Housing Advisory Board
City of Georgetown, Texas Monday, October 16, 2023
The Georgetown Housing Advisory Board met on Monday, October 16, 2023 at 2:30 PM at Historic
Light and Waterworks Building, 809 Martin Luther King, Jr Street.
The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). If

Public Wishing to Address the Board
On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the
table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you
wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to
speak when the Board considers that item. Only persons who have delivered the speaker form prior to the
meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to
speak for six minutes, it is permissible to use another requestor’s granted time to speak. No more than six
minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form
and be present at the meeting.
On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission
Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to
address the Board or Commission members. No action can be taken.

Presentation and Discussion of State of Housing Summary Review and Neighborhood
Association Identification and Outreach -- Cesar Acosta, Neighborhood & Housing
Program Manager
Cesar Acosta provided a review of the last meeting’s content and reviewed this
meeting’s purpose.
Board Member York asked if the data presented includes the Extra-Territorial
Jurisdiction. Acosta established that it does, and it includes our entire planning area.
Discussion on State of Housing data.
Board Member Cowden asked if Zillow data is public information. Acosta established
that it is, and it is available online.
Board Member Charles asked if the number of short-term rentals in Georgetown is
known. Acosta noted that staff does not have an effective method for tallying those
figures.
Board Member Chuck Collins entered at 2:45 P.M.
Acosta reviewed the ongoing action items for term 0-2 and presented the existing
resources to identify neighborhoods in Georgetown.
Board Member York inquired about the overall goal for obtaining neighborhood
contacts.
Acosta noted that the goal is to notify neighborhoods of nearby projects and further
explained that if a project is happening within 300 feet of the registered neighborhood,
the entire neighborhood would then be notified as opposed to only the properties within
the 300-foot buffer. Acosta explained that it is also a way for us to notify neighborhoods of
other community events and ensure there is a line of communication between
neighborhoods and the city.
Board Member Charles asked if the notification is only for Special Use Permits. Acosta
established that it would be for any case that requires public notification such as a
Rezone, Planned Unit Development, etc.
Discussion on Old Town Neighborhood Association and self-reporting of neighborhoods.
Acosta noted that there is a link on the Georgetown Housing webpage that outlines how
to set up a neighborhood association.
Acosta asked the Board about the best way to reach out to communities who may be
interested in forming a neighborhood association.
Board Member Collins noted that the requirement for one annual meeting does not
necessarily need to be a formal meeting with action taken.
Board Member Cash asked for the number of neighborhood associations that are
registered and noted that all HOAs are required to register with the Texas Real Estate
Commission.
Board Member Charles commented that the Secretary of State, Williamson County
Official Public Record, SmartWebs, and such, have lists available as well. Board Member
Charles noted that physical signs would be helpful.
Discussion on Georgetown Village HOA.
Board Member Watson suggested to advertise the positive impact of HOAs and
neighborhood associations, and the success they can bring to their neighbors and
community.
Board Member Charles commented that homeowners need to opt in to HOAs before
they are included in that association.
Board Member Collins asked if the Board considers an apartment complex a
neighborhood. Acosta commented that it could potentially fit into the requirements to set
up a neighborhood association. Board Member Collins noted that contacting renters
could be extremely valuable.
Board Member York asked if the objective is to contact the people living there or the
homeowners. Acosta established the goal is to contact the people there.
Board Member Charles inquired about what the neighborhood association provides to a
renter. Acosta established that any resident could speak at a public meeting and share
their thoughts. Board Member Collins noted that it creates opportunities for those
residents.
Board Member Cowden commented that there is an intangible aspect of creating a
community such as pride, better maintenance of homes, and so forth.
Board Member York asked about a list of goals and measures of success. Acosta
established that a goal is to support the establishment of neighborhood associations
and a measure of success would include an accurate list or map of neighborhood
associations that are responsive.
Board Member Cowden asked if Extra-Territorial Jurisdiction neighborhoods are a part of
this. Acosta established that they are not due to the incapability to monitor the area.
Board Member Charles commented that most complexes have central mail centers
asked if permission is required from management companies and property managers to
post in those areas to share the information.
Acosta reviewed the discussion at this meeting.
Discussion on goals for adding neighborhood associations to the registered list.

Consideration and possible action to approve the meeting quarterly meeting dates for
2024 -- Cesar Acosta, Neighborhood & Housing Program Manager
Moved by Alice L York; seconded by Regina A Watson to Approve the first set of dates
minus the 1st meeting date for our 2024 quarterly schedule.
