MINUTES OF PUBLIC MEETING
OF THE BUILDING STANDARDS COMMISSION
CITY OF GEORGETOWN, TEXAS
Notice is hereby given that the City of Georgetown Building Standards Commission will hold
its regular meeting at 4:00 p.m., Thursday, the 20th of March, 2014, at the Georgetown City
Council Chambers, located at 101 E 7th, Georgetown, Texas to consider the following:
Agenda
Building Standards Commission Members Present: Morris Greenberg, David Dees, Kenneth
Ford, Raymond Wahrenbrock,
Staff Present: Dave Hall, Tamera Baird, Bridget Chapman, Hank Jones, Jessica Brettle, Chief
Sullivan, Tonnia Gibbs
REGULAR SESSION:
(Commission reserves the right to convene into Executive Session at any time during the
meeting regarding any agenda item. In compliance with the Open Meetings Act, Chapter 551
Government Code, Vernon’s Texas Code, Annotated, the item below will be discussed in
closed session.)
1. Call to Order: Meeting called to order by Jessica Brettle at 4:00
Brettle advised the commission that they needed to elect a chair for today’s
meeting since the Council would not approve the appointment of Morris
Greenberg until Council meeting on March 25, 2014. Motion by Ford, seconded
by Dees nominating Greenberg as today’s Chair – Greenberg accepted -
Approved 4-0
2. Consideration of approval of the minutes from the Commission meeting held on
Monday, April 19, 2012.
Discussion : Wahrenbrock asked and Hall answered no changes needed to be
made to the minutes. No further discussion – motion by Dees, seconded by Ford
to approve the minutes from the Commission meeting held on Monday, April 19,
2012 – Approved 4-0

3. Discussion and adoption of By-Laws for the Building Standards Commission.
Discussion: Hall explained that Greenberg found an issue in the by-laws section
4.4 regarding the Quorum. Chapman explained that a quorum for this board is 3
persons to conduct general business. If they have a disputed or contested case
then a quorum of 4 people will be required.
Greenberg questioned section 1.3.1 regarding Chair Voting – chair only votes as a
tie breaker wanted Chapman to explain that and how they will ever approve
anything if the Chair only votes as a tie-breaker. Chapman said this is a general
procedural guideline which is not consistent with the by-laws and rules of this
board. Rules will be revised to reflect this board’s guideline 4 will be required on
contested case hearing and 3 will be required on regular business and the Chair
will be able to vote.
Greenberg questioned section 4.4 – is there a possibility that a commissioned
member will realize he has a conflict of interest and has to recuse and only 4
members are present. Chapman explained the provision of 4 members have to be
present to hear a contested case can be changed to allow only 3 members being
present with a recommendation of change to the city council – Motion by
Greenberg, seconded by Dees for the revision of the by-laws requiring only 3
members be present to approve a contested case hearing Further Discussion:
Wahrenbrock wasn’t opposed but felt he didn’t have enough information to
support an approval. Motion carries. Approved 3-1 (Wahrenbrock opposed)
4. Discussion and possible action to accept the proposed Public Hearing process and
procedures for proposed changes, amendments, revisions and significant changes to the
2012 International Codes.
Discussion: Hall began his presentation reviewing the Public Hearing process
and procedures for proposed changes, amendments, revisions and significant
changes to the 2012 International Codes. As Hall continued presentation board
questioned their role and felt they needed further education on the process and
additional time to review the items. Motion by Dees, seconded by Ford to table
the item, and review and discuss at the next meeting. Approved 4-0-0

