Housing Advisory Board

Monday, January 23, 2023
The Georgetown Housing Advisory Board met on Monday, January 23, 2023 at 2:30 PM at Historic Light
and Waterworks Building, 809 Martin Luther King, Jr Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If

Public Wishing to Address the Board
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.
On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison
prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the
Board or Commission members. No action can be taken.

1.A Meeting Minutes
Consideration and possible action to approve the minutes from the November 14, 2022
regular meeting of the Housing Advisory --Jessica Lemanski, Planning Specialist
Moved by Christi Cowden; seconded by Charles F Collins to Approve Item 1.A as
presented.
Motion Approved: 5- 0

1.13 Housing Advisory Board Meeting Schedule
Consideration and possible action to adopt the Housing Advisory Board meeting
schedule for 2023
Moved by Regina A Watson; seconded by Christi Cowden to Approve a quarterly
meeting schedule, with meeting dates on April 17th, July 17th, and October 23rd.
Motion Approved: 5- 0

1.0 2023 Goals
Presentation and discussion on strategies for Action Items in the Comprehensive Plan
related to Housing and the 2023 Goals for the Housing Advisory Board. Cesar Acosta
presented the Board with their 2023 goals and action plan.
Acosta reminded the Board that they intend to attend Georgetown's Housing Round
Table on February 23rd. This meeting is open to the public, and invitations are sent out to
HOAs and Neighborhood Associations.
Acosta reviewed the goals the Board had set for 2022, including action items that
remain uncompleted.
Discussion on the possibility of a housing fund.
Discussion on clarifying the definition of "housing variety" in Action Item 69.
Discussion on Action Item 17, including how to identify neighborhood associations and
increase the number of associations to expand communication and transparency
between the City and residents.
Board Member Watson suggested interviewing well --organized HOA members and
running a piece in the Wilco Sun to help educate the public on HOAs and neighborhood
Associations.
Discussion on the overall goal of the Board and what action items are achievable in the
coming year.
No action was taken by the Board on this item.
1.D Low Income Housing Tax Credit Program Presentation
Training presentation on the review of Low Income Housing Tax Credit Requests
Cesar Acosta reviewed the purpose of the LIHTC program, who benefits from it, and
how it functions.
Discussion on the qualifications for acquiring an LIHTC, benefits of the program, and
demand for income -restricted units in Georgetown.
Acosta explained the process for a LIHTC request to receive a resolution of support of
no objection from City Council, as well as possible questions to consider when
reviewing a proposal.
Acosta established that there is a request for a LIHTC for new construction in the works
now, and requests the Board call a special meeting to review their application prior to the
Board's April meeting.
Moved by Christi Cowden; seconded by Charles F Collins to hold a special meeting of
the Housing Advisory Board on February 13th at 2:30 pm. Motion Approved: 5- 0
