SUBMITTED BY: Lawren Weiss ATTACHMENTS: Description Type Minutes February 2015 Backup Material ArtPlace summary Backup Material Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas February 24, 2015 The Arts and Culture Board met on Tuesday, February 24, 2015 at 4:30 p.m. in Classroom 211 of the Georgetown Public Library, 402 W. 8th Street MEMBERS PRESENT: Gary Anderson, Philip Baker, Shana Nichols, Betty Ann Sensabaugh and Melissa Waggoner Chair Baker called the meeting to order at 4:30 p.m. Regular Session A. Citizens who wish to address the board. – None were present. B. Announcements of upcoming events. – Eric Lashley announced that this was Philip Baker’s last meeting and thanked him for contributing so much to the community through the Arts & Culture Board. Melissa Waggoner noted that the shows and summer camp schedules are now available at the Georgetown Art Center. Betty Ann Sensabaugh mentioned that the Williamson County Symphony Orchestra will have a March Madness Concert Series March 13 & 14, at the First Methodist Church in Round Rock and the Klett Performing Arts Center in Georgetown. Lawren Weiss noted that the flyers dispersed throughout the community promoting this series features the City’s logo at the bottom. C. Consideration and approval of minutes of January 20, 2015 Arts and Culture Board meeting. – Sensabaugh moved to approve the minutes as distributed. Shana Nichols seconded the motion, which passed unanimously. D. Report from Georgetown Art Works regarding the operation of Georgetown Art Center during the month of January. – Eric Lashley. Lashley reported that there was not an art reception for the Dell & White exhibit due to inclement weather. Lashley noted that the Kumbh Mela reception was fantastic and well attended. The reception featured Indian food, dancers and music. Artist Greg Davis showed a short documentary, and the artist talk went well. Lashley noted that there will be an Open Studio at the Art Center, which is a special benefit for members. Lashley reported that the Art Center will be participating in the Georgetown Swirl event the first Saturday in March. Lashley also noted that the scaffolding currently in front of the Art Center should be down on March 7. Lashley asked the board to consider options and ideas for the second floor of the Art Center. The space is currently occupied by the City’s Public Communications department. The department plans to move into a new location sometime this fiscal year. Assistant City Manager, Laurie Brewer, asked for a wish list for the space. The Board discussed options including an artist residency program, Art Center storage space and a meeting space for the Arts and Culture Board. E. Report on 2015 grant fund distribution. – Lawren Weiss. Weiss informed the Board that the grant funds had been distributed on February 20. Grant letters were sent on Arts & Culture Board letterhead, purchased by the board. F. Report on the meeting with Austin Monthly concerning marketing Georgetown arts and culture for 2016. –Eric Lashley. Lashley reported that a 40 page insert will go out to all subscribers of Austin Monthly beginning in October 2015 and run through December 2016. The insert will focus on the arts in Georgetown. The consensus is that the insert will be paid for by multiple entities including but not limited to, CVB, Laurie Brewer and the Arts & Culture Board. G. Texans for the Arts Legislative Day. –Eric Lashley. Lashley reported that the Texans for the Arts, State of the Arts Conference was sold out. Lashley was able to attend the Legislative Day on Wednesday, January 28. Lashley had the opportunity to meet with Senator Schwertner, Representative Gonzales and Representative Farney. Jane Estes and Lashley met with Texans for the Arts Executive Director, Ann Graham, to discuss how to get more funding for the cultural districts. Lashley reported that a decision will be made on c ultural district funds when Governor Abbott signs the budget. H. 2014 Financial Statement from Georgetown Art Works. – Melissa Waggoner. Waggoner expressed a concern that a complete financial report for 2014 regarding the Georgetown Art Center’s expenses had not been provided by Georgetown Art Works. The board discussed how to ensure the statement is received, as well as consequences for Georgetown Art Works if a statement is not provided. Waggoner moved to approve Lashley to send a letter to Georgetown Art Works President, Diane Gaume, stating that a complete 2014 financial statement must be received by the Arts & Culture Board by March 10, 2015. Gary Anderson seconded the motion, which passed unanimously. I. Consideration and possible action to request from Georgetown Art Works an update on the $3,600 funding request granted by the Arts and Culture