The Georgetown Planning and Zoning Commission met on Tuesday, April 18, 2023 at 6:00 PM at
Council and Court Building, 510 W. 9th Street.

Cesar Acosta presented the staff report.
Chair Perthuis opened the public hearing.
Diane Bernal, 11917 Oak Knoll Dr., approached the podium to address the Commission.
Bernal established that she is the applicant for this project and believes they comply with
the approval criteria. She is available for questions from the Commission.
Chair Perthuis closed the public hearing.

2.B 2023-2-ANX - Shell Spur PUD
Public Hearing and possible action on a request for a Zoning Map Amendment to zone,
upon annexation of 43.13 acres out of the William Roberts Survey, Abstract 524, to a
Planned Unit Development with base zoning districts of 8.2 acres of General Commercial
(C-3) and 34.93 acres of the Low -Density Multi -Family (MF-1) zoning district, for the
property generally located at the southwest intersection of Shell Road and Shell Spur
(2023-2-ANX). Ryan Clark, AICP Candidate, Senior Planner Ryan Clark presented the
staff report.
Katherine Nicely, Applicant, approached the podium to address the Commission and gave
a summary of their request and their neighborhood outreach efforts. Nicely spoke to the
heritage trees on the site, as well as their landscaping plans. Nicely spoke to the
Comprehensive Plan and approval criteria for a rezone to PUD. Nicely noted that they
can remove "hotel' from their allowed uses when the project goes before City Council,
and reviewed their housing typology, amenities, and services.
Chair Perthuis asked where the buildings will be located in relation to the property line.
Nicely established that the buffer wall is located on the property line, and there is 20 feet
between the wall and building facades.
Perthuis asked about garages and covered parking. Nicely established that all units
have access to either a garage or covered parking, along with open street parking to
ensure there is adequate parking for residents and guests.
Discussion on potential changes to what is proposed in the agenda packet.
Norm Ashby, Owner, approached the podium to address the Commission and clarified
that they do not have a set tenant for their commercial portion and they did not include
an additional road connection in response to neighborhood concerns.
Alternate Allen commented that he is concerned about potential building heights and
the commercial property with a 60 foot allowance next to single story housing.
Alternate Allen asked about additional access to the property. Clark established that
Woodfield Preserve is working on their preliminary plat to the west of this property. If
they are not continuing streets through, they would need to cul-de-sac the street.
Commissioner Noble asked why they are proposing 70% impervious cover in the PUD.
Nicely established that since they are not at the site planning phase, they are unsure of
what impervious cover they will need. They are open to suggestions on that element.
Chair Perthuis opened the public hearing.
Dave Robert, 403 Texas Dr., approached the podium to address the Commission and
established that he is the pastor at Grace Bible Church, and they are in favor of this
project. The church has been hoping for City services on the property for years, and the
masonry buffer wall request has been fulfilled. Robert also commented that this
development will bring people closer to the church.
Carol Tharp, 340 Shell Spur Rd., approached the podium to address the Commission and
established that she is against multi -family development on this property and rental
properties near her home. Tharp commented that she is concerned about their water and
safety and that there are too many apartment complexes in Georgetown. Tharp also
established that the commercial properties were not discussed between the developer
and the neighborhood.
Heather Fraser, 282 Logan Ranch Rd., approached the podium to address the
Commission and commented that the traffic on Logan Ranch Road is increasing, and
she has experienced extended commute times to the nearby HEB. Shell Spur and Shell
Road are dependent on Williamson County to be maintained, and she does not believe
this development will be a benefit to the area. Fraser commented that the church's
concerns are valid, but if they need water service, they are able to get a well like their
neighbors. Fraser is in opposition to this proposal.
Richard Anesko, 303 Lovie Ln., approached the podium to address the Commission and
established that he agrees with Clark's analysis of the project. Anesko does not believe
the proposed units are compatible with the neighborhood, and this development does not
promote the health, safety, and welfare of the neighborhood. The traffic on Shell Road
and Shell Spur is increasing.
Richard Bayloe, 125 Brentwood Dr., approached the podium to address the Commission
and echoed previous comments in opposition to the request. Bayloe believes this is the
wrong property for this type of development, citing concerns abotu water, power, and
road infrastructure.
Chair Perthuis closed the public hearing.
Commissioner Haynie asked if David Munk could address neighbors concerns regarding
water. David Munk, Utility Engineer, approached the podium to address the Commission
and established that there is a funded project along Shell Road and Shell Spur to provide
drinking water to the property. The Berry Creek Interceptor is holding back wastewater
service to this area, and a wastewater line would need to be extended to this site.
Moved by Scott A Allen; seconded by Doug Noble to Deny the annexation and rezone
of the Shell Spur PUD.

Commissioner Dickey commented that he likes the housing type proposed, but it is too
high of density. Affordable housing in this neighborhood is lacking, but he is unhappy with
a PUD having this many unanswered questions. He would also like to see a tree plan
included.
Discussion on parliamentary procedures and withdrawing the case.
Alternate McGahey requested the Applicant provide reasoning behind the request to
increase impervious coverage.
Nicely requested this item be postponed to a date uncertain to address comments
regarding the commercial area, the heritage trees, and traffic concerns in the area. The
Applicant provided written request for postponement to staff.
No action was taken by the Commission on this item.

Updates from Assistant Planning Director, Travis Baird
Travis Baird, Assistant Planning Director, introduced Diane Johnson, who recently
started at the Planning Department as the Principal Planner.
Baird also provided the Commission with updates from City Council.
The Titan PUD was denied at its first reading with Council due to concerns over its
location and the self -storage location relative to the rest of the development.
There will be potential changes to the posted agendas, which will be discussed again at a
later date.

Sofia Nelson approached the podium to address the Commission and reminded
Commissioners of the April 25th Joint Session between City Council, Planning & Zoning
Commission, and the UDC Steering Committee.
Nelson reviewed the UDC Rewrite project and the UDC Diagnostic Report, which will be
the topic of the Joint Session on April 25th.
3. Executive Session
In compliance with the Open Meetings Act, Chapter 551, Texas Government Code, Vernon's Codes,
Annotated, the items listed below will be discussed in closed session and are subject to action in the
regular session.
