A Call to Order
Building Standards Commission may, at any time, recess the Regular Session to convene an Executive
Session at the request of the Chair, a Board Member, The City Manager, Assistant City Manager, General
Manager of Utilities, City Council Member, or legal counsel for any purpose authorized by the Open

curve as determined by flow test information

Notice is hereby given that the City of Georgetown Building Standards Commission will hold a
Workshop at 8:00 a.m., Friday, the 11th of April, 2014, at the Georgetown City Council
Chambers, located at 101 E 7th, Georgetown, Texas to consider the following:

Morris Greenberg called meeting to order at 8:00 am
B. Presentation and discussion of the Building Standards Commission general purpose and
procedures – Bridget Chapman, City Attorney
Chapman discussed 2.64.010 ordinance governing the building standards
committee.
Chapman discussed by-laws and revisions, board is the final decider on an
appeal, the case does not go to City Council. Always require the majority (3) to
carry a measure. Ford clarified that only 3 have to be present to pass
recommendation. Chapman confirmed
Section 4.7 will also require a 3 member unanimous decision
Motion by Ford, seconded by Wahrenbrock to direct Chapman to revise by-
laws to reflect to allow 3 members to be present to pass recommendation -
Approved 5-0
C. Presentation, discussion and possible direction concerning the Building Standards Commission
process for review and recommendation of 2012 Codes – Bridget Chapman, City Attorney; Dave
Hall, Chief Building Official; John Sullivan, Fire Chief
Chapman discussed public process & procedures, what Board’s role is in the
approval of this process. Public participation and how someone would speak on

an agenda item. Ford asked if they will be allowed more time to review
comments from public if needed, Chapman confirmed they will be able to carry
the item to the next regular meeting until they can approve code. Ford requested
language to specify a projected date certain.
Each commission vote will be carried by a reason, so Council will be able to
approve. Chapman discussed how to state a reason and how that will need to be
stated on the record.
Hall discussed how to create a code change and code change proposal form.
Wahrenbrock and Dees wanted the health and safety aspect added to each code
in addition to the financial impact added on the PUBLIC form. Sullivan stated
approving most current codes will improve insurance rating. Ford wanted to be
able to justify increase in cost by saying it’s safer and will improve the insurance
rating. Motion by Dees, seconded by Ford to direct Staff to amend process and
procedures and Public form as discussed - Approve 5-0
D. Presentation and discussion concerning the 2012 Commercial Codes, including Significant
Changes and Local Amendments – Dave Hall, Chief Building Official; John Sullivan, Fire Chief
Hall discussed significant changes and the cost impact – Ford requested a code
book for all board members. Chapman stated the city will provide those for the
board. Sullivan suggested speaking with IT about getting the network version,
staff will get that done. Sullivan stated that it’s his opinion that 2012 is a base line
and there will be trickle effects if we don’t adopt current codes. He encouraged
the board to understand staff is working in the city’s best interest.

The Board reviewed the proposed meeting schedule and times
F. Consideration and possible direction concerning public notice of future meetings – Dave Hall,

Hall discussed all the notifications we have done, postcards, website, ads in local
paper, emails, etc. Board felt like these were adequate and requested we
continue to post on front page of website, contact local builders, but want us to
add realtors, social media (Facebook, Twitter) for the city, and Chamber of
Commerce calendar. Board requested to add to sign in sheet how they heard
about the meetings.

Hall discussed the regular meeting schedule, Ford questioned if we
are scheduling too early for interested parties to attend meetings.
Ford recommended a motion to update the meetings to start at 6pm,
Chief Sullivan suggested our target audience works in the office and

can attend meetings anytime during the day. Greenberg
recommended not changing the meeting time. Wahrenbrock said
starting at 6:00 would be consistent with other city boards.
Motion by Ford, seconded by Wahrenbrock to change meeting
time to 6 - Approved 3-2 (Greenberg and Galloway opposed)
Further discussion: Ford wanted to make sure the meeting time
could be changed later if attendance isn’t up, Chapman says it can
be changed at any time. Motion carries
F. Consideration and possible recommendation of modifications to the Bylaws of the
Building Standards Commission– Bridget Chapman, City Attorney
Chapman discussed previously requested revisions to section 4.4
Quorum and section 4.7 voting changes.
Motion by Dees, seconded by Ford to approve revisions of Bylaws
- Approved 5-0
G. Presentation and discussion to approve appendices C, E, F, I, J, and K of the 2012
International Building Code for the recommended code adoption – Dave Hall, Chief
Building Official
Hall stated appendices are not automatically adopted with the code unless
specifically referenced in the adopting ordinance, they are considered
supplements.
Hall reviews each appendices. Greenberg asked if they comply with
ADA, Hall confirmed they all meet minimum ADA standards. Hall stated
that any Geotechnical report would take precedent over Appendices J
Motion by Ford, seconded by Dees to approve appendices with the
understanding that Hall will investigate the intent of appendices J item
103.2 - Approved 5-0
H. Consideration and possible action to approve the Public Hearing Procedures and
Process for review and consideration of the 2012 International Codes and Local
Amendments - Bridget Chapman, City Attorney
Chapman discussed previously requested changes to the Public Hearing
Procedures and Process
Ford asked if there was a limit on postponing an item for good cause.
Chapman stated it would take a majority vote to postpone and good cause
to carry to next meeting. Motion by Ford, seconded by Wahrenbrock
to approve revised Public Hearing Procedures and Process –

required in flood hazard areas as established by Section 1612.3 unless a determination has been made

