Approval of the Downtown Parking Garage Stakeholder Steering Committee Meeting minutes from the January 8, 2020 meeting – Danella Elliott – Committee Liaison Motion to approve minutes by Larry Olsen; second by Chris Damon. Approved 7-0. B. Update from February 13, 2020 Council Workshop – David Morgan, City Manager and Laurie Brewer, Assistant City Manager Laurie gave a synopsis of the presentation that David gave at the February 11, 2020 Council Workshop. She noted that we have had a lot of public input and discussion and there is a general consensus that 1) we do need improved parking downtown; 2) parking structures should be considered; 3) we definitely need a more robust public input process, and 4) we need to study other sites for potential parking solutions. The recommendation was to 1) pause on the 6th and Main location but get to a full conceptual review, including renderings (considering that if the treatment of the facades would be good at one location, it is likely that it would be supported at other locations in downtown) and to 2) change the scope of the existing consultant (WGI) to expand the study and Page 3 of 85 review other sites, taking into account current demands. A lot has happened since 2015 and with all of the new development, current demands, etc. 3) we need to utilize a public stakeholder process to establish criteria for review, i.e. What does success look like? What are the success factors? We just need to come up with criteria that the majority can all agree on and would feel comfortable presenting this recommendation to Council. Staff suggestions for potential criteria that were relevant are: 1) fiscally responsible, 2) consistent with the Downtown Master Plan for criteria in a location that meets the demand. The plan is to return on March 12th to Council to revise the scope. Chris asked if the committee’s mission/scope has changed and Laurie said that the Council would still like to see the concepts that this committee is developing. If we can get the committee to a point where they feel good about the conceptual designs, then we would just pause. This work that the committee has done has been helpful. At least 4 members of Council said that the work has been helpful; they want that work to continue. Chris asked if the mission/scope of this committee is to come up with the best possible solution for this location and something that this committee would be comfortable recommending to Council in terms of the design contract. Larry said that he feels we are very close conceptually, and Laurie said that the timing is right. We have the $348K contract to go through full design, including rough construction, and we don’t want to go too far down the road if it is decided that 6th and Main is not the right spot, then we have not wasted our efforts to date. Eric said it was not hourly contract, but it could be put on pause. Michael said that he heard that the idea of whatever the recommendations from the committee are, then it could be repurposed somewhere else. If we come up with a design proposal that everyone felt could be this committee’s recommendation, then that is where they would pause. Laurie noted that it would be site specific and may change slightly if another location was chosen. Larry said if the site changes, residential or more commercial/retail, etc could be incorporated. He asked about the need to engage business owners and neighborhoods in the city, and asked if this committee could be redirected to be stakeholders in that to come up with options, opportunities and differences, and to come up with a different location, etc. Laurie said that this direction from Council just came earlier this week, and we are still figuring out the next steps. She noted that we do need to engage all stakeholders, but that this committee has been a very engaged stakeholder group. Chris said that he felt it was important to address the “elephant in the room” and important to discuss it. When he was approached to be a member of this committee, he was asked to bring his best intentions and good faith to a collaborative process; knowing that “magic can happen” when different people with different ideas and philosophies get together to co-create and hopefully come up with something great. It has been his experience that when a so-called “dream team” gets together, true magic can occur and he had hoped this would be the case for creating something in the place that everyone loves – our downtown. He acknowledged that everyone expresses their affection and love for our downtown in different ways. He would love to have an infrastructure solution for our town, as we need it desperately. He was asked, and it was given in a straightforward way, to make this location work (at 6th and Main), even though it is a complicated location. He feels betrayed and believes that some committee members have taken the work of this committee to work against it and have used staff resources and material collected as their personal opposition research for scuttling the project. The presentation from some members that was given to Council was full of distortions and outrages, and quite frankly, he was appalled. The perception was that this committee had come up with these conclusions, and that was completely false. He feels