Public Hearing: Commission: AS AM D Code: IBC-2012 Chapter 1 – Section 104 [A] 104.10.1 Proponent: Dave Hall, CFM, Building Official, Inspection Services – representing City Of Georgetown Revise as follows: [A] 101.4.10.1 Flood hazard areas. The building official shall not grant modifications to any provision required in flood hazard areas as established by Section 1612.3 unless a determination has been made that: 1. A showing of good and sufficient cause that the unique characteristics of the size, configuration or topography of the site render the elevation standards of Section 1612 inappropriate. 2. A determination that failure to grant the variance would result in exceptional hardship by rendering the lot undevelopable. 3. A determination that the granting of a variance will not result in increased flood heights, additional threats to public safety, extraordinary public expense, cause fraud on or victimization of the public, or conflict with existing laws or ordinances. 4. A determination that the variance is the minimum necessary to afford relief, considering the flood hazard. 5. Submission to the applicant of written notice specifying the difference between the design flood elevation and the elevation to which the building is to be built, stating that the cost of flood insurance will be commensurate with the increased risk resulting from the reduced floor elevation, and stating that construction below the design flood elevation increases risks to life and property. Refer to Title 15, Chapter 15.44, and entitled Flood Damage Prevention of the City of Georgetown Code of Ordinances. Reason: The City of Georgetown has a Flood Damage Prevention Ordinance and governs the requirements for a variance. To avoid any potential conflicts between the two ordinances this section needs to be deleted from the building code and reference made to Chapter 15.44 of the Georgetown Code of Ordinances. Impact of the Health, Safety and Welfare to the public: None Cost Impact: There is no cost of construction associated with this revision. Reason: The reason for this code change proposal is to manipulate traffic signals in the path of emergency vehicles, stopping conflicting traffic and allowing the emergency vehicle right of way, to reduce response times and enhance traffic safety. Cost Impact: This code change proposal could add an additional $2,500.00 up to $10,000.00 to the cost of construction dependent on the type of preemptive control equipment required. Public Hearing: Commission: AS AM D CODE CHANGE PROPOSAL Code: __IFC__ – 2012 507.1 Proponent: Georgetown Fire Department, City of Georgetown Revise as follows: 507.1 Required water supply. WHERE PROPERTY IS SUBDIVIDED WITH OR WITHOUT THE CREATION OF PUBLIC OR PRIVATE STREETS FOR THE EXPRESSED PURPOSE OF PROVIDING SAID SUBDIVIDED PARCELS FOR SALE OR OTHERWISE PERMITTING SEPARATE AND/OR INDIVIDUAL DEVELOPMENT TO OCCUR, AN APPROVED WATER SUPPLY CAPABLE OF SUPPLYING THE PROJECTED FIRE FLOW FOR FIRE PROTECTION SHALL BE PROVIDED AND EXTENDED TO SERVE DIRECTLY ANY AND ALL SUBDIVIDED PROPERTIES. THE PROJECTED FIRE FLOW WILL BE BASED ON THE GREATEST POTENTIAL DEMAND POSED BY ANY TYPE OF OCCUPANCY ALLOWED BY ZONING LAWS ON THE PROJECTED PROPERTY. EXCEPTION: ADDITIONS TO EXISTING AND NEWLY CONSTRUCTED ONE- AND TWO-FAMILY HOMES LOCATED IN AREAS HAVING SUBSTANDARD WATER SUPPLIES, WHERE THE DEVELOPMENT OF FULL FIRE-FLOW IS IMPRACTICAL, SHALL COMPLY WITH THE PROVISIONS OF APPENDIX B SECTION B103 WITH THE APPROVAL OF THE FIRE CODE OFFICIAL. Reason: The reason for this code change proposal is to assure that adequate fire protection water be provided to premises upon which new buildings are constructed or onto which a building is moved, from either outside of the jurisdiction or another location within the jurisdiction. Cost Impact: The code change proposal could add an increase to the cost of construction based on the potential demand posed by the type of occupancy allowed by the UDC. Fire flow requirements for buildings or portions of buildings and facilities shall be determined by an approved method AND IN ACCORDANCE WITH APPENDIX B. Reason: The reason for this code change proposal is APPENDIX B provides a tool for jurisdictions to establish a policy for fire-flow requirements. The determination of required fire flow is not an exact science, but having some level of information provides a consistent way of choosing the appropriate fire flow for buildings throughout a jurisdiction. Cost Impact: This code change proposal will not increase the cost of construction. Public Hearing: Commission: AS AM D CODE CHANGE PROPOSAL Code: __IFC__ – 2012 507.5 Proponent: Georgetown Fire Department, City of Georgetown Revise as follows: 507.5 Fire hydrant systems. Fire hydrant systems shall comply with Sections 507.5.1 through 507.5.6 8 AND APPENDIX C. Reason: Fire hydrants are one of the primary ways to access water for fighting fires. The location and spacing of hydrants is important to the success of fire-fighting operations. The difficulty with determining the spacing of fire hydrants is that every situation is unique and has unique challenges. Finding one methodology for determining hydrant spacing is difficult. This particular appendix gives on methodology fire departments can work with to set a policy for new building and facilities. Cost Impact: The code change proposal will not increase the cost of construction. ALL FIRE HYDRANTS SHALL BE IDENTIFIED BY THE INSTALLATION OF APPROVED BLUE REFLECTIVE PAVEMENT MARKERS. Reason: Fire hydrants are one of the primary ways to access water for fighting fires. Plants and shrubs on public or private property are probably the most common object that can make fire hydrants virtually invisible to responding fire apparatus engineers. Placement of reflective pavement markers would allow for quick recognition of fire hydrant locations during nighttime conditions. Cost Impact: The code change proposal would increase the cost of construction due to the cost associated with the reflective pavement markers. Reflective pavement markers vary in price from $2.00 - $3.00 per reflector. THE AUTOMATIC SPRINKLER SYSTEM RISER SHALL BE INSTALLED WITHIN A BUILDING. AN EXTERIOR DOOR LEADING DIRECTLY INTO THE ROOM CONTAINING THE FIRE SPRINKLER RISER AND SHUT OFF CONTROLS SHALL BE PROVIDED. Reason: The reason for this code change proposal is to allow the emergency responders immediate access into the room containing the fire sprinkler riser and shutoff controls during emergency operations, improving safety and reducing property loss. Cost Impact: This code change proposal could add an additional $500.00 - $1,000.00 for an exterior door. Public Hearing: Commission: AS AM D CODE CHANGE PROPOSAL Code: __IFC__ – 2012 903.2.1.1 Proponent: Georgetown Fire Department, City of Georgetown Revise as follows: 903.2.1.1 Group A-1. An automatic sprinkler system shall be provided for Group A-1 occupancies where one of the following conditions exists: 1. The fire area exceeds 12,000 square feet(1115 m2 ). 5,000 SQUARE FEET (464.52 m2). 2. The fire area has an occupant load of 300 or more. 3. The fire area is located on a floor other than a level of exit discharge serving such occupancies. 4. The fire area contains a multitheater complex. Reason: The reason for this code change proposal is Group A-1 occupancies are identified as assembly occupancies with fixed seating, such as theaters. In addition to the high occupant load associated with these types of facilities, egress is further complicated by the possibility of low lighting levels customary during performances. The fuel load in these buildings is usually of a type and quantity that would support fairly rapid fire development and sustained duration. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property. Cost Impact: The estimated cost for most new commercial sprinkler installations can vary in the range of $2.00 - $4.00 per square foot. Public Hearing: Commission: AS AM D CODE CHANGE PROPOSAL Code: __IFC__ – 2012 903.2.1.3 Proponent: Georgetown Fire Department, City of Georgetown Revise as follows: 903.2.1.3 Group A-3. The fire area exceeds 12,000 square feet (1115 m2). 5,000 SQUARE FEET (464.52 m2). 2. The fire area has an occupant load of 300 or more. 3. The fire area is located on a floor other than a level of exit discharge serving such occupancies. Reason: The reason for this code change proposal is Group A-3 occupancies are assembly occupancies intended for worship, recreation or amusement and other assembly uses. A-3 occupancies could potentially have a high occupant load and as with most assembly occupancies, however, most of the occupants are typically not completely familiar with their surroundings. The fuel load in these buildings is usually of a type and quantity that would support fairly rapid fire development and sustained duration. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property loss. The fire area exceeds 12,000 square feet (1115 m2). 5,000 SQUARE FEET (464.52 m2). 