The following Members were in attendance: Present were: Robert C Case, Sammy R Jones, Mike Triggs 1. Regular Session 1.A Call to Order Call to Order -- Robert Case; Board Chairman The meeting began at 3:33 PM. 1.6 Introduction of Visitors Introduction of Visitors -- Robert Case; Board Chairman Scott Burnham from NewGen Strategies attended the Electric Board meeting to present. 1.0 Public wishing to address the Board Public wishing to address the Board --Robert Case; Board Chairman None Present. 1.D Approval of minutes Consideration and approval of the August 17th, 2023 minutes -- Krisen Lowry, Board Liaison Moved by Mike Triggs; seconded by Sammy R Jones to Approve. Motion Approved: 3- 0 Voting For: Robert C Case, Sammy R Jones, Mike Triggs Voting Against: None 1.E Large DER Rate Options Discussion regarding NewGen and Large PV options that can be provided. -- Scott Burnham; Partner of NewGen Strategies & Solutions, LLC Scott Burnham presented "Large DER Rate Options" to the board. Discussing pay rate options for the community for DER Energy. Their recommendation is to adopt a buy- all/sell-all with caps. The board agreed with his recommendation. 1.F Electric Monthly Operating Report Discussion regarding the Electric Monthly Operations Report -- Kress Carson; Electric Utility Analyst Daniel Bethapudi opened the discussion of the Electric Monthly Operating Report, Cherie Hernandez presented the Customer Service and Billing Report for FY 23 August and September. Customer statistics of the meters were reviewed and the billing for all meters. Mike Westbrook presented the operations report and discussed the Top 5 Outages and Performance Metrics. Daniel Bethapudi presented the Safety report on behalf of Danny Potter. Discussion of Di -electric testing and equipment coverup was explained to the board as the Lineman's safety focus for the month of August. Leigh presented the Quarterly Financial Report. 2. Executive Session In compliance with the Open Meetings Act, Chapter 551, Texas Government Code, Vernon's Codes, Annotated, the items listed below will be discussed in closed session and are subject to action in the regular session. 2.A Cyber Security Update Sec. 551.089 Deliberation Regarding Security Devices or Security Audits 2.B Competitive Matters Purchased Power Review Sec. 551.086 Competitive Matters Purchased Power Review Adjournment The meeting adjourned at 5:30 PM.