5. Discussion, possible action and recommendation to the City Council to adopt the 2012
International Building and Fire Codes pertaining to commercial occupancy types for the
City of Georgetown. This includes the presentation of significant changes to the 2012
International Codes from the latest editions of the International Building and Fire Codes.
Discussion: Items #5 and #6 were discussed together (see below)
6. Discussion, possible action and recommendations to the City Council to consider the
adoption of proposed changes, revisions or local amendments to the 2012 International
Building and Fire Codes pertaining to commercial occupancy types for the City of
Georgetown.
Discussion: Hall showed PowerPoint Ford asks if the Board recommended
adopting the new 2012 standards, if they saw something they didn’t agree with
can they recommend to modify that specific area? Hall said lots of data (testing,
engineering data) will be needed to quantify any change request. Ford wants to
try to have a happy medium, wants to support the change but wants to do what
is best for Georgetown – so if there are items the board feels like they don’t want
to follow do they have the ability to modify? Hall said yes. Wahrenbrock asked if
variances are allowed on a case by case basis, Hall said yes, if you can justify it.
Chief John Sullivan explained that the International Codes are intended to be
adopted on 3 year cycle, they are reactive not proactive. All relate to something
happening like a fire based issue. Base codes are not something that is
compromising the safety of community. If they find something that doesn’t work
it can be amended. Georgetown is currently working in a very liberal code
without any fire protection. Ford asked Sullivan if he will give recommendations
of amendments to the adopted codes to make it better for the Georgetown
community. Sullivan said yes, that is exactly what will occur.
Sullivan said surrounding cities have already adopted 2012 codes, he
recommended an educational forum to discuss codes, changes and everything so
the board can understand the codes and what is involved. Everyone agreed to
work on the best way to be transparent and present it appropriately.
Motion by Dees, seconded by Ford to table item 5 and 6 - Approved 4-0
7. Suggested items for next regularly scheduled meeting agenda.
Discussion: Board confirmed their request for a workshop to be held for further
education on the process and their role. Board will coordinate with city staff to
schedule workshop. Motion by Ford, seconded by Dees to schedule an
educational workshop Approved 4-0

Revise as follows:
Add new Section 503.7 as follows:
503.7 TRAFFIC CONTROL SIGNALING DEVICES. FIRE APPARATUS ACCESS ROADS,
WHICH HAVE NEW ELECTRONIC TRAFFIC CONTROL SIGNALING DEVICES INSTALLED,
SHALL INCLUDE PREEMPTIVE CONTROL EQUIPMENT COMPATIBLE WITH THE FIRE
DEPARTMENT’S EXISTING SYSTEM.
Reason: The reason for this code change proposal is to manipulate traffic signals in the path of emergency
vehicles, stopping conflicting traffic and allowing the emergency vehicle right of way, to reduce response
times and enhance traffic safety.
Cost Impact: This code change proposal could add an additional $2,500.00 up to $10,000.00 to the cost of
construction dependent on the type of preemptive control equipment required.

507.1
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
507.1 Required water supply. An approved water supply capable of supplying the required fire flow for
fire protection shall be provided to premises upon which facilities, buildings or portions of buildings are
hereafter constructed or moved into or within the jurisdiction. WHERE PROPERTY IS SUBDIVIDED
WITH OR WITHOUT THE CREATION OF PUBLIC OR PRIVATE STREETS FOR THE EXPRESSED
PURPOSE OF PROVIDING SAID SUBDIVIDED PARCELS FOR SALE OR OTHERWISE
PERMITTING SEPARATE AND/OR INDIVIDUAL DEVELOPMENT TO OCCUR, AN APPROVED
WATER SUPPLY CAPABLE OF SUPPLYING THE PROJECTED FIRE FLOW FOR FIRE
PROTECTION SHALL BE PROVIDED AND EXTENDED TO SERVE DIRECTLY ANY AND
ALL SUBDIVIDED PROPERTIES. THE PROJECTED FIRE FLOW WILL BE BASED ON THE
GREATEST POTENTIAL DEMAND POSED BY ANY TYPE OF OCCUPANCY ALLOWED BY
ZONING LAWS ON THE PROJECTED PROPERTY.
EXCEPTION: ADDITIONS TO EXISTING AND NEWLY CONSTRUCTED ONE- AND TWO-FAMILY
HOMES LOCATED IN AREAS HAVING SUBSTANDARD WATER SUPPLIES, WHERE THE
DEVELOPMENT OF FULL FIRE-FLOW IS IMPRACTICAL, SHALL COMPLY WITH THE PROVISIONS
OF APPENDIX B SECTION B103 WITH THE APPROVAL OF THE FIRE CODE OFFICIAL.
Reason: The reason for this code change proposal is to assure that adequate fire protection water be
provided to premises upon which new buildings are constructed or onto which a building is moved, from
either outside of the jurisdiction or another location within the jurisdiction.
Cost Impact: The code change proposal could add an increase to the cost of construction based on the
potential demand posed by the type of occupancy allowed by the UDC.

