SEC 2.36.010 DUTIES OF COMMISSION, COMMITTEE & BOARD MEMBERS
Attendance by Members is integral to success of the commission, committee or board. It is
Council policy to require a minimum of 75 percent attendance of each Member at each
regularly scheduled meeting including subcommittee meetings. A Member shall be allowed
two excused absences for the Member's personal medical care, required medical care of a
Member's immediate family member (as defined by City Ordinance), or Member's military
Service that shall not count against the 75 percent attendance requirement. Written notice
shall be sent to a Member and the Member's City Council representative when it appears the
Member may violate the attendance policy by being absent from more than 25 percent of
regularly scheduled meetings, including subcommittee meetings. Excessive absenteeism may
result in the Member being replaced by the Council. If a Member is removed from a committee,
commission or board, that position shall be considered vacant and a new Member shall be
appointed to the Board in accordance with Section 2.36.040

A. Discussion on how this virtual conference will be conducted, to include options for public comments
and how the public may address the Commission – Amanda Still, Arts & Culture Coordinator
Amanda Still, explained how the virtual conference would be conducted.
B. Citizens wishing to address the board – Jane Estes, Board Chair. Eric Lashley signed up to address the
board on item E. No citizens were present to address the board.
C. Announcements regarding arts and culture – Jane Estes, Board Chair.
Susie – received grant money for Full Circle. This will be held at the Heritage Center the 3rd
Thursday of every month and will start April 15, 2021.
Jessica – We are starting grant writing to do a collaborative mobile steam project – just in the
very beginning planning.

Advisory Board Meeting – Jane Estes, Board Chair.

E. Recognition of Janes Estes and Sharon Snuffer for their service on the Arts & Culture Advisory Board –

Eric Lashley thanked the board for their service.
F. Consideration and possible action to approve the artwork for the mural at Georgetown Title as part of
the “percent for Public Art Adjacent to Capital Improvements Projects” – Amanda Still, Arts and
Culture Coordinator
Amanda presented to the board the artwork that Georgetown Title has ranked by their preference that
they would like to board to consider.
Discussion: Revision request - Railway Rhymes but would like to see the train as more of a focal point.
Using the color scheme from ‘Ode to the past. Possibly remove the chevron and replace with the circle
in ‘Ode to the past.
Motion to approve the Railway Rhymes mural design with requested revisions by Sonya Robinson,
second by Marissa Palmer.

G. Consideration and possible approval of draft artwork for the Georgetown Art Center mural – Amanda
Still, Arts and culture Coordinator
Amanda shared with the board a collaborative project working with different local artist. Diversity is the
theme. Right now, each artist is working on what they want to represent. We are meeting on Friday to
nail down this composition. The challenge is combining it all together in harmonious way.
No action needed.

Year Ending Dec. 31, 2020
The preliminary financial statements for the Georgetown Art W orks for 2020 are unaudited
draft results which may undergo material revision prior to release of final results for the year.
The following comments are contingent on the current results. Footnotes to the financial
statements identify the major components of selected items in the statements.
Financial Activity
Despite the many challenges of 2020—including the closure or limited hours of operation of
the Georgetown Art Center from mid-March through August due to the impact of
COVID-19—the Art W orks experienced a gain in revenues of 3.5 percent. The Art Center is
operated by the Georgetown Art W orks under an agreement with the City of Georgetown.
This revenue increase reflected the combined impact of a fundraising campaign early
in the year (before the pandemic cut the campaign short), much-welcomed emergency and
other grants from the City of Georgetown and other funding sources, and full-occupancy
income from rentals of studio space to local artists. Together, these sources more than
offset a sharp drop in donations to the Art W orks and in sales of art on behalf of area artists.
At the same tim e, expenditures fell by about 15 percent, largely due to the layoff and
reduced hours of the Art Center's sole paid staff person during the closure/restriction of
the Art Center.
Financial Position
W hile the Art W orks ended 2020 in the strongest asset position of its existence, including
$52,254 in its bank accounts—that result was accompanied by the impact of emergency
loans on the liability side of the balance sheet. In aggregate, the Art W orks took on short-
and long-term debt totaling $23,500 in 2020.
On the plus side, with prudent management the infusion of cash put the Art W orks in
position to weather a much more severe and extended impact of the pandemic. Positive too
are the highly favorable interest rate and payment terms of the largest loan, the $21,500
borrowed under the SBA's EIDL program. On the less positive side, the size of the new
liability m ay impair the Art W orks' ability to obtain future emergency loans over the 30-year
term of the loan.
Accounting Operations
As part of its ongoing program to strengthen its financial recordkeeping, the Art W orks has
hired Silva Business Services of Georgetown, Texas to provide bookkeeping for the
organization. It has also engaged the accounting firm Reynolds & Franke, PC, of Austin,
Texas to prepare its tax returns and to provide accounting advice.

