Regular Session
(This Regular Session may, at any time, be recessed to convene an Executive Session for any purpose
authorized by the Open Meetings Act, Texas Government Code 551.)
A Call to Order - Building Standards Commission may, at any time, recess the Regular Session to
convene an Executive Session at the request of the Chair, a Board Member, The City Manager,
Assistant City Manager, General Manager of Utilities, City Council Member, or legal counsel for any
purpose authorized by the Open Meetings Act, Texas Government Code Chapter 551, and are subject
to action in the Regular Session that follows.

MINUTES OF PUBLIC MEETING
OF THE BUILDING STANDARDS COMMISSION
CITY OF GEORGETOWN, TEXAS
Notice is hereby given that the City of Georgetown Building Standards Commission will hold its
regular meeting at 6:00 p.m., Thursday, the 17th of July, 2014, at the Georgetown City Council
Chambers, located at 101 E 7th, Georgetown, Texas to consider the following:
Agenda
Building Standards Commission Members Present: David Dees, Kenneth Ford, Raymond
Wahrenbrock, Gerald Galloway
Building Standards Commission Members Absent: Morris Greenberg
Staff Present: Dave Hall, Tonnia Gibbs
Regular Session A Call to Order - Building Standards Commission
Ford called meeting to order at 6:00pm
B Presentation and discussion concerning significant changes to certain sections associated with an
increase or decrease in cost for construction to the 2012 International Residential Code for
Residential Occupancies - Dave Hall, Building Official
Hall discussed Significant Changes.
Jim Cramer (audience member) spoke and had a few questions for the Board
just for clarification on the Fire Protection of Floors and the sprinkler system
requirements. The Board asked Cramer to meet with Hall privately since it
needed to be a discussion between those two.

Motion by Dees, seconded by Galloway – Approved 4-0 (Greenberg absent)
D Consideration and approval of meeting minutes from the BSC meeting held on June 5, 2014
Motion by Dees, seconded by Galloway – Approved 4-0 (Greenberg absent)
E Consideration and approval of meeting minutes from the BSC meeting held on June 19, 2014
Motion by Galloway, seconded by Dees – Approved 4-0 (Greenberg absent)
F Presentation and discussion of the 2012 International Residential scope and effects the code has on
the City of Georgetown – Dave Hall, Building Official
Hall discussed effects the 2012 Code will have on the City of Georgetown
G Presentation and discussion to approve appendices A, B, C,D,E, G, H, J, K, M, N and P of the
2012 International Residential Code for the recommended code adoption – Dave Hall, Chief
Building Official
Gary Harrell (audience member) had questions for the Board about what
adopting the appendices means to the code enforcement and adopting the new
codes.
Motion by Dees, seconded by Wahrenbrock for reasons stated – Approved 4-0
(Greenberg absent)
H Consideration and possible action to recommend approval to the City Council of Georgetown
Texas to adopt by Ordinance the 2012 International Residential Code along with all local proposed
amendments as approved by the Building Standards Commission – Dave Hall, Building Official
Hall discussed local amendments
Motion by Dees, seconded by Galloway to approve for reasons stated with
exception to add the wording (or at the discretion of the Building Official) to
Local Amendment - Code IRC-2012 Chapter 1 – Section 105, R105.1.2
Homestead Exemption Permit that states: No person who has obtained and
currently holds a homestead exemption permit for a certain location shall be
issued an additional homestead exemption permit for a different location unless
authorized and at the discretion of the Building Official.