Larry and Scott have gone rogue and this type of behavior will not work when we are working in opposition to each other. He feels it is inappropriate when everyone agreed to do this collaboratively, with the right to disagree, but emphasized that we can’t sabotage our own efforts…it doesn’t work. He asked that if they were going to remain on the committee, then to please do it in good faith, but he is concerned that things have been said and done to scuttle the project and stab everyone in the back when they are not looking. Chris feels it is unethical, immoral and absolutely not right. He holds them to a higher standard and again said, it will not work and will tear the community apart. He said that talking points from this committee show up on Facebook and other remarkable similarities on points made turn up on social media, friends get Page 4 of 85 hate mail and threats for voicing their opinion about wanting a place for their customers to park, and said that this is not right and not the place for it. He asked them to please be activists on their own time, but do not take the work from this committee to be the basis to self-sabotage the work that has been done. He asked that Larry and Scott “please cease that activity” because it is of utmost importance to be neighborly. Larry said he would speak to the concerns from Chris, since his name was mentioned. He said he has worked hard on a design that could get through HARC and has been up front with it and very direct on his feelings and feels that the current conceptual design is much more acceptable. He never looked at this committee to be the one to decide if this location was the right location and has separated his thoughts between what he is doing here (on the committee) and giving his input on the design aspects of it, which he thinks he’s done pretty actively and believes it has gone in the right direction. He does have other thoughts on the broader issue. 3 weeks ago the neighborhood was very excited, and Tuesday the neighborhood became a lot different. He has worked to get them to understand the process and how it went, the steps and opinions stated to get them to be more positive, and he thinks it occurred. His work and comments on this committee are not proprietary and he already knew the information prior to the committee agenda postings. His work is to advocate for a parking garage for a design that could ultimately fit on that site and he feels he has done that. Some people have disagreed, but that is where his focus has been and where his focus continues to be and apologized if his intentions were misunderstood, but that is where his focus was on this committee. That has been his approach at this table. Scott said he has been very open during every meeting and after his discussion with Councilmember John Hesser. The discussion they had (and mentioned July or August minutes) was very clear that location was part of the mission, noting that this location would certainly drive the design aspects, including the external appearance, as well as internal design and location. He was told that Council had not decided on the location, or he would not have accepted to participate on this committee. He was happy to participate, knowing that there would be a thoughtful exchange based on data, not emotion, of what needs to happen to make downtown prosperous for everyone, which has been his motivation in everything he has talked about. During Council workshop, has presented public information and he has made his intention very clear every time he has presented. He has always said it is “his opinion” and always based it on the data. Everything we have talked about has been public, as these are open meetings. He has always come with his best intentions and attended every meeting, because he believes very firmly in this. He wants to make sure we have the best solution for the city of Georgetown. He understands where Chris is coming from, as a business owner with a huge stake in the downtown and knows that wants it to be prosperous. Nobody wants the square situation to be a repeat of the 80’s. Michael said the answer to Chris’ question, (which was on the list in May or June) from Council is that is that this committee’s mission was not/is not up to this committee; it is not our mission to decide on location. Unfortunately for Scott, it was after John Hesser left the Council. Michael said it has come up in these meetings ever since and it has been a challenge in that regard…that we asked, we were told “no” and it still comes up. Michael said that he has a PDF of the Options #7 and #8 design options on his phone, and has been asked numerous times why we are not sharing these with the public or Council. He is a little frustrated that Council has not seen these. He feels that we have made great progress on the design, and after the last meeting, everyone agreed that the choices agreed upon were Options #7 and #8. On each agenda, the last item is always public outreach, and to help with the Chris’ concerns, he feels that these options definitely need to get out there so that everyone can see what the committee has come up with and tell them what is going on, as he feels we have made great strides and have good options and should at least be proud of that and go from there. It