507.3
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
507.3 Fire flow. Fire flow requirements for buildings or portions of buildings and facilities shall be
determined by an approved method AND IN ACCORDANCE WITH APPENDIX B.
Reason: The reason for this code change proposal is APPENDIX B provides a tool for jurisdictions to
establish a policy for fire-flow requirements. The determination of required fire flow is not an exact
science, but having some level of information provides a consistent way of choosing the appropriate fire
flow for buildings throughout a jurisdiction.
Cost Impact: This code change proposal will not increase the cost of construction.

507.5
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
507.5 Fire hydrant systems. Fire hydrant systems shall comply with Sections 507.5.1 through 507.5.6 8
AND APPENDIX C.
Reason: Fire hydrants are one of the primary ways to access water for fighting fires. The location and
spacing of hydrants is important to the success of fire-fighting operations. The difficulty with determining
the spacing of fire hydrants is that every situation is unique and has unique challenges. Finding one
methodology for determining hydrant spacing is difficult. This particular appendix gives on methodolog y
fire departments can work with to set a policy for new building and facilities.
Cost Impact: The code change proposal will not increase the cost of construction.

507.5.7
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
Add new Subsection 507.5.7 as follows:
507.5.7 REFLECTIVE PAVEMENT MARKERS. ALL FIRE HYDRANTS SHALL BE IDENTIFIED
BY THE INSTALLATION OF APPROVED BLUE REFLECTIVE PAVEMENT MARKERS.
Reason: Fire hydrants are one of the primary ways to access water for fighting fires. Plants and shrubs on
public or private property are probably the most common object that can make fire hydrants virtually
invisible to responding fire apparatus engineers. Placement of reflective pavement markers would allow
for quick recognition of fire hydrant locations during nighttime conditions.
Cost Impact: The code change proposal would increase the cost of construction due to the cost associated
with the reflective pavement markers. Reflective pavement markers vary in price from $2.00 - $3.00 per
reflector.

509.1.2 ELECTRICAL SERVICE SHUTOFF ACCESS. WHERE ELECTRICAL SERVICE SHUT
OFF CONTROLS ARE LOCATED INSIDE A BUILDING, A DOOR PROVIDING DIRECT
ACCESS FROM THE EXTERIOR TO THE ROOM CONTAINING SUCH SHUT OFF CONTROLS
SHALL BE PROVIDED WHERE REQUIRED BY THE FIRE CODE OFFICIAL.
Reason: The reason for this code change proposal is utility access and identification for services serving
multi-unit/multi-building properties is considered essential to the overall safety of emergency responders.
Cost Impact: This code change proposal could add an additional $500.00 - $1,000.00 for an exterior door if

SITUATION, SHALL BE EXEMPT FROM THE REGISTRATION REQUIREMENTS OF THIS SECTION.
ANY SUCH AED SHALL BE CLEARLY MARKED ON ITS EXTERIOR AND READILY IDENTIFIABLE
AS NOT APPROPRIATE FOR EMERGENCY USE.
Reason: The reason for this code change proposal is for the local jurisdiction to recognize registration
exemptions for automated external defibrillators (AED’s) used solely for the purposes of training and the
markings that identify the automated external defibrillator (AED) as not appropriate for emergency use.
Cost Impact: This code change proposal will not increase the cost of construction.

