Monday, July 17, 2023
The Georgetown Housing Advisory Board met on Monday, July 17, 2023 at 2:30 PM at Historic
Light and Waterworks Building, 809 Martin Luther King, Jr Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA).

Public Wishing to Address the Board
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on
the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which
you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called
forward to speak when the Board considers that item. Only persons who have delivered the speaker form
prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak.
If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No
more than six minutes for a speaker may be granted. The requestor granting time to another speaker must
also submit a form and be present at the meeting.
On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission
Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to
address the Board or Commission members. No action can be taken.
1. Regular Session
LA Meeting Minutes
Consideration and possible action to approve the minutes from the April 17, 2023 regular
meeting of the Housing Advisory Board -- Jessica Lemanski, Planning Specialist
Board Member Cowden amended the minutes to clarify that she asked what percentage
of low-income residential developments are age restricted in Georgetown.
Discussion on the level of detail within the minutes. Board Member Charles requested
clarification that Georgetown is already at twice the state per capita data based upon
historic data.
Board Member Watson amended the minutes to reflect that a recording of the meeting is
available via a Public Information Request.
Board Member Charles amended the minutes to read "precedence" instead of
"parameter" on page 8.
Board Member Charles amended the minutes to correct spelling and grammatical
errors.
Board Member Charles noted that the data provided by Dominion at the last meeting was
as of 2017, but that is the most recent data that is available
Moved by Charles F Collins; seconded by Michael D Charles to Approve the minutes as
amended.

1.13 Georgetown Housing Update and Presentation on the Georgetown Housing
Initiative
Presentation on the State of Housing in Georgetown, Texas and the Georgetown
Housing Initiative mission and recent actions -- Cesar Acosta, Neighborhood and
Housing Program Manager and Richard Glasgow
Cesar Acosta presented a recap of the previous meeting's content and reviewed the
purpose of today's meeting, as well as City Council's discussion and decision on the Tax
Credit Project for Dominium.
Acosta reviewed City Council's special session on multifamily housing held on June 6th.
Board Member Collins asked if setbacks are taken into account when making
calculations on entitled units. Acosta explained that the calculation is based upon the
property's acreage and the zoning district's allowed units per acre, and it does not
necessarily take into account specific site constraints that may effect units actually
developed.
Board Member Watson asked if there is data showing the number of owned versus leased
properties. Acosta noted that the MF zoning allows for a range of housing forms, and we
are unable to regulate the ownership or rental of homes.
Discussion on dissannexation from the ETJ, income brackets, unit entitlements, and the
Comprehensive Plan goals.
Discussion on census materials provided in the PowerPoint. Acosta noted that Sun City is
not considered in age -restricted unit calculations because it skews the data significantly.
Richard Glasco was a guest speaker at this meeting. Glasco spoke to his background and
involvement in Georgetown, specifically in the Georgetown Housing Initiative, and
explained some of the context behind the initial housing study requested in 2015, which
was denied. Glasco spoke to the need for affordable housing in the area, and the need for
employees to live near where they work. Glasco suggested that the Housing Advisory
Board and the Georgetown Housing Initiative collaborate to brainstorm ideas.

Review of Housing Action Items in the Georgetown 2030 Comprehensive Plan and
discussion of last Housing Advisory Board quarterly meeting of 2023 -- Cesar Acosta,
Neighborhood and Housing Program Manager
Acosta reviewed the action items completed, ongoing items, and remaining action
items for term 0-2.
Acosta reviewed questions for the Board to consider for the next meeting.
Discussion on boundaries of neighborhood and established HOAs.Adjournment
