Minutes of the meeting of the
Arts and Culture Board
City of Georgetown, Texas
March 20, 2018
The Arts and Culture Board met on Tuesday, March 20, 2018 at 4:30 p.m. in the Small
Conference Room of Georgetown Public Library, 402 W. 8th Street, Georgetown, TX.
PRESENT: Jane Estes, Tim Fleming, Wes Odell, Laura Sewell, Sharon Snuffer, Carol Watson
and Linda Wilde.
STAFF PRESENT: Eric Lashley- Library Director, Sarah Jane Blankenship-Arts and Culture
Coordinator, and Lawren Weiss-Administrative Assistant
Chair Estes called the meeting to order at 4:30 pm.
A. Citizens wishing to address the Board. – Jane Estes, Board Chair. As of the
deadline, no persons were signed up to speak on items other than what was
posted on the agenda.
B. Announcements regarding arts and culture in Georgetown. Jane Estes, Board
Chair. Board members and City staff discussed arts and culture happenings in
Georgetown such as events and exhibits at Southwestern University,
Georgetown Public Library and Georgetown ISD. No action required.
C. Review of the minutes from the February 20, 2018 Arts and Culture Board
meeting. – Jane Estes, Board Chair. Motion by Wilde; second by Sewell to
approve February’s minutes. Approved 7-0.
D. Discussion and possible action regarding the election of a vice-chair and
secretary. – Jane Estes, Board Chair. Motion by Snuffer; second by Fleming
to re-elect Sewell as Vice Chair and Watson as Secretary. Motion approved 7-
0.
E. Discussion and possible action regarding board meeting time, day and location . –
Eric Lashley- Library Director. Following brief discussion, motion by Fleming;
second by Snuffer to continue meeting third Tuesday at 4:30 pm. Motion
approved 7-0.

F. Review of Arts and Culture Board bylaws and attendance policy. –Jane Estes,
Board Chair. Lashley reviewed the City’s attendance policy for boards and
commissions, as well as the Arts and Culture Board bylaws. No action required.
G. Update on future public art projects. –Eric Lashley, Library Director. City staff
discussed current and future public art projects as follows.
Ceramic poppies from “The Blood of Heroes Never Dies” exhibit are back on
display at the library and on sale for $10 each.
Blankenship and Lashley are working with Karen Frost from the Planning
department to continue the street sign project.
Lashley and Blankenship are working with the Convention and Visitors Bureau to
create an interactive public art piece, utilizing an old phone booth for the Red
Poppy Festival. Following the festival the phone booth will be a changing art
exhibit.
The call for mural proposals is now open on the arts.georgetown.org website.
Board members will select a proposal for the mural at 215 W. 8 th Street during
April’s meeting.
Lashley reported that plans for a mural on the back of the new CVS building have
been cancelled following a meeting between the City and CVS building owners.
Board members discussed the Bloomberg public art challenge and decided to
postpone applying until next year. In the meantime the board will work on
revising the strategic plan and decide which organization to partner with for the
project.
Lastly, the Board and City staff discussed remaining budget funds for this fiscal
year. Lashley will provide more information at a future meeting regarding City
arts and culture budget. No action required.
H. Review of monthly report from Georgetown Art Works. – Eric Lashley, Library
Director. City staff did not receive a monthly report from Georgetown Art Works.
No action taken.

I. Consideration and possible action to make recommendations for public art in the
new City Hall and Municipal Court buildings. –Eric Lashley, Library Director.
Blankenship proposed options for public art in new city buildings (attached). The
Board reviewed options for seven spaces, and will email Blankenship with
additional ideas so she can add to Submittable. The board will vote on these
options at a future meeting. No action taken.
J. Consideration and possible action to modify or recommend a new City ordinance
that allows entertainers performing at outdoor public spaces to accept donations
and gratuities. –Eric Lashley, Library Director. City staff recommends a change to
an existing ordinance that would allow performing artists to entertain in
designated areas during designated days and times. If the Arts and Culture, Main
Street and Convention and Visitors Bureau Advisory Boards approve, City staff
will propose a change in ordinance to City Council. Discussion followed on
whether it would be a benefit to Cultural District, age limitations, amplified music,
merchant input and audition processes. The board requested that City staff
research and report on other Cities who allow these performances. Motion by
Watson; second by Wilde to move forward in researching possibilities for an
ordinance change regarding street performers, before deciding whether or not to
make a recommendation to City Council. Motion pass 6-0 (Sewell absent).
Chair Estes adjourned the meeting at 5:54 p.m. Fleming moves, Watson seconds to
adjourn meeting. Approved 6-0 (Sewell absent).