2. The fire area has an occupant load of 300 or more. 3. The fire area is located on a floor other than a level of exit discharge serving such occupancies. Reason: The reason for this code change proposal is Group A-4 occupancies are assembly uses intended for viewing of indoor sporting events and activities such as arenas, skating rinks and swimming pools. The occupant density may be high depending on the extent and style of seating, such as bleachers or fixed seats, and the potential for standing-room viewing. As with most assembly occupancies, however, most of the occupants are typically not completely familiar with their surroundings. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property loss. Throughout every portion of educational buildings below the lowest level of exit discharge serving that portion of the building. Exception: An automatic sprinkler system is not required in any area below the lowest level of exit discharge serving that area where every classroom throughout the building has at least one exterior door at ground level. Reason: The reason for this code change proposal is Group E occupancies serve students through the 12th grade and day care centers serving children older than 2 1/2 years of age. Children 2 1/2 years of age or younger are not typically capable of independently responding to an emergency and must be led or carried to safety. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property loss. A Group F-1 fire area exceeds 12,000 square feet (1115 m2). 5,000 SQUARE FEET (464.52 m2). 2. A Group F-1 fire area is located more than three stories above grade plane. ON ANY FLOOR. 3. The combined area of all Group F-1 fire areas on all floors, including any mezzanines, exceeds 24,000 square feet (2230 m2). 10,000 SQUARE FEET (929.03 m2). 4. A Group F-1 occupancy used for the manufacture of upholstered furniture or mattresses exceeds 2,500 square feet (232 m2). Reason: The reason for this code change proposal is Group F-1 occupancies are occupied for the purpose of the fabrication, finishing, manufacturing, packaging, assembly or processing of materials that are combustible or that use combustible products in the production process. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property loss. A Group M fire area is located more than three stories above grade plane. ABOVE OR BELOW GRADE. 3. The combined area of all Group M fire areas on all floors, including any mezzanines, exceeds 24,000 square feet (2230 m2). 20,000 SQUARE FEET (1858.1 m2). 4. A Group M occupancy used for the display and sale of upholstered furniture or mattresses exceeds 5,000 square feet (464 m2). Reason: The reason for this code change proposal is Group M occupancies are provided with an increased area for display of upholstered furniture and mattresses that have the potential for rapid growing and heat-release-fires. The hazard is increased substantially when there are numerous upholstered furniture items or mattresses on display. Such fires put the occupants and the first responders at risk. This code change proposal would create uniform local amendments with the surrounding jurisdictions, improve safety and reduce property loss. Reason: The reason for the code change proposal is single- and multiple-station smoke alarms have evolved as one of the most important fire safety features in the residential and similar occupancies having sleeping occupants. The value of early fire warning in these occupancies has been repeatedly demonstrated in fires involving both successful and unsuccessful smoke alarm performance. Studies have shown both ionization and photoelectric smoke alarms to activate proficiently during a flaming fire, whereas the photoelectric smoke alarm has been proven to activate quicker to a smoldering fire. This code change proposal would increase safety and reduce property loss. Cost Impact: This code change proposal may increase the cost of construction by 0 to 10 dollars per smoke detector depending on the unit that is chosen. Public Hearing: Commission: AS AM D CODE CHANGE PROPOSAL Code: __IFC__ – 2012 912.7 (NEW) Proponent: Georgetown Fire Department, City of Georgetown Add new subsection and text as follows: ALL FIRE DEPARTMENT CONECTIONS (FDC) SHALL BE MARKED AS APPROVED BY THE FIRE CODE OFFICIAL. MARKERS SHALL BE PARALLEL TO THE FDC HAVING THE REFLECTIVE ENDS OF THE STREET MARKERS FACING THE DIRECTION OF TRAFFIC. Reason: Fire department connections (FDC's) must be readily visible and easily accessed. Plants and shrubs on public or private property are probably the most common object that can make FDC's virtually invisible to responding fire apparatus engineers. Placement of reflective pavement markers would allow for quick recognition of FDC locations during nighttime conditions. Cost Impact: The code change proposal would increase the cost of construction due to the cost associated with the reflective pavement markers.
