Notice is hereby given that the Economic Development Task Force established by the
Georgetown City Council will hold a meeting on Monday, April 10, 2000, at 5:15 p.m.
in the Training Room at the City of Georgetown Offices, located at 103 West Vh
Street, Georgetown, Texas.
AGENDA
1. Registration of Attendance for Task Force members.
2. Consideration of projected termination time for meeting.
3. Deliberation and adoption of responses and/or recommendations to City Council
concerning issues.
4. Establish how report to City Council from Task Force will be made,
5. Establish and/or confirm next meeting date, time and agenda.
6. Adjourn

Motion to have the Economic Development Task Force make the following
recommendations to City Council in an appropriately formatted written report.
1. City Council should cause to be developed a clear vision for the future of Georgetown
and its desired economic profile. The vision must exhibit the following
characteristics:
a. It must be specific and clearly articulated. (The Century Plan does not do
this.)
b. It must be clear as to the types of businesses we want and how and where they
should integrate into the community.
c. It must be developed with broad input and support from citizens and business
interests alike. When completed, it must be broadly embraced by the
community so that surprises don't occur late in an economic recruitment
process.
d. It must include clear strategy and policy guidelines for achieving the vision.
2. City Council should form a new public'/private economic development corporation or
foundation designed to implement the strategy and policies defined in 1. above. The
new entity to should be organized with a small staff controlled and directed by a
governing board made up of the following (12) members:
The mayor
The City Manager
A Councilperson selected by the Council
The President of Southwestern University
The Superintendent of Georgetown Schools
The County Judge
2 members of the Chamber of Commerce nominated by the Chamber
2 members of the Georgetown Industrial Foundation nominated by GIF
2 citizens2 at large appointed by the mayor with Council approval
Note that under this recommendation GIF retains a separate identity (By-laws, Board of
Directors, etc.)
3. City Council should take careful note and act appropriately on the sets of issues as
presented at the task force meeting of April 3, 2000.
' This organizational recommendation assumes that the vision, mission, and policy statement that is
developed includes the use of taxpayer fun An
entirely different organizational structure would be needed if only private monies are to be used.
2 Because these citizens are to represent the "non-commercial" citizens, every effort should be made to find
qualified citizens that will not directly benefit by growth.

Greetings:
We have a scheduled meeting for Monday, April 10, 2000 at 5 : 15 p.m. in
the Training Room of the City of Georgetown Office located at 103 West
7th.
Enclosed are a copy of the definitions which were presented to you at
the last meeting. The recommendations as were proposed at the
meeting. It might be helpful if anyone is inclined that they prepare
a recommendation concerning the CBB in writing to have ready to
present at the meeting.

PROPOSED RECOMMENDATIONS CONCERNING ECONOMIC DEVELOPMENT
1. That the Economic Development entity format should be a
Public/Private entity with a Board of Trustees or Directors
representative of the Community which follows the City's
vision for economic development.
GIF with a modified Board of Directors and By-laws could fill
this role.
2. Governing Board for Economic Development consisting of 12
voting members with the following makeup:
Council/Mayor 2
CC 2
GIF 2
Citizens at large 2
College President 1
Supt. of School 1
County Judge 1
City Staff 1
The GIF retains a separate entity (By-laws, Board of
Directors, etc)
The Governing Board is controlled by a detailed vision and
strategy provided by the City.
3. The GIF will amend it's By-laws to include the following
structure of voting members. This new board will develop
policies for economic development in Georgetown and it ETJ.
These policies will then be implemented by the GIF staff. The
new GIF board will conduct an annual review of the GIF goals
and budget to determine if all goals have been met. The
annual contract with GIF will be renewed based ont his
evaluation. The vision and mission of GIF will continue to be
derived from the ends and means of the Century plan.
Operational and organizational recommendations should be
adopted with these policies to clearly articulate the profile
of GIF will operate under.

Southwestern President
City Manager
Mayor
1 City Council person

The city council will select their representative and the 2
citizens, preferably not members of any of the above named
organizations. Each of the other entities will select their
members to serve. Each representative will serve a 3 year
term, with staggered terms to ensure continuity.
Ideally these policies will create clear strategies of
operation and organization. When adopted and where
appropriate, the Urban design guidelines will be included into
policy.
