A RESOLUTION OF THE CIVIL SERVICE COMMISSION
OF THE CITY OF GEORGETOWN, TEXAS, TO AMEND
THE ENTRY-LEVEL JOB CLASSIFICATION FROM
FIREFIGHTER TO PARAMEDIC/FIREFIGHTER
WHEREAS, in April 2015, the Georgetown City Council determined that the
Georgetown Fire Department would be responsible for providing emergency medical care,
effective October 1, 2015;
WHEREAS, the Commission finds that the policy determination of the City Council has
created an exigent circumstance and the Georgetown Fire Department (GFD) must hire qualified
candidates who possess paramedic certification as soon as possible;
WHEREAS, the Commission, in accordance with §143.021, is amending the
classification structure to change the name of the entry-level position in the Georgetown Fire
Department from “Fire Fighter” to “Firefighter/Paramedic” and the hiring standards for the GFD
will reflect that all new Firefighter hires in the Georgetown Fire Department will be certified
Paramedics; and
WHEREAS, after applying the amended hiring standards to the existing list and finding
no one remaining on the existing list who is qualified to be a Paramedic as of October 1, 2015,
the Commission is hereby declaring the entrance list of November 2014 to be exhausted in order
to effectuate the Georgetown City Council’s policy decision;
NOW, THEREFORE, BE IT RESOLVED BY THE CIVIL SERVICE COMMISSION
OF THE CITY OF GEORGETOWN, TEXAS, THAT:
1. The matters set out in the preamble are found to be true and correct.
2. The entrance list for firefighters, dated November 15, 2014, is declared exhausted as of
the effective date of this Resolution to accomplish the goal of emergency medical services for
the City of Georgetown.
3. This Resolution shall be effective October 6, 2015.

JOB DESCRIPTION
Job Title: Firefighter/Paramedic FLSA Category: Non-
exempt

SUMMARY: Responds to fires and other emergencies, provides basic and advanced medical care ; sustains a high level of
preparedness for emergencies, maintains vehicles and equipment for emergency service operations, and other duties. Subject to call
back for emergencies, special training, or other operational and/or administrative reasons. May be working higher -class duties as an
Driver/Engineer. Subject to a 40 or 53 hour work week.
ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of
the following representative duties, knowledge, and skills. This is not a comprehensive listing of all functions and duties
performed by incumbents of this class; employees may be assigned duties which are not listed below; reasonable
accommodations will be made as required. The job description does not constitute an employment agreement and is
subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to,
the following:
• Responds to fires, medical, hazmat, and other alarms.
• Assumes patient care responsibilities in accordance to protocol and policy
• Maintain records and reports for emergency incidents and other delegated assignments
• Conduct training classes and drills for personnel and general public.
• Completion of special projects as assigned.
• Called back to duty for emergency incidents, special training, and other operational and/or administrative reasons.
• Perform related duties such as participation in physical training, drills, and classes.
• Performs all job duties according to all approved safety rules and procedures
• Maintains building, vehicles, grounds and equipment.
• Conduct inspections of businesses and district to ensure compliance with city ordinances pertaining to fire prevention and
nuisance codes.
• Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
High school graduate or its equivalent and at least 18 years old
Must meet minimum qualifications for hire as specified in local civil service rules.
Knowledge of:
• The principles and practices of modern firefighting techniques and equipment.
• Geographical layout of the City of Georgetown and its Extraterritorial Jurisdictions (ETJ), including major street
names and cross street names.
• Understanding of the operation and maintenance of various types of apparatus and equipment used by the Fire
Department.
• Incident Command System and scene accountability.
• Building construction and collapse.
• Different record-keeping preparation, filing methods and records management techniques.
• Understands and uses tactics and strategies for medical intervention, firefighting extrication, hazardous materials
and technical rescue operations.
• Basic and advanced life support performed at the Paramedic level.
• Infection control procedures and other safety related policies and/or practices.

