Section 1.01 Location, Registered Office, and Registered Agent
•Registered Office: Georgetown City Hall

•Board of Seven Directors
•Minimum of one shall be a City Council Member
•Members must reside in the Georgetown
•Members are appointed by City Council to two-year terms

related transportation improvements, including the payment of

•Any request for services from departments of the City are made to the
City Manager

employees in the city manager’s office, city attorney’s office, finance
department, economic development department, and others as
requested, with reasonable compensation

•The Georgetown City Manager
•In charge of the properties and affairs of the Corporation, administers
work orders, requisitions, purchase orders, contract administration, and
other activities
•Employs full or part-time staff as needed to carry out program of the
Board, and hires, fires, directs, and controls the work of such
employees
•May delegate authority

•The City’s Finance Director
•Responsibility to see the handling, custody, and security of all funds in
accordance with the City’s financial policies

•Coordinates an annual audit
•Submits monthly reports to the Board and quarterly reports to Council
•May delegate responsibilities with approval by the General Manager

•General Manager and Finance Manager have the right to participate in
meetings and discussions, but not vote

•Board shall develop a Transportation Improvement Program (the “TIP”)
including long and short-term goals
•TIP must be approved by Council and incorporate Capital Improvement
Plans and City Public Works Department
•Must conduct a public hearing for the adoption and updates to the TIP,
with a legal notice advertised at least three days prior
•Board must review the TIP once a year to ensure the plan is up to date
with community and transportation needs
•Must make a quarterly report to Council with accomplishments and
activities

•Must submit to Council for approval
•Proposed funding methods and expected costs of implementation, and

Section 6.08 Financial Books, Records, and Audits
•Finance Manager will properly maintain complete financial books,
records, accounts, and financial statements for corporate funds,
activities, and affairs
•The City will coordinate an annual audit of the Corporation’s financial
records at the Corporation’s expense
•An annual report will be submitted to the State Comptroller’s Office no
later than February 1 of each year, in accordance with the Act
•Corporation is subject to the Public Information Act

Section 6.09 Debt, Deposit, and Investment of Corporate Funds
•All debt proceeds to the Corporation will be deposited, invested, and
handled in accordance with the statute governing the Corporation
•No bonds will be issued without approval by City Council
•All money of the corporation will be deposited, secured, and/or
invested as authorized by the City Investment Policy
•The Finance Manager will designate the accounts, and all accounts,
reconciliation, and investment of funds will be performed by the City
Finance Department

Section 6.10 Expenditures of Corporate Money
•All monies of the Corporation may be expended for any of the purposes
authorized under the Act with the limitations of:
•Before expending funds to undertake a project, the Corporation must hold at leas
one public hearing on the proposed project
•Expenditures may be made from a fund created from the proceeds of bonds, and
may be to fund projects, as defined in the Act
•All other expenditures shall be made in accordance with the Act
•No bonds may be issued without approval by City Council

Project Description Design and preparation of final plans, specifications and estimates (PS&E) for the
widening and realignment of FM 971 at Austin Avenue, eastward to Gann Street.
Purpose To provide a new alignment consistent with the alignment of the proposed
Northwest Boulevard Bridge over IH 35; to allow a feasible, alternate route from
the west side of I 35 to Austin Avenue, to Georgetown High School, to San Gabriel
Park and a more direct route to SH 130.