is important to show where we started and the progress to what we have come up with now. Page 5 of 85 Chris said he is very committed to doing his best work in service towards meaningful parking infrastructure for downtown Georgetown. But if the point is to scuttle infrastructure, to eliminate the possibility of it and sour public opinion on it, then he feels we have a big problem. Chris clarified that he is just letting everyone know how he feels, and right now, he has a trust issue with what Larry and Scott’s agenda is, and it is worrisome that there is a secret agenda to sabotage infrastructure downtown rather than to provide solutions for one. He thanked everyone for letting him publicly voice his opinion and reiterated that he is willing to work with everyone to work together and come up with the best possible product for downtown and if we can all agree that this is our motivation, then we can do magic. Larry said that he is not trying to sabotage anything and he has been at every meeting to focus on the design aspect, including pricing, as that is an integral part of any project he has ever done. He believes that we are at a really good point to focus on some really good designs and to finalize some good conceptual aspects of the project. He feels he has been an integral part of this process and he said today, as he did at Council workshop, he strongly supports a vibrant, profitable and diverse downtown and feels he has been upfront with everyone he has talked to. It is good for the downtown and his neighborhood. At every meeting, he has focused solely on the design, trying to make it something that could pass HARC. C. Review of revised exterior designs for the North, East & South elevations based on the committee’s design discussions at the January 8, 2020 meeting – Eric Johnson, Facilities Director and Fabio Serrato, WGI Representative via Zoom Meeting D. Review cost estimates for the design option with 3 levels of parking above grade and 1 parking level below grade as presented at the January 8, 2020 meeting - Eric Johnson, Facilities Director and Fabio Serrato, WGI Representative via Zoom Meeting E. Review cost estimates for the revised Main St elevation (both 4 level and 3 levels above grade) as reviewed with the Committee at the January 8, 2020 meeting - Eric Johnson, Facilities Director and Fabio Serrato, WGI Representative via Zoom Meeting F. Review cost estimates for the revised elevations to be reviewed at the February 13, 2020 meeting for the North, East & South elevations – Eric Johnson, Facilities Director and Fabio Serrato, WGI Representative via Zoom Meeting Eric thanked Fabio for being available via Zoom and explained that the following discussion would not flow as Items C, D, E and F, but that during discussion, etc, everything should be addressed, but if not, to let him know and we would address any concerns. Fabio showed conceptual designs of Options #7 and #8 and he reminded everyone that they are not final at all. They have incorporated feedback and made revisions as requested. He reminded the committee that they are proposing to do the façade in brick precast (split face block, thin brick) panels. Eric showed the samples. Eric contacted Gate Precast out of Hillsboro, and they came down and brought samples of the thin brick, which is about ¾” brick, but noted that these are not the colors they are suggesting. He said that the proposal is to have a split faced block on the side that faces 7th street (south side) to save money because it is significantly less expensive than full face. Larry said that he had been involved in doing projects for years, and although the finish is nice, especially close to it, but when you see it from 50-100 feet away, it just looks like a concrete block wall. You miss the texture and all you see is the grout lines of a concrete block. Eric said that aesthetics could be achieved when you mix in different colors and textures, speckles, etc. Eric showed another example and mentioned again about the cost savings vs. a full face brick. It can be staggered, stacked or running bond, and it all depends on what is chosen. Fabio showed the ornamental patterns as illustrations, and explained that there are many options that could even be Page 6 of 85 used as branding for downtown Georgetown. The idea would be to have some type of offset between the brick façade and metal panels. Option #7 is with all 4 levels above grade. The very top of the structure 43’9”, which is staying below the 44’ limitations, with a partial basement level, not fully underground, but a little below grade area. Larry mentioned that the limitation is 40’, with the option of the Planning Director to add another 10%, based on special conditions. He asked Sofia if those conditions have already been met, and if she had already made a ruling before it even gets to that point. He again said that the UDC code says 40’ in this area, and he wanted everyone to understand that. Shawn asked if there was a way to conceivably modify Option #7 to get to the 40’ ruling. Fabio said that they could and the idea here is to have a cover over the stairs and over the elevator tower at the SW corner, so we could not go much lower than that. The NW corner could be modified, but the caveat that would lose the cover over