1. A showing of good and sufficient cause that the unique characteristics of the size, configuration or
topography of the site render the elevation standards
of Section 1612 inappropriate.
2. A determination that failure to grant the variance would result in exceptional hardship by rendering
the lot undevelopable.
3. A determination that the granting of a variance will not result in increased flood heights, additional
threats to public safety, extraordinary public expense, cause fraud on or victimization of the public,
or conflict with existing laws or ordinances.
4. A determination that the variance is the minimum necessary to afford relief, considering the flood
hazard.
5. Submission to the applicant of written notice specifying the difference between the design flood
elevation and the elevation to which the building is to be built, stating that the cost of flood insurance will
be commensurate with the increased risk resulting from the reduced floor elevation, and stating that
construction below the design flood elevation increases risks to life and property.
Refer to Title 15, Chapter 15.44, and entitled Flood Damage Prevention of the City of Georgetown
Code of Ordinances.
Reason: The City of Georgetown has a Flood Damage Prevention Ordinance and governs the
requirements for a variance. To avoid any potential conflicts between the two ordinances this section

[A] 105.2 Work exempt from permit. Exemptions from permit requirements of this code shall not be
deemed to grant authorization for any work to be done in any manner in violation of the provisions of this
code or any other laws or ordinances of this jurisdiction. Permits shall not be required for the following:
Building:
1. One-story detached accessory structures used as tool and storage sheds, playhouses and similar
uses, provided the floor area is not greater than 120 square feet (11 m2).
2. Fences not over 7 feet (2134 mm) high.
3. 1. Oil derricks.
4. 2. Retaining walls that are not over 4 feet (1219 mm) in height measured from the bottom of the
footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or IIIA liquids.
5. 3. Water tanks supported directly on grade if the capacity is not greater than 5,000 gallons (18 925L)
and the ratio of height to diameter or width is not greater than 2:1.
6. Sidewalks and driveways not more than 30 inches (762 mm) above adjacent grade, and not over any
basement or story below and are not part of an accessible route.
7. 4. Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
8. 5. Temporary motion picture, television and theater stage sets and scenery.
9.Prefabricated swimming pools accessory to a Group R-3 occupancy that are less than 24 inches (610
mm) deep, are not greater than 5,000 gallons (18 925 L) and are installed entirely above ground.
10. 6.Shade cloth structures constructed for nursery or agricultural purposes, not including service
sys tems.
11. 7.Swings and other playground equipment accessory to detached one- and two-family dwellings.
12. 8.Window awnings in Group R-3 and U occupancies, supported by an exterior wall that does not
project more than 54 inches (1372 mm) from the exterior wall and do not require additional support.
13. 9.Non-fixed and movable fixtures, cases, racks, counters and partitions not over 5 feet 9 inches
(1753mm) in height.
Reason: The City of Georgetown has a Unified Development Code which would regulate the location of
detached accessory structures, fences, oil derrick locations and sidewalks. Therefore, a building permit
would be required to verify compliance within the development code for these types of structures.

1612.3 Establishment of flood hazard areas. To establish flood hazard areas, the applicable governing
authority shall adopt a flood hazard map and supporting data. The flood hazard map shall include, at a
minimum, areas of special flood hazard as identified by the Federal Emergency Management Agency in
an engineering report entitled “The Flood Insurance Study for [INSERT NAME OF JURISDICTION],”
“City of Georgetown, Texas”, dated [INSERT DATE OF ISSUANCE], “September 28, 2008”, as
amended or revised with the accompanying Flood Insurance Rate Map (FIRM) and Flood Boundary and
Floodway Map (FBFM) and related supporting data along with any revisions thereto. The adopted flood
hazard map and supporting data are hereby adopted by reference and declared to be part of this section.
Refer to Title 15, Chapter 15.44, and entitled Flood Damage Prevention of the City of Georgetown
Code of Ordinances.
Reason: By inserting the jurisdiction name and the date of the flood hazard boundary study as accepted
by the local jurisdiction, this is a provision confirming that the City of Georgetown has had FEMA study
performed, with an accompanying Flood Damage Prevention Ordinance. The local jurisdiction FEMA
FIRM or Flood Insurance Rate Map and ordinance shall be the governing requirements. This section is a

Reason: The reason for the code change proposal is single- and multiple-station smoke alarms have
evolved as one of the most important fire safety features in the residential and similar occupancies having
sleeping occupants. The value of early fire warning in these occupancies has been repeatedly
demonstrated in fires involving both successful and unsuccessful smoke alarm performance. Studies
have shown both ionization and photoelectric smoke alarms to activate proficiently during a flaming fire,
whereas the photoelectric smoke alarm has been proven to activate quicker to a smoldering fire. This
code change proposal would increase safety and reduce property loss.
Cost Impact: The code change proposal may increase the cost of construction by 0 to 10 dollars per smoke
detector depending on the unit that is chosen.

fire departments can work with to set a policy for new building and facilities.

invisible to responding fire apparatus engineers. Placement of reflective pavement markers would allow
for quick recognition of fire hydrant locations during nighttime conditions.
Cost Impact: The code change proposal would increase the cost of construction due to the cost associated
with the reflective pavement markers. Reflective pavement markers vary in price from $2.00 - $3.00 per
reflector.

B105.1 NEW One- and two-family dwellings. The minimum fire-flow and flow duration requirements for
NEW one- and two-family dwellings having a fire-flow calculation area that does not exceed 3,600 square
feet (334.5m2), OR THEIR DETACHED ACCESSORY STRUCTURES GREATER THAN 1,000 SQUARE
FEET (92.9m2), shall be 1,000 gallons per minute (3785.4 L/min) for 1 hour. Fire-flow and flow duration
for dwellings AND DETACHED ACCESSORY STRUCTURES having a fire-flow calculation area in
excess of 3,600 square feet (334.5m2) shall not be less than that specified in Table B105.1.
Exception: A reduction in required fire flow of 50 percent, as approved, is allowed when the building is
provided with an approved automatic sprinkler system.