Board at the end of FY 2013/2014 . – The board discussed frustration over granting money to Georgetown Art Works for specific items they expressed a need for, and the items not being purchased. In September 2014, Georgetown Art Works presented the Arts & Culture Board with a Wish List of items they needed, but didn’t have the funds to purchase. These items include: $1250 for window shades in the studio, $1,500 for contract legal support, $550 for a Kenmore refrigerator and $286 for 2 desk chairs. After viewing the wish list, the Board voted to grant $3,600 to Georgetown Art Works for these items. As of February 24, not all of the items had been purchased by Georgetown Art Works. Lashley reported that Georgetown Art Works thought they had a year to spend the funds after receiving them. All items have been purchased except the 2 desk chairs and refrigerator. Lashley explained that Mickie Avery is responsible for ordering the refrigerator and Diane Gaume would order the chairs. Two of the door shades had to be re-ordered because the first set came in the wrong size. Waggoner moved to approve Lashley to send a letter to Diane Gaume stating that the remaining items from the 2014 wish list must be purchase within 30 days of the Arts & Culture Board meeting. Nichols seconded the motion, which passed unanimously. J. Report on City of Georgetown web design and schedule for the updated arts.georgetown.org website. –Dana Hendrix. Dana Hendrix explained that the current arts.georgetown.org site looked dated and had not been maintained since Judy Fabry’s retirement. Hendrix is now in charge of this site, and explained that the City is re-doing all of its websites. The library and arts site will be the first to be updated and go live. Hendrix showed the board what the current site looks like, then presented a sample of what the new site will be. In the new site , art, music, theater, and cultural district information will be included and the calendar will be more functional to users. Hendrix asked for feedback from the board about other City’s arts cites and what they would like to include for Georgetown. Hendrix also asked the board to consider having one combined site for the arts and cultural district. K. Consideration and possible action to fund a mural project for a building located on Main Street . –Eric Lashley. Lashley reported that after a month of no response from Faith Clark, owner of the Co-Op, the Board could move on to another mural project. Chet Gardner, host of the Day Tripper on PBS, owns a Main Street building where the backside is facing a large alley. Lashley showed a picture (attached to these minutes) of the building to the board so they could consider whether or not it would be a good location for a mural. After some discussion, the board felt that a mural on Chet Gardner’s building would be a major lift to the property and would easily catch the attention of passersby. Sensabaugh moved to allow Lashley to go forward with Chet Gardner in the planning of a mural on his building on Main Street. Nichols seconded the motion, which passed unanimously. L. Report on ArtPlace Community Development Investments (CDI) Workshop on February 9, 2015. –Melissa Waggoner. Waggoner presented the board with an investment opportunity through ArtPlace America (attached to these minutes). $3 million will be awarded to selected organizations over a 3 year period. To qualify, an organization must meet the criteria of a charitable organization, be located in a nonmetropolitan area with less than 50,000 residents, and may not have a significant history of working with the arts and cultural sector. After a lengthy discussion, the board felt that they should not submit an application to ArtPlace because eligibility requirements couldn’t be met through the board. The board encouraged Waggoner to share her information, in case another organization wanted to apply. M. Report and possible action regarding expenditure of funds from the Arts & Culture Board. – Lawren Weiss, Eric Lashley. Weiss noted expenses paid during the previous month: $45 to Texans for the Arts for Lashley to attend the Legislative Day, $420 to Ideal Signs for Art Center banners in front of safety fence, $20,000 in grant funds to approved grantees. Lashley asked the board to consider purchasing another banner to go in front of the Art Center if the safety fence must remain due to scaffolding. Nichols moved to approve the purchase of a banner for the Georgetown Art Center during construction, if it’s needed. Waggoner seconded the motion, which passed unanimously. N. Consideration of dates of future meetings. Board members present were agreeable to the regularly scheduled March meeting. The next Arts & Culture Board meeting will be March 17, 2015.