the stairs. Chris noted that UDC code gives 10% either way and doesn’t understand why there is concern for that, as it is in-bounds of the 10% leeway rule. Larry said the UDC states that the height cannot exceed 40’ and Chris added, with a 10% variance. Larry said “for special conditions” and that is exactly the problem he has…it is not supposed to be automatic in the UDC. Sofia clarified and said that she wants to make it perfectly clear that it is not automatic. It goes under special review of the contents and the criteria that outlines the exceptions, and then the determination is made. She added that just because it has been done in other projects, she made it perfectly clear that it was not an automatic situation, there is absolutely a vetting process. Shawn asked if the panels were affixed to the wall or floating from the wall. Fabio replied that the idea is to have it attached to the concrete, creating the illusion of offset. The thickness of brick panels would be 8-9”, and the metal panels would be less than that. Mickie reminded everyone that the original buildings on the square were Mesker Brothers buildings, which means that they had the ornamental patterns ordered out of the Mesker Brothers catalogs to put those buildings together, so inclusions of these would be very appropriate for the history of our buildings. Michael asked for a summary between the differences of what we saw last time and this time. It is about the same, with adding the north elevation: • Option #7 – 4 levels above grade • Option #8 – 3 levels above grade; 1 level below grade • The general aesthetic is the same for both, but less of it for #8. Larry said that Option #8 is something he could live with because the height and massing fits well within that neighborhood and the top goes right to the top of the new second story for the old Council Chambers. 4 levels above grade is just too much; it is the same massing that Eric Visser proposed twice and got defeated at HARC and at City Council. If we really want to try to get it passed through HARC, he feels it has to be 3 levels above grade and 1 level below grade. Mickie reminded everyone that Larry’s statement is not the consensus of the entire committee. While everyone may prefer that, others recognize that it may need to be 4 levels above grade due to other constraints, and it is possible through HARC to be that size. Chris is not afraid of having full size buildings in this area. In most of history, there has been a tall building in that location and only in recent years have they been torn down and become short buildings. This is a historical precedent, and it seems disingenuous that massing and scale are inappropriate because in the past, taller buildings were there originally. Michael said that the missing piece of information is the cost, and the cost of both should be presented, and the general public feedback will play a factor in the final decision. Fabio showed the 6th street side (north elevation). He showed the two elevations and explained that the treatment would be very similar to the west elevation with the brick panels and ornamental panels. Scott asked about pedestrian access on the east side of the garage and Fabio said that another stairwell could and would need to be added if desired. The stairs are limited within the Page 7 of 85 travel distance as required by code. Eric explained that the 5’ access to a potential new building is not what he thinks it is. Michael asked for clarification on the height numbers: Option #7 is 28’ and 43’ (due to the ramping within the garage and stairwell) but it matches the height for the elevator on both sides. Fabio said 3 levels above grade and (1 below Option #8 would be 21’ relative to the ground level.) Clarification and discussion on the pedestrian access, parking in the back, tree size and type along sidewalks, and walking to the front of the garage. Eric noted that the depth of the garage from Main street back is about 170’, which is not very deep. Retail, security, including fall protection/barrier height, and other elements in question were discussed, but noted that security is of utmost importance. Eric asked if there was a general consensus on what was shown to everyone with the 6th Street aesthetic, and the committee agreed. Larry is still concerned about cladding vs. real brick. Discussion on the Opinion of Probable Construction Cost and Option #7 and Option #8 renderings are below. Descriptions show the costs associated with choices on façade design. These costs are intended to show a range, but as a reminder, as changes are made, costs could either go up or down. Fabio clarified that these costs are adjusted from national average to apply to the city index and this is how they arrived at these costs. Larry asked for a cost estimate using real brick/real stone vs the cladding. Eric and Fabio explained that the panels were “real” brick, just not as thick and do not require the labor to brick and mortar it. Larry said he understood, but it was still just brick tiles. He said that in his opinion, it might look good on a shopping mall or across from a stadium, but in the 9 block historically sensitive Page 8 of 85 overlay, it has never been done in the overlay, much less in the downtown. Michael clarified that Larry was