901.4.7
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
Add new Subsection 901.4.7 as follows:
901.4.7 AUTOMATIC SPRINKLER SYSTEM RISER LOCATION. THE AUTOMATIC
SPRINKLER SYSTEM RISER SHALL BE INSTALLED WITHIN A BUILDING. AN EXTERIOR
DOOR LEADING DIRECTLY INTO THE ROOM CONTAINING THE FIRE SPRINKLER RISER
AND SHUT OFF CONTROLS SHALL BE PROVIDED.
Reason: The reason for this code change proposal is to allow the emergency responders immediate
access into the room containing the fire sprinkler riser and shutoff controls during emergency operations,
improving safety and reducing property loss.
Cost Impact: This code change proposal could add an additional $500.00 - $1,000.00 for an exterior door.

903.2.1.1
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.1.1 Group A-1. An automatic sprinkler system shall be provided for Group A-1 occupancies where
one of the following conditions exists:
1. The fire area exceeds 5,000 SQUARE FEET (464.52 m2).
2. The fire area has an occupant load of 300 or more.
3. The fire area is located on a floor other than a level of exit discharge serving such occupancies.
4. The fire area contains a multitheater complex.
Reason: The reason for this code change proposal is Group A-1 occupancies are identified as
assembly occupancies with fixed seating, such as theaters. In addition to the high occupant load
associated with these types of facilities, egress is further complicated by the possibility of low lighting
levels customary during performances. The fuel load in these buildings is usually of a type and
quantity that would support fairly rapid fire development and sustained duration. This code change
proposal would create uniform local amendments with the surrounding jurisdictions, improve safety
and reduce property.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.2.1.3 Group A-3. An automatic sprinkler system shall be provided for Group A-3 occupancies where
one of the following conditions exists:
1. The fire area exceeds 5,000 SQUARE FEET (464.52 m2).
2. The fire area has an occupant load of 300 or more.
3. The fire area is located on a floor other than a level of exit discharge serving such occupancies.
Reason: The reason for this code change proposal is Group A-3 occupancies are assembly occupancies
intended for worship, recreation or amusement and other assembly uses. A-3 occupancies could
potentially have a high occupant load and as with most assembly occupancies, however, most of the
occupants are typically not completely familiar with their surroundings. The fuel load in these buildings is
usually of a type and quantity that would support fairly rapid fire development and sustained duration. This
code change proposal would create uniform local amendments with the surrounding jurisdictions, improve
safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

Revise as follows:
903.2.1.4 Group A-4. An automatic sprinkler system shall be provided for Group A-4 occupancies where
one of the following conditions exists:
1. The fire area exceeds 5,000 SQUARE FEET (464.52 m2).
2. The fire area has an occupant load of 300 or more.
3. The fire area is located on a floor other than a level of exit discharge serving such occupancies.
Reason: The reason for this code change proposal is Group A-4 occupancies are assembly uses
intended for viewing of indoor sporting events and activities such as arenas, skating rinks and
swimming pools. The occupant density may be high depending on the extent and style of seating,
such as bleachers or fixed seats, and the potential for standing-room viewing. As with most assembly
occupancies , however, most of the occupants are typically not completely familiar with their
surroundings. This code change proposal would create uniform local amendments with the
surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.2.3
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.3 Group E. An automatic sprinkler system shall be provided for Group E occupancies as follows:
1. Throughout all Group E fire areas greater than 7,500 SQUARE FEET (696.77 m2).
2. Throughout every portion of educational buildings below the lowest level of exit discharge serving that
portion of the building.
Exception: An automatic sprinkler system is not required in any area below the lowest level of exit
discharge serving that area where every classroom throughout the building has at least one exterior door
at ground level.
Reason: The reason for this code change proposal is Group E occupancies serve students through the
12th grade and day care centers serving children older than 2 1/2 years of age. Children 2 1/2 years
of age or younger are not typically capable of independently responding to an emergency and must be
led or carried to safety. This code change proposal would create uniform local amendments with the
surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.2.4 Group F-1. An automatic system shall be provided throughout all buildings containing a Group F-
1 occupancy where one of the following conditions exists:
1. A Group F-1 fire area exceeds 5,000 SQUARE FEET (464.52 m2).
2. A Group F-1 fire area is located more ON ANY FLOOR.
3. The combined area of all Group F-1 fire areas on all floors, including any mezzanines, exceeds 10,000
SQUARE FEET (929.03 m2).
4. A Group F-1 occupancy used for the manufacture of upholstered furniture or mattresses exceeds 2,500
square feet (232 m2).
Reason: The reason for this code change proposal is Group F-1 occupancies are occupied for the
purpose of the fabrication, finishing, manufacturing, packaging, assembly or processing of
materials that are combustible or that use combustible products in the production process. This
code change proposal would create uniform local amendments with the surrounding jurisdictions ,
improve safety and reduce property loss.

