ITEM SUMMARY: FINANCIAL IMPACT: SUBMITTED BY: Judy Fabry Minutes of the Meeting of the Arts and Culture Board City of Georgetown, Texas Tuesday, September 17, 2013 Members Present: Gary Anderson, Philip Baker, Shana Nichols, Dar Richardson, Betty Ann Sensabaugh, Liz Stewart Members Absent: Amanda Still Staff Present: Eric Lashley, Library Director; Judy Fabry, Library Administrative Assistant Others Present: Candy Minshew A. Chair Philip Baker called the meeting to order at 4:30 p.m. B. Announcements: · Liz Stewart announced that historian James L. Haley would be speaking in the ballroom at Sun City on Wednesday, September 25, about his new book on the Texas Supreme Court. Senior University is sponsoring this program. Stewart also reminded the board of the free concert that will be performed October 26, to kick off the 2014 Festival of the Arts. · The 2013 winner of the Van Cliburn competition will be playing in the Georgetown Symphony Society series on October 27. C. Citizens wishing to address the Board. There were none. D. Consideration and approval of minutes of August 20, 2013 meeting – Dar Richardson moved to accept the minutes as distributed. Stewart seconded the motion, which passed unanimously. E. Consideration of and possible action regarding 1. Sidewalk ordinance and sculpture – Eric Lashley – Lashley passed out a revised draft of the Public Art Guidelines for the new street and sidewalk ordinance (made a part of these minutes) and explained that a section had been added that addresses murals painted on buildings. This section was added not because the Historic District Planner was concerned about the artistic merit of murals, but because he knew the board encourages murals and just wants the opportunity to vet the materials that will be used, to circumvent damage that might be done to building facades by certain types of paint. Stewart made a motion to accept the draft which was seconded by Sensabaugh and passed unanimously. 2. Sidewalk element, Downtown Master Plan – Eric Lashley – Lashley displayed a copy of the article that appeared in the Sun after Mark Schlesinger’s presentation to the board last month. Stewart said she likes the ideas Schlesinger presented for the sidewalks, but she is not in favor of painting large pieces of limestone. Sensabaugh did not think that any sidewalks on the Square should be painted. Baker opined that just cleaning up the landscaping along the existing sidewalks would go a long way to improving the appearance of downtown. Anderson said he likes the idea of using different colored pavers, but he also didn’t think large pieces of limestone should be painted. After considerable discussion about what the board might or might not do with the information they’d received, Nichols suggested they end the discussion and move on. The board will not make a recommendation on sidewalks relative to the revision of the Downtown Master Plan. 3. Downtown Master Plan steering committee – Eric Lashley – Downtown and Community Services administrators decided to establish a steering committee for the revision of the Downtown Master Plan and that the chair of each board that has oversight in the downtown would be asked to participate. Baker attended the first committee meeting earlier in the day and reported that he and Lashley had been assigned homework regarding pedestrian circulation routes, types of sidewalks and intersections, and landscaping along pedestrian routes. He said he would send an email before the next board meeting that summarizes whatever recommendations he and Lashley come up with. He said he would appreciate hearing each person’s thoughts about his communication. Fabry reminded the board members that they should communicate through her, not directly to the group. 4. Art festivals in Georgetown – Gary Anderson – Anderson said he didn’t have anything to add to his presentation of last month, that his primary intent was to inform the board about the large number of art shows/festivals that take place in Texas and that the market is advantageous to sellers but not to artists. Lynette Wallace, who is organizing Art in the Square, is having trouble getting artists and has extended the deadline to sign up to October 1, which is only 3 weeks in advance of the show. There was discussion about what might be done to show appreciation to the artists, but no decisions were made. Lashley said that he has not been approached about doing a reception for the artists but that doing one would put a heavy burden on the board, given that the ribbon-cutting for the Art Center will take place on October 26, the same day that the reception probably would happen. 