Minutes of the Meeting of the
Arts and Culture Board
City of Georgetown, Texas
February 18, 2020
The Arts and Culture Board met on Tuesday, February 18, 2020 at 4:30 p.m. in Classroom 211 on the
second floor of Georgetown Public Library, 402 W. 8th Street.
Present: Jane Estes, Susie Flatau, Tim Fleming, Laura Sewell, Sharon Snuffer, and Linda Wilde.
Absent: Carol Watson
Staff present: Amanda Still – Arts and Culture Coordinator, Eric P. Lashley – Library Director and Lawren
Weiss-Administrative Assistant.
Chair Estes called the meeting to order at 4:30 p.m.
Regular Agenda
A. Citizens wishing to address the board. –Jane Estes, Chair. None were present. No action required.
B. Announcements regarding arts and culture. – Jane Estes, Chair. Board members announced
upcoming events for Georgetown Art Works, Southwestern University, Georgetown ISD and Lark
and Owl Booksellers. Board members introduced themselves to Marissa Palmer and Jessica
Meurer-Sobhani who will officially join as members of the Board in March. No action required.
C. Consideration and possible action to approve minutes from the January 21, 2020 Arts and Culture
Board meeting. -Jane Estes, Chair. No discussion necessary. Motion by Wilde; second by
Fleming to approve the January 21, 2020 minutes as distributed. Approved 6-0 (Watson absent).
D. Consideration and possible action to adopt the final version of the updated Georgetown Arts and
Culture Strategic Plan 2020-2025 -Amanda Still, Arts and Culture Coordinator. Board members
previously reviewed updates to the strategic plan following a retreat to discuss the changes. Board
members commended Still on her work on the project and changes made to modernize the plan.
Motion by Sewell; second by Wilde to adopt the updated Arts and Culture Strategic Plan.
Approved 6-0 (Watson absent).
E. Consideration and possible action to present an honorary award to Dr. and Mrs. Ellsworth Peterson
–Eric Lashley, Library Director. Lashley and Estes explained they had received a request from a
citizen who recommends providing a proclamation for Mrs. Peterson’s contributions to arts and
culture in the community. Due to rapidly declining health concerns, staff are hesitant to request a
proclamation from the Mayor at this time, in an effort to provide privacy to the family. Board
members discussed creating an annual award in the Petersons’ name to honor the
accomplishments of the couple and also assist local organizations. Discussion continued about the
possibility of allocating grant funds in future budget processes in the couple’s name to create an
Excellence in the Arts award. Board members and staff discussed submitting a budget request to
the City for a certain amount to create this award. Staff asked the board to consider award amounts
and options moving forward to bring to future planning. No action taken.
F. Consideration of Arts and Culture Coordinator report. -Amanda Still, Arts and Culture Coordinator.
Still reviewed her monthly report with the board regarding public art programs and projects
(attached). Topics included murals, Red Poppy Festival, and sculpture donations. No action

G. Consideration and possible action regarding future meeting dates. -Jane Estes, Chair. Following
discussion of Spring Break schedules, motion by Sewell to change the next meeting to March 10 at
4:30 pm in the library. Second by Wilde. Approved 6-0 (Watson absent).
H. Adjourn to Lark & Owl Booksellers for board member farewell event.-Jane Estes, Chair. Chair Estes
adjourned the meeting at 5:12 p.m. Staff, board members exiting the board, and new board
members were invited to participate in a farewell appreciation event at Lark and Owl Booksellers.
No action required.

SEC 2.36.010 DUTIES OF COMMISSION, COMMITTEE & BOARD MEMBERS
Attendance by Members is integral to success of the commission, committee or board. It is
Council policy to require a minimum of 75 percent attendance of each Member at each
regularly scheduled meeting including subcommittee meetings. A Member shall be allowed
two excused absences for the Member's personal medical care, required medical care of a
Member's immediate family member (as defined by City Ordinance), or Member's military
Service that shall not count against the 75 percent attendance requirement. Written notice
shall be sent to a Member and the Member's City Council representative when it appears the
Member may violate the attendance policy by being absent from more than 25 percent of
regularly scheduled meetings, including subcommittee meetings. Excessive absenteeism may
result in the Member being replaced by the Council. If a Member is removed from a committee,
commission or board, that position shall be considered vacant and a new Member shall be
appointed to the Board in accordance with Section 2.36.040

