The Georgetown City Council met on Friday, December 9, 2022, at 9:00 AM at Community Room,
City Hall, 808 Martin Luther King Jr. Street.

City Council Goal Setting Session
The following Members were in attendance: Josh Schroeder, Amanda Parr, Shawn Hood, Mike
Triggs, Kevin Pitts, Jake French, Ron Garland, and Ben Stewart

1.a City Council Goal Setting
This is a special workshop of the Georgetown City Council.
This workshop will be for a discussion of Council governance, strategies and goals.
The City Council sets the vision for the City and adopts guiding principles and goals to
reflect that vision and guide decision -making at all levels of City government. The Council
Visioning process builds Council consensus on policies and projects that impact City
residents, businesses and the community as a whole. The City Management uses the City
Council's vision, principles, and goals to set priorities, direct work activities, and allocate
staffing and financial resources.
No official action will be taken at this meeting. Any official adoption of items discussed at
this workshop will be formally approved as an item on a later scheduled City Council
Regular meeting.
Mayor Schroeder called the meeting to order at 9:02 a.m.
All Councilmembers present and the following staff members were also in attendance:
Jessica Clarke, Assistant to the City Manager; Nick Woolery, Assistant City Manager; Laurie
Brewer, Assistant City Manager; Skye Masson, City Manager; Wayne Nero, Assistant City
Manager; David Morgan, City Manager; and Robyn Densmore, City Secretary.
Intro and explanation of process by Ron Cox, consultant. Councilmembers provided their
backgrounds, why they ran for Council, and what attributes they bring to their role as a
councilmember. Cox then lead the Council through discussion regarding Council
governance including the definition of governance, observations about leadership,
proactive vision and planning, and Council's vision for Georgetown — key elements for a
positive Georgetown.
Mayor Schroeder called for a break at 10:52 a.m. and resumed the meeting at 11:03 a.m.
Cox then lead the Council through discussion regarding: defining characteristics of
leaders; meaningful communication; communication expectations; a review of 2017
Governance Policy items; expectations of staff; staffs expectations of Council; and the
Council/manager form of government flow chart.
Mayor Schroeder called for a break for lunch at 12:48 p.m. and resumed the meeting at
1:04 p.m.
Cox then lead the Council through discussion regarding SWOT (Strengths, Weaknesses,
Opportunities, and Threats) Exercise focusing on the City as an intensity and an
organization that provides services. He then lead the group through a Getting to Great
exercise and explained that Council members tend to fall in the following roles: strategic
vision — big picture thinker; trustee — steward; representative — constituent advocate;
community building — bringing people together; decisionmaker; and oversight.
Staff and council attendees provided a summary of their thoughts for the day.
Adjournment
Mayor Schroeder adjourned the meeting at 3:41 p.m.
