March 21, 2017
The Arts and Culture Board will meet on Tuesday, March 21, 2017 at 4:30 p.m. in the Small Conference Room
of Georgetown Public Library, 402 W. 8th Street
PRESENT: Wes Odell, Laura Sewell, Sharon Snuffer, Carol Watson, Linda Wilde
ABSENT: Jane Estes, Tim Fleming
STAFF PRESENT: Eric Lashley- Library Director, Dana Hendrix-Fine Arts Librarian, Lawren Weiss-
Administrative Assistant
Election of temporary chair in appointed Chair’s absence - Motion by Wilde; second by Snuffer to elect
Laura Sewell as temporary Chair. Approved 5-0 (Estes and Fleming Absent)
Temporary Chair Sewell called the meeting to order at 4:30 pm.
A. Citizens wishing to address the Board. –Eric Lashley, Library Director. Cindy Weigand
provided information to the Board regarding the Georgetown Film Conference. The conference
will take place Saturday, October 7, 2017 and will consist of panels, a keynote speaker, and
breakout sessions featuring a group of industry professionals. No action required.
B. Introduction of new board members Wes Odell and Sharon Snuffer. - Eric Lashley, Library
Director. Board members introduced themselves to new members Wes Odell and Sharon
Snuffer. No action required.
C. Announcements regarding arts and culture in Georgetown. - Eric Lashley, Library Director.
Texas Society of Sculptors will display art on both floors of the library June 24-September 23.
Discussion followed about adding a “People’s Choice” award for the 10th anniversary of the
exhibit.
Dar Richardson’s proclamation is planned for July 16 @ 1 PM.
Southwestern University student art exhibits opening this week and will display through the
end of April. “Don Juan Project: A Lecture Performance” will take place April 21 at 7:30 p.m.
this performance is a collaboration between the university’s theatre and music departments.
GISD is exhibiting a high school AP art show from March 31-April 16 in Georgetown Art
Center, with an artist reception Sunday, April 2 from 2-4 p.m. GISD K-12th grade students will
display art in Georgetown Public Library April 4-12, with a reception held on Wednesday, April
5 from 5:30-7:30 p.m. On Broadway taking place the first week of April and GISD is still
seeking donations from businesses to cover the cost of the program.

Odell announced that he is the curator of The Healing Arts Gallery in St. David’s Georgetown
hospital. The gallery is open 7 days a week from 8 am-8 pm. with typically thirty pieces on
display at one time. Art pieces are changed out on the first Friday of each month. Husband &
wife duo Ike & Jane are currently displaying photography and portraits pieces. The Williamson
County Art Guild will display mixed media pieces in April. Odell is currently accepting interest
submissions for the first half of 2018. No action required.
D. Review of correspondence to the Arts & Culture Board. – Eric Lashley, Library Director. No
correspondence to review this month. No action required.
E. Review of minutes from the February 21, 2017 Arts & Culture Board meeting. –Lawren Weiss,
Board Liaison. Motion by Wilde; second by Watson to approve the minutes from the
February 21, 2017 Arts & Culture Board meeting. Approved 5-0. (Estes and Fleming absent)
F. Review of bylaws and attendance policy for the City of Georgetown Arts and Culture Advisory
Board. -Eric Lashley, Library Director. Lashley reviewed City of Georgetown bylaws and
attendance policy with Board. No action required.
G. Election of Vice Chair and Secretary for the Arts and Culture Advisory Board. - Eric Lashley,
Library Director. Motion by Watson, second by Wilde to elect Sewell as Vice Chair. Motion
by Wilde, second by Snuffer to re-elect Watson as Secretary. Approved 5-0 (Estes and
Fleming absent).
H. Consideration and possible action to financially support the Georgetown Film Conference
October 7, 2017. - Eric Lashley, Library Director. Representatives from the Georgetown Film
Conference did not request financial assistance from the City of Georgetown or COG Arts &
Culture Board therefore, no action was taken.
I. Consideration and possible action regarding City of Georgetown Arts & Culture budget and
future projects. - Eric Lashley, Library Director. Lashley asked the Board to consider adding
one more grant period this fiscal year, so individuals and organizations with events happening
in October and November won’t be left out due to the restrictions of previous grant periods.
There is $10,000 available for this grant period. Moving forward, City staff would like to have
two rounds of grants each year and organizations will only be eligible for one grant per year.
No action taken.
J. Report on proposal from artist Rich Walker for a public art project in downtown Georgetown. –
Eric Lashley, Library Director. Lashley reported that he will meet with artist Rich Walker, owner
of Raw Art Design, on Thursday. Walker wants to display an interactive sculpture downtown
that would be a photo opportunity for visitors of the downtown and would have a webcam

attached so people can interact through a website. Discussion ensued regarding possible
locations for the piece, including the splash pad area at Georgetown Art Center during the fall
when pad’s water is turned off. Lashley will provide an additional update next month after he’s
met with the artist. No action required.
K. Report on progress of the Economic Impact Study. –Eric Lashley, Library Director. Lashley
reported that he and TXP consultant Travis James met with representatives from
Southwestern University, Palace Theatre and Williamson Museum to retrieve zip code
information to be used for the Economic Impact Study. Georgetown Art W orks will also provide
zip code information to TXP. The final report will be presented during April’s board meeting,
the James will present to City Council on April 25. No action required.
L. Review of the monthly report from Georgetown Art Works. –Eric Lashley, Library Director.
Lashley reported that he is in negotiation with Georgetown Art Works’ executive board to
discuss improvements for next year. He will also discuss the Operating Agreement between
the organization and City of Georgetown which will be updated and signed in August. No
action required.
M. Report on the possible use of Hotel Occupancy Tax for arts and culture . –Eric Lashley, Library
Director. Lashley reported that he will meet with City staff to negotiate use of Hotel Occupancy
Tax funds for arts and culture. The goal is to utilize general fund money to pay for a full-time
position for arts and culture, while using HOTAX for City arts and culture events, scholars hips,
public art, etc. No action required.
N. Consideration and possible action regarding renewal of the operating agreement between the
City of Georgetown and Georgetown Art Works. –Eric Lashley, Library Director. No additional
comments on this item. Lashley reported on this during item L. No action required.
O. Consideration and possible action to set the dates for future board meetings. – Eric Lashley,
Library Director. The next meeting will be April 18 at 4:30 PM. Watson & Wilde will be absent
next month.