903.2.7
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.7 Group M. An automatic sprinkler system shall be provided throughout buildings containing a
Group M occupancy where one of the following conditions exists:
1.A Group M fire area exceeds 10,000 SQUARE FEET (929.03 m2).
2. A Group M fire area is located ABOVE OR BELOW GRADE.
3. The combined area of all Group M fire areas on all floors, including any mezzanines, exceeds 20,000
SQUARE FEET (1858.1 m2).
4. A Group M occupancy used for the display and sale of upholstered furniture or mattresses exceeds
5,000 square feet (464 m2).
Reason: The reason for this code change proposal is Group M occupancies are provided with an
increased area for display of upholstered furniture and mattresses that have the potential for rapid
growing and heat-release-fires. The hazard is increased substantially when there are numerous
upholstered furniture items or mattresses on display. Such fires put the occupants and the first
responders at risk. This code change proposal would create uniform local amendments with the
surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.2.8.3
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
Add new Subsection 903.2.8.3 as follows:
903.2.8.3 TOWNHOUSES. AN AUTOMATIC SPRINKLER SYSTEM INSTALLED IN ACCORDANCE
WITH SECTION 903.3.1.3 SHALL BE PERMITTED IN TOWNHOUSES.
Reason: The reason for this code change proposal is NFPA 13D contains design and installation
requirements for a sprinkler system to aid in the detection and control of fires in one-and two-family
dwellings, mobile homes and townhouses. Under 903.2.8 townhouses are not specifically
referenced. This code change proposal would create uniform local amendments with the
surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new residential sprinkler installations can vary in the range of
$1.00 - $2.00 per square foot.

903.2.9
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.9 Group S-1. An automatic sprinkler system shall be provided throughout all buildings containing a
Group S-1 occupancy where one of the following conditions exists:
1. A Group S-1 fire area exceeds 5,000 SQUARE FEET (464 m2).
2. A Group S-1 fire area is located ABOVE OR BELOW GRADE PLANE.
3. The combined area of all Group S-1 fire areas on all floors, including any mezzanines, exceeds 20,000
SQUARE FEET (1858.1 m2).
4. A Group S-1 fire area used for the storage of commercial trucks or buses where the fire area exceeds
5,000 square feet (464 m2).
5. A Group S-1 occupancy used for the storage of upholstered furniture or mattresses exceeds 2,500
square feet (232 m2).
Reason: The reason for this code change proposal is Group S-1 moderate hazard storage
occupancies are buildings in which combustible materials are stored and that burn with ease. This
code change proposal would create uniform local amendments with the surrounding jurisdictions,
improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.2.9.1
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.9.1 Repair garages. An automatic sprinkler system shall be provided throughout all buildings used
as repair garages in accordance with Section 406.8 of the International Building Code, as shown:
1. Buildings having two or more stories above grade plane, including basements, with a fire area
containing a repair garage exceeding 5,000 SQUARE FEET (464 m2).
2. Buildings no more than one story above grade plane, with a fire area containing a repair garage
exceeding 5,000 SQUARE FEET (464 m2).
3. Buildings with repair garages servicing vehicles parked in basements.
4. A Group S-1 fire area used for the repair of commercial trucks or buses where the fire area exceeds
5,000 square feet (464 m2).
Reason: The reason for this code change proposal is Repair garages may contain significant
quantities of flammable liquids and other combustible materials. This code change proposal would
create uniform local amendments with the surrounding jurisdictions , improve safety and reduce
property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