GEORGETOWN ART WORKS is a 501(c)(3) volunteer based non-profit who [that]
formulates & manages art programs, including the Georgetown Art Center, in partnership with the
City of Georgetown and local arts organizations.

Center is a welcoming environment for visitors to view, appreciate, create, and purchase art.

City of Georgetown Arts & Culture Grants
The Georgetown Arts and Culture Board awards grant twice a year for art, music, theatre, dance, and
cultural heritage events and programs taking place in Georgetown. Starting December 1, 2020, the
board will be seeking proposals for events and programs between April 2021 -September 2021.
Due to the continued obstacles to holding events as a result of the pandemic, the Georgetown Arts and
Culture grants for 2021 Round I will also include funding options for organizational development such as
strategic planning, board training, and professional development that will help fulfill the mission of the
organization.
Nonprofit organizations, schools, and informal arts and culture organizations creating arts and culture
programming, organizational development, or an event open to the public are eligible to apply. The City
of Georgetown Arts and Culture Board considers all applicants without attention to the following –
which includes but is not limited to – race, color, religion, sex, sexual orientation, gender identity,
national origin, veteran, or disability status. Organizations that received funding in the 2020 Round II
cycle are not eligible to apply for 2021 Round I.
The Georgetown Arts and Culture Grants help the Arts and Culture Board fulfill bylaw requirements
which include recognizing and encouraging groups and organizations that enrich Georgetown life by
bringing cultural and artistic values and artifacts to the City. Members of the Arts and Culture Board
believe a vibrant arts community and cultural offerings are good for the quality of life for residents, will
attract visitors, and will assist Georgetown in becoming a nationally recognized arts destination by
2030. The grant program helps develop and strengthen our local arts community by contributing
funding to arts and culture programming that enhances our local community.

Some of the information requested will be:
• Contact information for someone who is readily available to answer questions about the
proposal
• Purpose and description of the event or project

• Amount being requested and total budget, including other anticipated funding sources (e.g.,
donations, ticket sales, other grants)
• Date, location, admission charge, and anticipated attendance
• Size and demographic makeup of past audiences or participants
• If applying for organization development funding, you will be asked to provide the name of the
facilitator or facilitating organization, the organizational development proposal and scope of
work, as well as the cost of the program.
• If applying for organizational development funding, you will be asked to describe how the
development will help your organization fulfill its mission.
Special consideration will be given for events or projects that meet one or more of these criteria:
• Are free admission
• Include outreach to populations that are traditionally underrepresented
• Have a cultural tourism or economic impact (e.g., events that may attract people who also
attend other arts & culture venues or events, stay overnight, shop, or dine in Georgetown)
Organizations or individuals that receive funding will be required to follow up by:
• Recognizing the City of Georgetown Arts and Culture Board in their advertising and programs
• Submitting a one-page report to the Arts and Culture Board with a description of the use of
grant funds and copies of event promotion materials
