The Georgetown Planning and Zoning Commission met on Tuesday, July 18, 2023 at 6:00 PM at
Council and Court Building, 510 W. 9th Street.

Commissioner Dickey opened the public hearing.
Amanda Vogt, 340 Axis Loop, approached the podium to address the Commission and
established that she has spoken on this expansion several times before, and the
neighborhood has not seen any contact from the developer to address their concerns.
Vogt explained that traffic and safety are concerns, and she has seen several car
accidents near the car wash. Vogt requests a traffic impact or noise pollution analysis
for the project.
Sarah Listron, 203 Axis Loop, approached the podium to address the Commission and
explained that the entrance for the car wash has been the location of the majority of
accidents near their neighborhood, not on Williams Drive. Listron commented that the
addition of the vacuums will make more traffic divert towards the Deer Haven
neighborhood, and the noise level is already disruptive. Listron also commented that the
developer has not reached out to the neighborhood HOA.
Commissioner Dickey closed the public hearing.
Commissioner Allen asked how many communities in Georgetown have only one primary
access road, and if there are numbers for the amount of traffic accidents in the area. Baird
established that he does not have those numbers on hand.
Lua Saluone, Transportation Manager, approached the podium to address the
Commission and explained that a new development is required to provide a generated
trip count number. the numbers provided for this application did not require a Traffic
Impact Analysis according to the Unified Development Code. the proposed design meets
the requirements of the Fire Department and City.
Monique Reyes with Lique Engineers, Applicant, approached the podium and
established that she is here to answer any engineering questions about the
application.
Alternate Allen asked if doubling the vacuums would double the amount of trips
generated by the development. Reyes explained that trip generation counts are
calculated based on building square footage. Since no square footage was added with
this proposal, no additional trips were added.
Commissioner Stanley asked if they were willing to pull the application to discuss with
homeowners. Reyes established that she is only able to answer engineering questions.

Commissioner Noble asked if this is the former Ponderosa site. Clark confirmed, yes.
Todd Madden and Nick Kraus, Applicant and Project Manager, approached the podium to
address the Commission and spoke to the changes made to their concept plan since the
last hearing of this item, including adding more retail to the storefront and increased
security measures. Madden spoke to the project's compliance with the Comprehensive
Plan, as well as their outreach efforts to neighboring property owners.

Caleb Fuhrer presented the staff report.
Alternate Allen asked what traffic mitigation efforts can alleviate potential accidents in the
area. Fuhrer established that Georgetown does not have the jurisdiction to require a TIA
for this project due to the number of trips generated. the City of Georgetown also cannot
commit to improvements outside of City Limits.
Commissioner Noble noted that the deceleration lane makes sense, but he is concerned
that there is not an acceleration lane for those turning right out of the development. Fuhrer
noted that TxDOT has established that they are okay with the plan without an acceleration
lane.
Shervin Nooshin, Applicant, approached the podium to address the Commission and...
Alternate Price asked if you can see the light down SH 29 to see if traffic is stopped when
turning out of the proposed driveway. Nooshin established that one can see 600 feet from
the driveway, but he is unsure how far away the light is. Wesley Wright, Systems
Engineering Director, approached the podium to address the Commission and
established that the light is visible in the google street view from the proposed driveway,
but he cannot speak to whether or not the color of the light would be distinguishable.
Commissioner Dickey opened the public hearing.
Beverly Weaver, 304 Creek Crossing Drive, approached the podium to address the
Commission. Christina Williams, 308 Creek Crossing Drive, ceded her time to Weaver.
Weaver established that she is speaking on behalf of 6 homeowners in her
neighborhood whose properties back up to the subject property. The neighborhood has
been in contact with the developer and established that their negotiations are not
complete.
Barbara Erickson, 201 Rosespring, approached the podium to address the Commission
and established that she is representing her HOA board and Cimarron Hills Austin, LLC.
Erickson asks that a masonry perimeter wall be established between this development
and the Cimarron Hills neighborhood.
Commissioner Dickey closed the public hearing.
Commissioner Dickey clarified that this item is in regard to the driveway variance
request, not the zoning or use of the land.

Diane Johnson presented the staff report.
Commissioner Stanley asked if the lack of a fall zone impact the Planning Department's
review of the application, and asked fi further development in the fall zone would be
approved if requested. Travis Baird approached the podium and explained that adjoining
property development has not been disallowed in the past. Baird explained that it is a
significant consideration, but it is not mandated by the code.
Alternate Allen asked if there is a requirement for the City to disguise monopoles. Baird
confirmed there is not.
Harold Timmons, Applicant on behalf of Verizon Wireless and SBA Communications,
approached the podium to address the Commission and established that they would allow
for colocation on the monopole for up to four users. Timmons spoke to the scope of work
on the property, noting that this would be an unmanned monopole except for occasional
maintenance visits, and would improve cell service coverage in the area. Timmons
displayed the tower's fall zone radius, and explained that this is a self -collapsing tower
that would break at the mid -point if compromised. Timmons displayed a signed and
sealed engineer's report addressing the fall zone.

Planning Director
Travis Baird approached the podium to address the Commission and recommended
Commissioners review the City Council workshop held on the 11th regarding legislative
updates. Baird also noted that Council has requested a workshop on vape stores.
Baird announced that Olivia Beams has been hired as a Historic Planner.
