Arts and Culture Board
City of Georgetown, Texas
October 13, 2015
The Arts and Culture Board met on Tuesday, October 13, 2015 at 4:30 p.m. in Classroom 211 of
Georgetown Public Library, 402 W. 8th Street
MEMBERS PRESENT: Gary Anderson, Steve Harris, Shana Nichols, Betty Ann Sensabaugh, Liz
Stewart, Amanda Still and Melissa Waggoner
STAFF PRESENT: Eric Lashley- Library Director, Dana Hendrix- Fine Arts Librarian, Lawren Weiss-
Administrative Assistant
Chair Sensabaugh called the meeting to order at 4:30 p.m.
Regular Session
A. Citizens who wish to address the board. – None were present.
B. Announcements of upcoming arts and culture events. – Georgetown Symphony Society will
feature the 2013 Van Cliburn International Piano Competition Finalist: Nikita Mndoyants in
recital on October 25, 2015 at 4 p.m. at the Klett Center.
C. Consideration and approval of the minutes of the September 15, 2015 Arts & Culture Board
meeting. Melissa Waggoner noted that the total for public art under item F is incorrect. The
2015-2016 budget total for public art should be $11,500, not $12,000. Waggoner moved to
approve the minutes as amended. Amanda Still seconded the motion, which passed
unanimously.
D. Report on the Texas Commission on the Arts grant application process. – Eric Lashley.
Lashley provided the board with a handout (attached to these minutes) regarding the TCA
grant application process. Lashley explained that the deadline for applications is October 15,
2015, which doesn’t provide a lot of time for organizations to put together a proposal.
Nonprofits can apply directly to TCA, but they must have a support letter from the Arts &
Culture Board to qualify. Lashley also expressed concerns about the application process with
the board.
E. Consideration and possible action to direct staff to write a letter of support on behalf of the
Georgetown Palace Theatre for a Texas Commission on the Arts grant application. – Eric
Lashley. Lashley explained that the Palace Theatre would like to apply for a TCA grant to help
fund the Envision Campaign, which will bring a Children’s Education Center and Performance

Space within the Historic District of Georgetown. If awarded, the TCA grant funds will go
towards Phase 1 of the project, which will pay for architectural design and engineering of the
building. The board inquired as to how much the Palace is requesting in their grant application,
since the funds must be matched by the awarded organizations. Lashley said that the City is
unaware of how much the Palace is asking for, but could ask Marissa for that information.
Lashley asked board members to consider directing him to write a letter of support, on behalf
of the Arts & Culture Board, for the Palace to provide in their TCA grant application. Steve
Harris made a motion to direct Lashley to write a letter of support for the Palace Theatre to
include in their Texas Commission on the Arts grant application. Liz Stewart seconded the
motion, which passed unanimously.
F. Report from Georgetown Art Works regarding the operation of the Georgetown Art Center
during the month of September. – Eric Lashley. Lashley explained that due to the early
meeting date this month, Diane Gaume (President of Georgetown Art Works) was not able to
produce a report regarding September’s operations. Lashley moved on to report that the Art
Center’s Art Hop exhibit was receiving a lot of attention. During its first week, over 800 people
attended the Art Center to view the exhibit.
G. Report on the second floor co-op space above Georgetown Art Center. – Eric Lashley. Lashley
reported that City employees will vacate offices on the second floor of Georgetown Art Center
by January 4, 2016. In order for Georgetown Art Works to manage the vacant space, the City’s
legal department must draft an amendment to the current Operating Agreement between the
City and Georgetown Art Works. Pending council approval, Georgetown Art Works will take
over the second floor on February 1, 2016 to use as a co-op space.
H. Consideration and possible action to establish grant guidelines, procedures, and deadlines for
nonprofit arts and culture organizations. –Eric Lashley, Dana Hendrix. Dana Hendrix passed
out a draft copy of the Call for Arts and Culture Grant Proposals (attached to these minutes).
Hendrix asked the board to consider any changes they would like made to the draft, so she
can publish the call after the meeting. Board members discussed the call and advised Hendrix
on what should be changed. The call for grant applicants will go out on October 14, 2015.
I. Consideration of dates of future meetings. – The next meeting will be November 17, 2015.
City Manager, David Morgan will be in attendance.