• Different techniques of fire prevention to include inspection methods, fire hazards, and methods of eliminating
hazardous conditions.
• Uses standard business arithmetic including percentages and decimals.
• The principles and practices of fire safety and inspection.
• Assists with the administration of staff and activities either directly or through subordinate supervision.
• Understands applicable state, federal and local laws, rules and regulations.
• Technology applications and/or programs related to the job.
• Knowledge of computer-aided dispatch, E-911 system, and radio communication systems and equipment.
• Methodology for developing and implementing training programs.
• Understanding of Emergency Management operations.
• Proper English including spelling, grammar, punctuation and vocabulary.
• Basic budgetary principles and practices.
• Methods and techniques of research, statistical analysis and report presentation.

**As relief Driver/Engineer completion of the D/E Task Book and knowledge, skills and ability necessary to perform
Driver/Engineer’s responsibilities as described in the job description.

• Reading Operations manuals, safety procedures, MSDS sheets, training manuals, other materials to
• maintain certification.
• Writing: Writes reports and record keeping.
• Math: Accurately record drug calculations, timesheets, friction loss, and water flows.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class B exempt Texas driver’s license
Basic fire fighter certification from Texas Commission on Fire Protection Personnel Standards and Education,
Paramedic certification from Texas Department of State Health Services.

computer work at desk; to perform maintenance on equipment.
LIFTING/CARRYING
Protective gear - 23 lbs.; self-contained breathing apparatuses - 24 lbs.; ladders up to 24 foot
long - 64 lbs.; fan - 45 lbs.; fire extinguisher - 45 lbs.; jaws and power unit – 60 lbs. each;
stretcher weight - 55 lbs., plus the weight of a >165lbs victim.
PUSHING/PULLING Pushing/pulling patient in stoke basket, chair stair, stretcher or other related methods; Red line - 20 lbs. of exertion; hose - 45 to over 50 lbs. of exertion; pull discharge valve - over 50 lbs. of exertion; close discharge valve - over 50 lbs. of exertion; close valve - 55 lbs. of exertion; push and pull charged hose - over 50 lbs. of exertion; for CPR – 35 lbs. of force; to remove and replace equipment stored in compartments on sites of fire trucks; to sweep and mop as part of building maintenance.

ceiling hook to pull ceiling and to wash apparatus.
HANDLING
To connect hoses; use ladders; use small tools; open and close valves; handle patients.

Patient care procedures such as I/V catheter insertion, basic and advanced airway procedures,
critical care procedures; use chemical monitors; fill out reports; tie ropes and knots;
administer drugs to patients; computer skills.
BENDING
To fold, couple and uncouple fire hoses; move equipment and tools; administer medical
treatment.
CROUCHING/CRAWLING
In search and rescue operations; to use fire stream to place water in structure; to operate fan;
in victim extrication; to fight fires in smoke; to perform vehicle and equipment maintenance;
moving through areas of confined space.
CLIMBING
On ladders, stairs or fire vehicle to obtain equipment and reach fires.
BALANCING
To walk on rafters, attics, ladders, use hose stream; climb on fire apparatus.
TWISTING
To operate hose streams; put on self-contained breathing apparatus while on fire truck;
communicate on vehicle in response to fire; firefighting on a ladder; to pull equipment from
compartments on truck; administering patient care.
KNEELING
For CPR; to use heavy fire streams; to perform vehicle extrications to perform vehicle and
equipment maintenance
VISION
Critical to operate equipment; during rescue operations; and for overall safety.
HEARING/TALKING
Communicate during medical, rescue and firefighting operations; communicate on the radio
and in person with the general public.
FOOT CONTROLS
To drive, push gas and brake pedal - 30 lbs. of exertion; to operate stretcher - 20 lbs. of

Firefighting and rescue operations may involve long periods of great physical demand.

janitorial supplies, aerial device, chainsaws, smoke ejectors, generators, fire pumps, nozzles, axes, pike poles, ladders, ropes, hydraulic
tools, pneumatic tools various detectors, fire hose, lawn maintenance equipment, computers, other specialized firefighting equipment
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS:
Exposed to extreme heat in burning structures; work outside in all types of inclement weather and high humidity. Exposure to
chemicals, exhaust fumes, smoke, burning buildings, power lines, buildings with unsafe structural integrity, noise from truck engines,
hydrulic tool, saws, sirens and air horns; vibrations when riding on trucks, operating power saws and hydraulic tool; work in wet, icy
and/or muddy areas sometimes on slippery surfaces such as roof tops or ladders; possible exposure to infectious agents. Operations
underwater or in swift water.