5. Art Center update – Eric Lashley – Lashley was very happy to report that the glass storefront went into the building earlier in the day and he distributed photos showing the progress. He said that most of the drywall has been hung and real progress is apparent on the inside. Art Works had a very successful fundraising event on Saturday, September 14. Stewart and Sensabaugh had attended and Stewart said she was disappointed that no mention was made by any speakers of the role of the Arts and Culture Board. Lashley apologized, saying it was his omission, which he owed to having become completely focused on the fundraising mission for his presentation. Nichols had not been invited to the event and she asked about how the guest list was compiled. Lashley said the ribbon-cutting for the building has been scheduled for 11:00 a.m. on Saturday, October 26, and he will be certain that the members of all of the downtown boards are included on the guest list. 6. Cultural District Designation project – Eric Lashley – Lashley distributed copies of the letter from the Texas Commission on the Arts that confirmed the Downtown Georgetown Cultural District designation. He spoke briefly about what he learned at the meeting of the Commission on September 5, when the designations were approved. Only four other districts were approved this year. The chair of the commission and Deputy Director Jim Bob McMillan will be present at the Art Center ribbon-cutting on October 26 to present the proclamation of the district to Mayor Garver. The board gave Fabry a hearty thank you for the work she did to prepare the application. 7. Advertising for the Month of the Arts – Eric Lashley – Lashley is working with Cari Miller of the Convention and Visitors Bureau to create print ads for central Texas publications. He believes they have information about all of the arts-related events that will be taking place during October. Stewart asked about revising the information for the Festival of the Arts and Lashley said she should contact Miller. 8. Arts and Culture budget (draft) – Eric Lashley – Lashley distributed the draft budget (made a part of these minutes) that he had drawn up, for a total of $50,000. He noted progress on two of the goals established in the Strategic Plan. After looking at the proposed numbers, Nichols suggested adding at least $500 for training expenses that board members might incur, such as attending Arts Commission conferences. Fabry said that she needed a small line for administrative costs, too. Anderson said he would like to see some money designated for student scholarships. Others agreed that the Grants line should be changed to Scholarships and Grants. Stewart moved to accept Lashley’s proposed budget with $1000 taken from Scholarships and Grants and put in a line for Training and Administrative Costs. Anderson seconded the motion, which passed unanimously. 9. Schedule of future meetings – Eric Lashley – The next meeting will be Tuesday, October 15. Work will continue on the interior during the following week, but the Art Center will be open on a limited basis. The ribbon-cutting for the Art Center is scheduled for Saturday, October 26 at 11:00 a.m. Mayor Garver will be present as will officials from the Texas Commission on the Arts, who will present the proclamation of the Cultural District to the mayor. The Arts and Culture Board is hosting this event. Please put it on your calendar. FINANCIAL IMPACT: The Board will pay for the food that will be served at the ribbon-cutting. Thundercloud Subs is doing the catering. SUBMITTED BY: Judy Fabry The Arts and Culture Board invites you to the ribbon-cutting ceremony City of Georgetown, Texas SUBJECT: Consideration of changes recommended to Chapter 4 (Sidewalks element) of the Downtown Master Plan. Philip Baker and Eric Lashley. ITEM SUMMARY: Eric Lashley and Philip Baker were designated a subcommittee of the Downtown Master Plan Steering Committee with the purpose of recommending changes to the sidewalks element of the existing Downtown Master Plan. They have submitted their recommendations to Matt Synatschk, the City's Historic Planner, who will forward them to Nore Winter. The next public meeting to discuss the revisions to the Downtown Master Plan will be the evening of Tuesday, November 19, which is also the date of the regular Arts and Culture Board meeting. FINANCIAL IMPACT: n/a SUBMITTED BY: Judy Fabry City of Georgetown, Texas SUBJECT: New pieces for Main Street Sculpture Tour -- Dar Richardson ITEM SUMMARY: Eight new pieces of sculpture are proposed for display on the Downtown Square and at the Georgetown Public Library. Photos of the pieces are attached. FINANCIAL IMPACT: Each sculptor will receive a small stipend to cover the costs of transporting the sculptures. Richardson has asked that the stipend be increased from the present $100 per piece to an amount more in line with what other communities are paying. SUBMITTED BY: City of Georgetown, Texas SUBJECT: Establish criteria for library art displays -- Judy Fabry ITEM SUMMARY: While most artists or organizations are interested in providing information about their show to library staff so that the show may be publicized, some find providing this information onerous. Establishing set criteria for the shows, which could be given to each artist or organization at the time that they make a reservation, might eliminate this problem. Staff is seeking input regarding establishing standards for labels for paintings, posters to announce or identify the show, and what kind of basic information about the participants and their works might be expected for publicity purposes.
