Page 4 of 64 Minutes General Government and Finance Advisory Board City of Georgetown, Texas Wednesday, July 26, 2017 at 4:30 PM C Consideration and possible action to recommend contracting with DecorIQ of Fate, Texas, pending a City Council appropriation in the FY2018 budget, in the amount not to exceed $87,400 for the leasing, installation, maintenance, and removal of the 2017 holiday lights, the installation and maintenance of the building cornice lights, and the installation and removal of the holiday wreaths and tree. – Jack Daly, Assistant to the City Manager; Trish Long, Facilities Superintendent Jack Daly presented to the Board information on possibly renewing the City’s contract with DecorIQ, stating this would be the 3rd year of renewal with the vendor and the City. He explained that the bulk of the funding for this project comes out of the Utility Department’s budget. This is a chance for the City to demonstrate the use of LED lights and solar energy, as Mayor Dale Ross will make a speech to the Community prior to the lighting ceremony. Other groups that are included in funding the project are the Facilities Operating Fund, as they maintenance the lights, Convention and Visitor’s Bureau, which uses funds from the Hotel Occupancy Tax (HOT), and also the Williamson County Museum. Jack explained how the lights were important to the Citizens of Georgetown and also to the local businesses as the lights are turned on at the busiest shopping day of the year, the Friday after Thanksgiving. After some discussion on future ideas about possibly expanding where lights are placed as well as partnering with businesses on costs, Stu McLennan motioned to approve the item, as is, second by Chere’ Heintzman. It was determined that the low b id d er was c ompliant, and provid ed the b es t value fo r the City. The low bid d er has performed the irrigatio n s ystem s ervic es for the last four years fo r the City and s taff is extremely s atisfied with their p erfo rmanc e. This project seeks to enhanc e the City’s ability to calculate the financial imp act of development projects and land use po licies as well as enhance long range financial planning. - Laurie Brewer, Asst. City Manager & Wayne Reed, Asst. City Manager ITEM SUMMARY: Background T he City Council identified expansion and diversification of the tax base as one of the City’s strategic goals. Staff proposed a project in the 2017 budget to build a Fiscal Impact Model (FIM), which would objectively predict costs and revenue impacts associated with development proposals and citywide growth development patterns. In addition, it can be an effective tool for financial planning. T he Council budgeted $120,000 for this project and after a competitive procurement process, approved a contract with TischlerBise in January. The Fiscal Impact Model is a tool to assist staff and City Council understand how individual decis ions imp act Georgetown’s long-term fis cal sustainability. The mo del c an be us ed when evaluating various land use decis ions, such as annexations, rezonings, site development plans , Municipal Utility Dis tric ts, and financ ial inc entive propos als . It is expected to estimate the co sts of providing services , s uch as s treet maintenanc e, public s afety, utilities, and o ther s ervic es, to new res idential and commercial development. It will also predict add itional revenues that are expected as a result of pro jec ts. This information will provide Co uncil additional information to cons ider, in add ition to other facto rs, when making develop ment and growth decisio ns . This too l will be beneficial to long range budgetary and financial p lanning as well. It c an assist in evaluating revenue projections , c apital improvement programming, levels o f s ervice c hanges, and operational and maintenance budgets . The model c an be up dated and used by existing City staff as projec ts come in to be analyzed and during the annual budget proc ess once completed. It is also important to ac knowled ge that fisc al issues are o nly one aspec t o f evaluating development and gro wth trends . Environmental, land us e, quality of the development, job s/housing balance, transportation, education, and other is sues s ho uld also be taken into consideration when determining land use-related p olicies and direc tion for the City. Status of Fiscal Impact Analysis A high level s ummary of the project plan is inc lud ed below. The presentation will pro vide a higher level of detail and d isc us sio n. Costs: The app roach of the Fis cal Impact Analysis is to project future needs b ased on current levels of service. A “snapshot appro ac h” is used in which it is ass umed the current level of service, as fund ed in the c urrent City budget and as provided in current c apital facilities , will co ntinue through the analysis period. Demand b as e d ata is us ed to calculate per unit costs and service level thresholds. Examples of demand base data includ e p op ulatio n, public s chool enrollment, dwelling units, employment b y type, vehicle trips, etc. No judgment is made as to whether the levels o f s ervice are adequate, inad equate, or better than adequate. Nor are any as sumptions made regarding changes in levels of service or revenue sources .T he rate of inflation is assumed to be zero throughout the projection period, and cost and revenue projections are in constant 2016 dollars. T his assumption is in accord with budget data and avoids the difficulty of speculating on inflation rates and their effect on cost and revenue categories. It also avoids the problem of interpreting results expressed in inflated dollars over an extended period of time. In general, including inflation is complicated and unpredictable. T his is particularly the case given that some costs, such as salaries, increase at different rates than other operating and capital costs such as contractual and building construction costs. And these costs, in turn, almost always increase in variation to the appreciation of real estate, thus affecting the revenue side of the equation. Using constant dollars avoids these issues. The General Fund is the main cost center along with Spec ial Revenue Funds (with FTEs) and Jo int Service Fund s. Co sts that are exclusively supported by restricted funding or in enterpris e funds are no t included in the analysis as they are as sumed to be wholly s ustained by the res pective funding sourc es. Revenues: Revenues are projected assuming that the current revenue structure and rates, as defined by the FY2017 City of Georgetown Budget. T he Return on Investment to the City is included. P roperty taxes and sales taxes are analyzed based upon current tax rates (ie does not predict future tax rate increases). As stated earlier, it is also important to acknowledge that fisc al issues are o nly one aspec t o f evaluating development and gro wth trends . Environmental, land us e, quality o f the development, jobs/housing balance, trans po rtation, education, and other is sues should also be taken into c onsid eratio n when determining land us e-related polic ies and direction fo r the City. Next Steps If the GGAF and Council approve the methodology, TischlerBise and staff will finalize the model and key staff across the organization will be trained on the use.