concerned about the aesthetic of this and he said he was. Michael asked if he had visited the sights provided and Larry said he had not seen the TCU garage or shopping mall in downtown Austin, but had seen it used before in some areas. Michael asked Eric if he and Fabio could provide a general cost overview on Larry’s request. Eric said we could provide that, keeping in mind that the costs would go up as we would have to build a CMU wall to attach the brick to, etc. Shawn inquired about the Main street elevation of #7 and #8 or 6th street elevation of #7 and #8 and asked if it was conceivable (with the awning wrapping and the NE wraparound corner from the awning down, to use traditional limestone up to the bottom side of the awning) and from a human scale personal touch have legitimate limestone and have our cast in place from the awning above? Discussion followed on precast panels vs cast in place, and Eric and Fabio said we could look at costs for this suggestion. Larry said this might be better because you need the real stuff down where people were walking, etc. Michael asked if the costs were “all in” and included all costs. Eric said these are probable constructions costs, which do not include demo, digging holes, and site prep does not include utilities; Larry said he thought these costs were approximately $700-750K soft costs. Michael asked Eric to show all projects costs involved as a grand total when this is presented. Larry asked if any escalation costs were built in? Eric said that escalation costs (or percentage) was not built into these numbers. These are probable costs, not bids, so these are based on a concept we have. It would not do any good to add escalation at this point as changes, requests, etc are still being added and in the past, when we have done that, people have taken those numbers and added an additional contingency cost of 10% . We are being very careful what we present, and reminded everyone that these are not bids, but opinion of probable cost and we are in in this very early stage of conceptual design. These are not what our construction costs are. These do not include contingency. We are not even at concept at this point. Larry said you always include contingency. Michael said that these costs are not a bid, but a response to the committee’s request from the last meeting to put some costs associated with based on these designs. We know these are not the final costs. Chris asked if through the time/requests made through the committee, the committee has partially escalated these costs. Chris said we have elected to create this number with our changes and additional requests, i.e., the difference in the original approximate amount of $5M costs vs. what we are seeing now is what we have created; not the basic garage originally proposed. He reminded everyone that it is our choice to have those numbers. So, if we created these numbers, he feels it would be a fair statement to say that it would then be awkward if we offered these numbers and then lambasted them. Scott said that the internal design has not changed, and he is not a fan of that. Storage: Larry asked about the expensive storage area, and Eric replied that he had to excavate soil there because it is bad and parking spots could not be utilized in that spot without a lot of additional costs, so that is why there is storage. Technology Sensors, etc: As we move through design and identify what type of technology we are looking for, then the costs associated with the number and type of sensors needed will drive the cost on the system that is chosen. The entry is designed to add gates if in the future to charge. Linda said that there is a group of highly opinionated people who do not understand the concept of infill design. They feel it is not ok to add anything new to downtown and in reality, it has been Page 9 of 85 evolving from the beginning. A lot of modifications were done in the 80’s, and a lot of new construction is happening now, but it seems that anything new that is proposed gets huge backlash. Chris said that they probably feel completely powerless because they cannot do anything about the growth to the west and therefore, we get the backlash downtown because they cannot or do not know how to point their anger, resulting in it coming out in the wrong place. Because this is a city project, people are angry today about things they don’t even know about. We need to figure out a way to show progress, share with the public, and believes that it will benefit the entire project. It is worth trying and calm everyone down just a little bit, based on what we have. Larry said that we should be held to the same standards as other developers. He said that he feels Option #8 can pass HARC, and personally, he doesn’t think #7 can. Chris informally polled committee members: To Larry: • Is #8 at a point where you could advocate it? o He is still concerned about the south elevation, but the 3 level version works, and he will support the 3 level garage and advocate it despite its elevated price tag. • If we choose Option #8 design, could he justify the elevated price at HARC and Council that this committee created? o He would not advocate for the price, but would for the design. Price isn’t discussed at HARC; that would be up to the owners (City Council). • Could Larry advocate for modified Option #7? o Larry NO; too high, too tall and too massive. He could certainly advocate and support some version of Option #8 and thinks it would pass HARC; you don’t discuss price. He thinks this design fits. If that is the question, then yes. To Scott: • Scott would not advocate for either. He has made it very clear that the internal structure, (dead ends, 150 spaces on 6.21 grade; congestion at the entrance and exit impact the handicapped parkers that have to go through that congestion point to get to the square. Traffic congestion going in, going down and up are real issues. • The internal design is where he has issues and has been very consistent on that. o The internal design hasn’t really even changed at all. He is pleased with the progress of the external appearance, but will not support the internal design. o If internal changes were addressed, he would support it. • Nobody has ever said this could not happen, but the committee has been told that this is the most efficient design for this footprint. But it is not a good design from Scott’s perspective. • Things that could possibly be changed are the entrance on Main, exit going out by Galaxy, ramps on one side; flat surfaces on the other. He would support the external design that had a full façade all the way around. o He would like to get public feedback on the internal design; the public might say they agree or might not, but he will not advocate for something he doesn’t agree with. • Michael clarified with Scott that he wouldn’t use it? o No because small cars will have no problem, but dual cab pickup would not park in it. To Michael: • Michael prefers lower height and also thinks it looks better in general. • It is hard to picture what we have seen and how it would look. Below grade is a better option in a visual aspect, but in reality, we just need to come up with something we can agree on at this point. Chris: Page 10 of 85 • He wonders how we can advocate for a design if we ourselves can’t sell it. He thinks we can all be super proud of what we have worked on. Shawn: • He asked if it was possible to keep the same elevation, but extend the NE wrap-around corner to include the 2 doors (from the approximate 10’ presently to about 20’). He would like to see the exposure increased on this side. There would be a little more cost involved, but it would be a common suggestion on both 3 and 4 levels. Everyone agreed it would provide a more finished look. Mickie: • Mickie reminded everyone that the original buildings on the square were Mesker Brothers buildings, which means that they had the ornamental patterns ordered out of the Mesker Brothers catalogs to put those buildings together, so the inclusions of these would be very appropriate for the history of our building. • Mickie said that Larry’s opinion that the 3 levels above and 1 level below is not the consensus of the entire committee. While everyone may prefer that, others recognize that it may need to be 4 levels above grade due to other constraints, and it is possible through HARC to be that size. Linda: • Linda said that there is a group of highly opinionated people who do not understand the concept of infill design. They feel it is not ok to add anything new to downtown, but in reality, it has been evolving from the beginning. A lot of modifications were done in the 80’s, and a lot of new construction is happening now, but it seems that anything new that is proposed gets huge backlash. G. Next steps and public input – Laurie Brewer, Assistant City Manager Laurie said the last item was feedback and informed the committee that Kay Briggs has resigned from the committee. • Laurie said we can discuss the public engagement process later, and we want to get as much stakeholder engagement as possible. Aly VanDyke, our Communications Director has some ideas that can be discussed later. • Michael asked “what’s next” and wanted to know how we get the design work out to the public. • Laurie said that staff (working with the engagement group) will come up with some ideas and slides for Michael and Linda to present at the March 10th Council Workshop of the updated designs, progress, etc.; • This committee will meet prior to the Council workshop; Danella will send out some potential dates to set the next meeting. • Michael asked for an electronic version of the slides to review updated renderings and the opinion of probable costs; this will be e-mailed out; • Michael feels like there is so many angry, negative things out amongst the public and we need to alleviate these concerns. Citizen Comment: Kris Bailey, CEO of Eevee spoke about his parking management, ground transport services, shuttles, and advertising of autonomous vehicles. A resident reached out to him and he introduced himself to Council, and now is speaking to this committee about microtransit experts specializing in First/Last mile solutions He said that Public transportation is the future of transit. Deployment of a functional first/last mile solution has a direct result of increased ridership on mass transport. Complements TNCs and ride hailing services at airports. Eevee reduces parking management stress by creating mobility zones utilizing shuttles and taxis in downtown districts and at airports.
