SUBJECT
Discussion and consideration of acceptance of the scope of review from the Charter Review Committee
and consideration of holding a joint workshop and/or public hearing regarding review of the City Charter
ITEM SUMMARY
The members of the Charter Review Committee wish to receive further input from the Councilmembers
regarding the work of the Committee in regards to potential revisions to the Charter. Therefore, the
Committee is asking for acceptance by the Council of the Committee's Scope of Review and would
respectfully request a workshop and/or public hearing with the Council in the near future for further
discussion.

CITY OF GEORGETOWN CHARTER REVIEW COMMITTEE
SCOPE OF REVIEW
The Charter Review Committee's review of the Charter of the City of Georgetown
will be comprehensive in nature. The Committee will use guidance from the
information furnished by the City Council, various legal counsel, Committee
review and public input on the issues. Proposed revisions will be prioritized, with
recommendations for Council consideration to be in proposed amendment form.

of the City of Georgetown
Tuesday, October 16, 2001
Agenda
1. Call to Order
The meeting was called to order at 6:32 p.m. by Chair Lee Bain.
2. Roll Call of members present
The following members were presenf.- Bain, Doering, Hanson, Jones,
Lehrer, Liverman, Shanhouse, Shepherd, Walker -Chyle. It was
discussed that the City Council has approved a total of nine members for
the Committee, and there will not be a replacement appointed for
Roseanne Cantu who resigned.
3. Execution of Affidavits of Compliance with Ethics Ordinance
The affidavits will be prepared by Sandra Lee for the next meeting.
4. Consideration of approval of minutes from meeting of October 4, 2001
Motion by Jones, second by Lehrer to approve. Approved 8-0.
(Liverman absent)
5. Continuation of overview of resource materials, Council charge and timeline
City Secretary Sandra Lee informed the members that the TML
Handbooks on Texas Home Rule Charters should be mailed,from TML
next week. Sandra will mail to the members.
6. Continuation of housekeeping matters, including public information act, meeting
times and frequency, and administrative and legal assistance
Meetings were set every two weeks on Thursday evenings at_6:30 p.m. at
City Hall through the end of November. Those dates being November 1,
November 15, and November 29, 2001.
7. Continuation of discussion of format, including public input, subcommittees and
reports to Council
Discussion as to how to get Council priorities for Charter revisions as well
as how to get input from the citizens. Committee discussed having a joint
workshop with the Council in the near future. Jones asked that Brown
categorize the issues that have been presented by the Council and
discussed by the Committee prior to a workshop with the Council. It was
determined that Bain and Hanson will work with Brown and create a list of
proposed revisions. Brown suggested a procedure to follow.
8. Report from legal counsel on requested items
Brown reported on research that had been requested at the last meeting.
Brown also suggested getting input from staff on potential revisions.
9. Continuation of Review of present Charter
10. Continuation of Review of legal opinions and recommendations from City
Attorney and other counsel
11. Review of Council areas of concern
There was discussion regarding the need for more specific direction from
Council as to their recommended areas for revision and their priorities.

13. Discussion of committee suggestions for areas of review and revision
There was discussion as to how the revisions would be presented to the
Council. Jo Christy Brown stated that she would present the
Committee's revisions in "red line" form. Motion by Hanson, second by
Walker -Chyle to approve the scope of review. Approved 8-0.
(Liverman absent)
14. Define 'Scope' of review for Council timeline
The following Scope of Review was prepared for presentation to the
Council at their meeting on October 23, 2001:
The Charter Review Committee's review of the Charter of the City
of Georgetown will be comprehensive in nature. The Committee
will use guidance from the information furnished by the City
Council, various legal counsel; Committee review, and public input
on the issues. Proposed revisions will be prioritized, with
recommendations for Council consideration to be in proposed
amendment form.
15. Discussion of other questions and issues raised by members, staff and
consultants related to committee work
There was discussion regarding getting information to the public and
receiving public input such as in the City Newsletter, asking the
Williamson County Sun to publish an article about the Charter, and
notifying the public of the importance of citizen input. Jones made
suggestions as to how to control the flow from the Council, staff, and
public, by initiating a procedure to be followed. It was determined that the
City Division Directors will be asked for written suggestions as to potential
revisions.
16. Discussion of preliminary agenda for next meeting
It was determined that Bain, Brown, and Hanson will get together and
prepare a tentative prioritized list of revisions to be reviewed/revised at
the next meeting.
17. Adjournment
The meeting was adjourned at 7:42 p.m.
