HomeMy WebLinkAboutMinutes_UDCAC_10.11.2023Minutes of the Unified Development Code Advisory Commission City of Georgetown, Texas Wednesday, October 11, 2023 The Georgetown Unified Development Code Advisory Commission met on Wednesday, October 11, 2023 at 3:30 PM at City Hall, Community Room, 808 Martin Luther King Jr Street. The City of Georgetown is committed to compliance with the Americans with Disabilities Act (ADA). The following Members were in attendance: Present were: Joshua A Baran, Brian A Carr, Troy Hellman, Travis Perthuis, Shelley G G Rodocker Call to Order Nomination and Selection of Vice Chair and Secretary for the 2023-2024 Session Nomination and Selection of Vice Chair and Secretary for the 2023-2024 Session -- Zane Brown, Planner Moved by Troy Hellman; seconded by Shelley G G Rodocker to nominate Josh Baran for Vice -Chair. Motion Approved: 4- 0 Voting For: Joshua A Baran, Troy Hellman, Travis Perthuis, Shelley G G Rodocker Voting Against: None Moved by Troy Hellman; seconded by Brian A Carr to nominate Shelley Rodocker for Secretary. Motion Approved: 5- 0 Voting For: Joshua A Baran, Brian A Carr, Troy Hellman, Travis Perthuis, Shelley G G Rodocker Voting Against: None Public Wishing to Address the Board On a subject that is posted on this agenda: Please fill out a speaker registration form which can be found on the table at the entrance to the meeting room. Clearly print your name and the letter of the item on which you wish to speak and present it to the Board Liaison prior to the start of the meeting. You will be called forward to speak when the Board considers that item. Only persons who have delivered the speaker form prior to the meeting being called to order may speak. Speakers will be allowed up to three minutes to speak. If you wish to speak for six minutes, it is permissible to use another requestor's granted time to speak. No more than six minutes for a speaker may be granted. The requestor granting time to another speaker must also submit a form and be present at the meeting. On a subject not posted on the agenda: A request must be received by the Advisory Board or Commission Liaison prior to the day the agenda for this mee ng is posted. Each speaker will be given three minutes to address the Board or Commission members. No action can be taken. 1. Regular Session 1.A Introduction of Planning staff and Commission Members Introduction of city staff supporting the UDC Advisory Committee and new Committee Members for FY 2024 -- Zane Brown, Planner Sofia Nelson introduced the Planning Department staff present at the meeting. The Board members introduced themselves and shared their background in the City of Georgetown. Nelson thanked the Members for their service and shared the purpose of this Commission. 1.B UDC Orientation City Planning staff will provide an orientation to the Unified Development Code (UDC) -- Zane Brown, Planner Sofia Nelson showed the Board how to find the UDC and shared important aspects of the Code, including its relationship to the 2030 Comprehensive Plan and the Code of Ordinances. Nelson emphasized how important the Code is for everybody in the community. 1.0 Update on the UDC Rewrite Process City Planning staff will provide an update on the UDC Rewrite Process and how the Commission will be involved -- Zane Brown, Planner Sofia Nelson shared the project phasing plan and guiding principles of the UDC rewrite, and she encouraged Members to review the UDC Diagnostic materials. Committee Member Hellman asked if this is a complete rewrite or if the Code will keep the general structure it has today. Nelson noted that the rewrite is a substantial update, but there will be some standards from our current code that remain. Committee Member Rodocker asked when the best time to hold an informative meeting with City staff about the project would be. Nelson noted that earlier the community gets involved, the better. Staff is happy to hold a meeting with residents or local professionals at this point in the process. Vice -Chair Baran asked fi technical engineering criteria will be updated with the Code rewrite. Nelson noted that the UDC is not the technical document by which those standards are set. Nelson noted that Council has indicated they will be making occasional updated via executive text amendments until the rewrite process is complete. General discussion abotu the use and frequency of PUD applications. 1.D Meeting Minutes Consideration and possible action to approve the minutes from the February 8, 2023 regular meeting of the UDC Advisory Commission -- Jessica Lemanski, Associate Planner This item was moved to the next meeting of the UDC Advisory Committee due to a lack of attachments on the item.