CODE CHANGE PROPOSAL FORM
Code: __IFC__ – 2012
903.2.10
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.2.10 Group S-2 enclosed parking garages. An automatic sprinkler system shall be provided
throughout buildings classified as enclosed parking garages in accordance with Section 406.6 of the
International Building Code as follows:
1. Where the fire area of the enclosed parking garage exceeds 10,000 SQUARE FEET (929 m2); or
2. Where the enclosed parking garage is located beneath other groups.
Exception: Enclosed parking garages located beneath Group R-3 occupancies.
Reason: The reason for this code change proposal is fire records have shown that fires in parking
structures typically fully involve only a single automobile with minor damage to adjacent vehicles.
An enclosed parking garage, however, does not allow the dissipation of smoke and hot gases as
readily as an open parking structure. This code change proposal would create uniform local
amendments with the surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

An automatic sprinkler system shall be installed throughout buildings THREE OR MORE STORIES IN
HEIGHT.
Exceptions:
1.
2. Open parking structures.
3.
Reason: The reason for this code change proposal is to address the difficulties associated with
manual suppression of a fire in buildings of excess height. This code change proposal would
create uniform local amendments with the surrounding jurisdictions, improve safety and reduce
property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot.

903.3.5
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
903.3.5 Water supplies. Water supplies for automatic sprinkler systems shall comply with this section
and the standards referenced in Section 903.3.1. The potable water supply shall be protected against
backflow in accordance with the requirements of this section and the International Plumbing Code.
AUTOMATIC SPRINKLER SYSTEM WATER SUPPLY DATA FOR HYDRAULIC CALCULATIONS
SHALL BE BASED ON A CURVE THAT IS 90 PERCENT OF THE AVAILABLE WATER SUPPLY
CURVE AS DETERMINED BY FLOW TEST INFORMATION.
Reason: The reason for this code change proposal is to allow the fire code official to authorize a
deficiency of up to 10 percent based on the 90 percent curve of the available water supply as determined
by the flow test information.
Cost Impact: This code change proposal will not increase the cost of construction.

903.6.3
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
Add new Subsection 903.6.3 as follows:
903.6.3 NON-SPRINLERED BUILDING CHANGE OF OCCUPANCY GROUP. APPROVED
AUTOMATIC SPRINKLER SYSTEMS SHALL BE PROVIDED THROUGHOUT THE FIRE AREA
OF EXISTING NON-SPRINKLERED OCCUPANCIES WHEN THERE IS A CHANGE OF
OCCUPANCY TO A GROUP A, E, F, H, I, R-1, R-2, R-4, OR S-1 OCCUPANCY.
Reason: The reason for this code change proposal is occupants and residents of certain facilities or
occupancies can be particularly vulnerable. This code change proposal would create uniform
local amendments with the surrounding jurisdictions, improve safety and reduce property loss.
Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range
of $2.00 - $4.00 per square foot. The estimated cost for most new residential sprinkler installations could
vary in the range of $1.00 - $2.00 per square foot.