Call to Artists: Request for Qualifications
The Arts and Culture Board for the City of Georgetown, TX is accepting qualifications from
artists for the commission of a recycled street sign sculpture i n the Texas Cultural District
encompassing downtown Georgetown. The Board is seeking artists with demonstrated
experience in repurposing used materials – including de-commissioned street signs and traffic
signs – into sculptural works of art.
Application Deadline: April 15 th, 2020
ELIGIBILITY: This opportunity is open to all professional artists over the age of 18 .
BUDGET: Up to three finalists will be selected by the Georgetown Arts and Culture Board to
develop concept proposals for this project. The total project budget for th e selected

commission is $7,500. Each finalist will be paid a $500 stipend for his/her proposal. The
selected artist will be paid $6,000 for the commissioned work. Artist will be responsibl e for
their own travel costs , housing, fabrication equipment, and personal lia bility insurance.
INSTALLATION DATE: Installation will take place by September 15, 2020.

SELECTION : The artists selected by the Georgetown Arts and Culture Board to present a design

ABOUT THE DOWNTOWN GEORGETOWN CULTURAL DISTRICT: The Georgetown Arts and
Culture Board maintains the Texas Commission on the Arts Cultural District designation and
implements the Georgetown Arts and Culture Program. The Georgeto wn Arts and Culture
Program enhances quality of life for the residents and visitors of Georgetown by promoting
community engagement, cultural participation, and cultural tourism through p ublic art
programming and arts and culture collaborations . This program will help the Board fulfill the
vision of becoming a nationally recognized arts destination by 2030.

The City of Georgetown is in the process of relocating City buildings and offices off the retail
district of the historic Georgetown Square to a central location near the Georgetown Public
Library. As part of the development of the new civic spaces, there are plans to connect
Georgetown City Hall, the Municipal Court, the Historic Light and Waterworks Building, and the
Georgetown Public Library with a community green space for public art, cultural programming,
and a supplemental festival space for the historic Georgetown Square . Part of this development
plan includes a new parking lot near the library that will include a new bus stop, farmer’s
market stand, a pad for a public art sculpture, and possible mural location. Because t he City of
Georgetown is dedicated to preserving the cultural heritage of the local community while
embracing the innovation and opportunity that comes with community development and
urban renewal, the repurposing of the old street signs into a public art sculpture is a great way
to commemorate the past and embrace the opportunities of the future.
ABOUT THE SITE:
Pictured below is the conceptual plan for the development of the community green space for
public art and festival/cultural programming. T he 10’ x 10’ sculpture pad where the
commissioned street sign piece will be installed is located in the northeast corner of the plan
directly above the northeast corner of the farmer’s market canopy.

the street from the library. The 10’ x 10’ sculpture pad is
indicated with a red square at the southeast corner of the
parking lot.
PROJECT DESCRIPTION: How do we honor our past and
embrace the opportunity that comes with innovation?
Can we recycle and reuse old materials and ideas and
mold them into something that both commemorates the
old use and directs us forward? T he new historic district
street signs that replaced the old were beautifully
designed to pay tribute to the architectural herita ge of
the Georgetown community. The architectural design
detail on the new signs was created by Georgetown artist
Nick Ramos and was inspired by the large number of
Mesker Brothers storefronts in the downtown area. As
the “Red Poppy Capitol of Texas”, the new signs are a “red poppy red” color and feature a
flower as part of the architectural design. But what to do with the old street signs? Many of
these de-commissi oned street signs were
sold to residents interested in preserving a
little bit of history. The Georgetown Arts and
Culture Board would like to use the
remaining de-commissioned street signs to
create a piece of sculptural public art that
embodies the theme of recycling and reusing
elements from our past to direct us forward
into a better future. (Pictured at right – new

The Georgetown Arts and Culture Board will commission a professional artist to design and
fabricate a scul pture using the de-commissioned street signs . The inventory of street signs
includes (6) blue metal street signs size 6” x 18-24”, (15) brown metal street signs size 6” x 36”,
(5) green plywood street signs size 10” x 48”, (5) green plywood street signs size 18” x 60”-72”,
and various metal traffic signs. Additional traffic signs and other recyclable material from the
City of Georgetown Recycle Center is available for artists to use as material for the artwork.
Once selected as a finalist, (3) artists will make appointments with the Georgetown Arts and
Culture Coordinator to view the site and inventory/inspect the materials to be used in order to
create their final design proposal.

SELECTION CRITERIA: The (3) finalists will be selected by the Georgetown Arts and Culture
Board based on the following criteria:
Artistic ability as demonstrated in examples of work submitted
Evidence of experience creating durable and sustainable outdoor sculpture with
repurposed/recycled materials
Experience with public art projects
Willingness and ability to meet contractual guidelines and deadlines
