Airport Ro ad (Lakeway to Aviatio n) - Under Des ign
Engineering d es ign underway: finalizing alignment, R OW/easement needs, and ad d res s ing sto rm
water/water quality. Targeting Summer 2017 to bid and b egin c o nstruc tion.
FM 1460 (Quail Valley to Univers ity) - Under Cons tructio n
Contrac tor currently ins talling b rid ge o ver Smith Branch, making ro ad way grade and p ro cessing s ubgrade,
and laying as phalt in multip le loc ations . Storm d rain imp ro vements are largely c o mp lete. Tentatively
s ched uled to be c omplete S p ring 2018.
Mays Street (Wes tinghous e to Teravista) - Under Cons tructio n
Embankment/S ubgrad e 90% complete. Storm d rain b o x culverts , concrete p ip e & inlet b o xes 90%
installed . Contrac to r ins talling utility sleeves fo r adjac ent property o wner and making final grade inc luding
s etting base. C o ns truc tion is expec ted to be c ompleted in late 2017
Rabbit Hill (Wes tingho use to Clearview) - Und er Des ign
ROW needs will be b etter defined in the next month as p reliminary design/alignment p lans are finalized .

Engineer is co o rd inating design with the design for Rivery Bo ulevard in mo ving toward s c o nstruc tion

alternatives fo r s to rmwater outfall northward fro m NW Blvd . F und ing to b egin R OW ac q uisitio n is

Airport Road

Project Description Expand Airport Road to 5 lanes (2 northbound, 2 southbound, & center turn lane).
Purpose This project will relieve congestion on Airport Road, facilitate economic growth in the
area, and improve the flow of traffic at the Lakeway intersection

Design Engineering design underway: finalizing alignment, ROW/easement needs, and
addressing storm water/water quality.

Rights of Way ROW and easement needs are being finalized. Discussions with landowners should
begin in February.
Utility Relocations Still currently being identified as part of design. Conflicts exist, but appear to be
minimal.
Construction Summer 2017 start, pending ROW/easements.
Other Issues All ROW will be expanded to the east as a result of Airport/Federal complications.

Drive to University Drive).
Purpose To have all ROWs cleared and utilities prior to TxDOT letting the project for
construction.

Construction Under Construction. Tentatively scheduled to be complete Spring 2018.
Contractor currently installing bridge over Smith Branch, making roadway grade
and processing subgrade, and laying asphalt in multiple locations. Storm drain
improvements are largely complete.
Other Issues Engineer preparing Change Orders for construction contract to add a full
intersection at the Vantage Apartment drive. This effort includes ongoing
discussions with neighboring properties regarding access and utilities.

Mays Street Extension
(Teravista Parkway in Round Rock to the intersection with Westinghouse Road)

Project Description Extend Mays Street northward from Teravista Parkway to the existing intersection
with Westinghouse Road at Rabbit Hill Road. The widening along Westinghouse
Road and Rabbit Hill Road will also be included in the schematic for additional
turning lanes to/from Westinghouse Road. Preliminary layouts for future signals
and roadway illumination will also be included. The project length along the
anticipated alignment is approximately 1.2 miles.

Other Issues Groundwater persistent during subgrade prep. Field meeting with design
engineer and geotechnical engineer to discuss mitigation measures early
January.

Northwest Boulevard
(Fontana Drive to Austin Avenue)

Project Description Construction of overpass and surface roads to connect Northwest Boulevard with
Austin Avenue and FM 971.
Purpose This project will relieve congestion at the Austin Avenue/Williams Drive intersection
and provide a more direct access from the west side of IH 35 corridor to Georgetown
High School and SH 130 via FM 971.

Design Engineering underway: Engineer is coordinating design with the design for Rivery
Boulevard in moving towards construction PS&E for both projects to minimize
overlap work between these two projects. Engineer has developed alternatives for
stormwater outfall northward from NW Blvd.

Concurrent with preliminary engineering and schematic design.
Rights of Way ROW Documents are being finalized. Part of the ROW for this project is being
required to complete the Rivery Boulevard Extension project. Funding to begin ROW
acquisition tentatively scheduled for October 2017 or later.
Utility Relocations TBD
Construction Tentatively scheduled to begin mid-FY 2019.
Other Issues Paper work has been submitted to TxDOT to create an AFA for design and
environmental reviews of the bridge over I 35.

Project Description Reconstruct Rabbit Hill Road from Westinghouse Road northward to S. Clearview

Develop the Rights-of-Way Map, acquire ROW, address potential environmental issues
and complete construction plans specifications and estimate (PS&E) for the extension of
Rivery Boulevard from Williams Drive to Northwest Boulevard at Fontana Drive in
anticipation of future funding availability.
Purpose To provide a route between Williams Drive and Northwest Boulevard serving the
Gateway area, providing an alternate route from Williams Drive to the future
Northwest Boulevard Bridge over IH 35, to provide a route between the hotels in the
Gateway area and the proposed Conference Center near Rivery Boulevard and Wolf
Ranch Parkway.

A. Call to Order: Mr. Crawford called the special GTEC Board meeting to order on Wednesday,
December 14, 2016 at 3:30 PM
The Board may, at any time, recess the Regular Session to convene in Executive Session at the
President, A Board Member, The City Manager, Assistant City Manager, General Manager of
Utilities, City Council Member, and/or legal counsel for any purpose authorized by the Open
Meetings Act, Texas Government Code Chapter 551, and are subject to action in the Regular
Session that follows.
B. Introduction of Visitors
C. Industry/CAMPO/TXDOT Updates: Mokan corridor and Lone Star Rail project – TxDOT,
CAMPO, Travis County, Williamson County and cities along the corridor have gotten together
D. Presentation and discussion regarding eminent domain laws, regulations and procedures. –

Baird gave the board an overview and there was lengthy discussion/questions from the board;
which were answered by Baird, Bill Maples and Kristina Silcocks.
E. Discussion regarding the Project Progress Reports and Time Lines. –