912.7
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
Add new Subsection 912.7 as follows:
ALL FIRE DEPARTMENT CONECTIONS (FDC) SHALL BE MARKED AS APPROVED BY THE FIRE
CODE OFFICIAL. TWO RED STREET LANE REFLECTORS (STIMSONITE MODEL 88AB OR
SIMILAR) SHALL BE INSTALLED SIX INCHES FROM THE CENTERLINE OF THE FIRE APPARATUS
ACCESS ROADWAY ON THE SIDE CLOSEST TO THE FDC. MARKERS SHALL BE PARALLEL TO
THE FDC HAVING THE REFLECTIVE ENDS OF THE STREET MARKERS FACING THE DIRECTION
OF TRAFFIC.
Reason: Fire department connections (FDC's) must be readily visible and easily accessed. Plants
and shrubs on public or private property are probably the most common object that can make
FDC's virtually invisible to responding fire apparatus engineers. Placement of reflective pavement
markers would allow for quick recognition of FDC locations during nighttime conditions.
Cost Impact: The code change proposal would increase the cost of construction due to the cost
associated with the reflective pavement markers . Reflective pavement markers vary in price from
$2.00 - $3.00 per reflector.

5706.2.4.4
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
5706.2.4.4 Locations where above-ground tanks are prohibited. . STORAGE OF CLASS I AND II
LIQUIDS IN ABOVE GROUND TANKS IS PROHIBITED WITHIN THE CITY OF GEORGETOWN CITY
LIMITS, WITH EXCEPTION OF AREAS THAT ARE ZONED FOR INDUSTRIAL USE. STORAGE OF
CLASS I AND II LIQUIDS MAY BE PERMITTED AT THE DISCRETION OF THE FIRE CHIEF
FOLLOWING HIS REVIEW OF THE PROPOSED LOCATION AND THE FIRE PROTECTION FOR
STORAGE AREA. STORAGE SHALL NOT BE ALLOWED WITHIN 100 FEET (30,480mm) OF THE
PROPERTY LINE OF ANY GROUP E, I, OR R OCCUPANCIES.
Reason: The reason for this code change proposal is to enable the adopting jurisdiction to prohibit the
installation of above-tanks in certain geographic areas of the jurisdiction by enumerating them in the
adopting legislation. This code change proposal will create uniform local amendments with surrounding
jurisdictions, improve safety and reduce potential property
Cost Impact: The code change proposal will not increase the cost of construction.

6104.2
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
6104.2 Maximum capacity within established limits. Within the limits established by law restricting the
storage of liquefied petroleum gas for the protection of heavily populated or congested areas, the
aggregate capacity of any one installation shall not exceed a water capacity of 2,000 gallons (7570L) (see
Section 3 of the Sample Legislation for Adoption of the International Fire Code on page xxi). TANKS
SHALL NOT BE LOCATED WITHIN 100 FEET (30,480mm) OF THE PROPERTY LINE OF ANY
GROUP E, I, OR R OCCUPANCIES.
Reason: The reason for this code change proposal is to add the additional language establishing
respective setback distances of tanks to Group E, I, or R occupancies. This code change
proposal will create uniform local amendments with surrounding jurisdictions , improve safety and
reduce potential property loss.
Cost Impact: The code change proposal will not increase the cost of construction.

B103.3
Proponent: Georgetown Fire Department, City of Georgetown
Revise as follows:
B103.3 Areas with ABSENT OR SUBSTANDARD water supply systems. For information regarding
water supplies for fire-fighting purposes in rural and suburban areas in which adequate and reliable water
supply systems do not exist OR ARE SUBSTANDARD AND THE DEVELOPMENT OF FULL FIRE-
FLOW IS IMPRACTICAL, the fire code official is authorized to utilize NFPA 1142, or the International
Wildland-Urban Interface Code.
Reason: The reason for this code change proposal is in many cases the infrastructure simply does
not exist to provide the large amounts of water required by Table B105.1, but the hazards require
that some level of water be available for fire fighting
Cost Impact: The code change proposal will not increase the cost of construction.
Public Hearing: Commission: AS AM D
CODE CHANGE PROPOSAL FORM
