assistant Planning Director -
Current Planning
Baird presented the item and reviewed the Location Map, Aerial Map, Future Land
Use/Overall Transportation Plan Map, Zoning Map, SUP explanation, Site Plan, and how the
application complies with all aspects of the approval criteria of UDC Section 3.07.030. He
added that public notifications were sent and to date staff had received zero responses. Baird
noted that at their June 7, 2022, meeting, the Planning & Zoning Commission recommended
approval of the request with a 6-0 vote with the following conditions: a minimum of 8,495
square feet of commercial space for C-1 uses will be provided as generally shown on the
conceptual plan; and the design of the structure will provide the articulation and architectural
features as generally shown on the rendering from the applicant's presentation.

motion to show the recommendations laid out by P&Z; clarification on zoning; and exact
location of the storage above and behind retail.

project; other projects done by the applicant; location of the entrance to the storage facility;
and use of native plants.

T. Public Hearing and First Reading of an Ordinance for the voluntary annexation of a 18.522-
acre tract out of the Joseph Fish Survey Abstract No. 332 and a portion of right -of way on
Crockett Garden Road with an initial zoning of Public Facility (PF) zoning district for the
property generally located 270 feet north of Crocket Garden Road and 430 feet west of Cedar
Breaks Road (2022-5-ANX) -- Nat Waggoner, Assistant Planning Director - Long Range
Waggoner presented the item and reviewed the Location Map, Aerial Map, Future Land
Use/Overall Transportation Plan Map, Mixed Density Neighborhood (MDN) explanation,
land use ratios for MDN, Zoning Map, Public Facilities (PF) explanation, existing water and
wastewater treatment plants, and how the application complies or partially complies with all
aspects of the approval criteria of UDC Sections 3.25.030 and 3.06.03. He added that public
notifications were sent and to date staff has received zero comments; and at their June 7th
meeting, the Planning & Zoning Commission recommended approval of the request with a
5-0 vote.

to rezone 27.14 acres in the John Berry Survey, Abstract 51 from the Agriculture (AG) zoning
district to the General Commercial (C-3) zoning district and 44.870 acres in the John Berry
Survey, Abstract 51 from the Agriculture (AG) zoning district to the Low -Density Multi -
Family (MF-1) zoning district, for the property generally located at 350 State Highway 195
(2022-3-REZ) -- Travis Baird, Assistant Planning Director - Current Planning
Baird presented the item and reviewed the Location Map, Aerial Map, existing and proposed
layout, Low Density Multi Family (MF-1) explanation, General Commercial (C-3)
explanation, Future Land Use/Overall Transportation Plan Map, Neighborhood (NH)
explanation, and how the application complies or partially complies with all aspects of the
approval criteria for UDC Section 3.06.030. He added that public notices were sent and to
date staff have received zero comments; and at their May 3, 2022, meeting, the Planning &
Zoning Commission recommended approval of the request with a 4-2 vote.

General discussion among Council and staff regarding wastewater concerns and the need for
a solution to be in place; location of the nearby Jackson Shaw development; and appropriate
future uses for the area.
Chelsea Irby with Halff Associates presented and reviewed the following: zoning; future land
use; how the applicant is proposing new zoning acreage based on P&Z feedback; Overall
Concept Plan; site plan; residential architecture; on -site amenities; connected open space; and
infrastructure.
General discussion among Council and staff regarding the following: current project partners;
commercial interest; rental property; parking for the residents; and plan for doing 10 units
per acre.

Motion by Hood to approve the item as presented, second by Parr.
This motion was withdrawn to allow for a motion that would provide the needed language
to show the new acreage amounts.
Motion by Pitts to approve the Ordinance as presented, subject to the reduction in acreage of
the rezoning on the General Commercial (C-3) zoning district from 27 acres to 16 acres; and a
reduction of the Low Density Multi -Family (MF-1) zoning district from 44 acres to 26 acres,
second by Parr.

W. First Reading of an Ordinance ordering a Special Election to be held on November 8, 2022 for
the purpose of seeking voter response to the proposition of "The Reauthorization of the Local
Sales and Use Tax in the City of Georgetown, Texas, at the Rate of One -Fourth of One Percent
to Continue Providing Revenue for Maintenance and Repair of Municipal Streets", providing
for the City to contract with the Williamson County Elections Administrator to conduct said
Election, making other provisions relating to the Election and providing an effective date --

current status of roach projects.
