SUBMITTED BY: ATTACHMENTS: Description Type Minutes April 2017 Backup Material Page 4 of 11 Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas April 18, 2017 The Arts and Culture Board will meet on Tuesday, April 18, 2017 at 4:30 p.m. in the Small Conference Room of Georgetown Public Library, 402 W. 8th Street PRESENT: Jane Estes, Tim Fleming, Wes Odell, Laura Sewell, and Sharon Snuffer. ABSENT: Carol Watson and Linda Wilde STAFF PRESENT: Eric Lashley- Library Director and Dana Hendrix-Fine Arts Librarian Chair Estes called the meeting to order at 4:30 pm. A. Citizens wishing to address the Board. –Eric Lashley, Library Director. As of the deadline, no persons were signed up to speak on items other than what was posted on the agenda. B. Announcements regarding arts and culture in Georgetown. – Jane Estes, Board Chair. The proclamation honoring Dar Richardson will be held July 16 at the Texas Society of Sculptors reception at 1 p.m. Grant information has been posted on the arts.georgetown.org page. The deadline for applications is June 6. Sun City Photography Club is currently exhibiting artwork in the library. Board member Wes Odell has some pieces in the show. The world premiere of Don Juan at Southwestern University will take place April 21 at 7:30 p.m. in the Alma Thomas Fine Arts Center. The Healing Arts gallery at St. David’s Hospital is exhibiting works from the Williamson County Art Guild. Estes reported her next Williamson County Sun article will be on how to view a challenging piece of art. No action required. C. Review of minutes from the March 21, 2017 Arts & Culture Board meeting. –Jane Estes, Board Chair. Motion by Odell; second by Sewell to approve the minutes from the March 21, 2017 Arts & Culture Board meeting. Approved 5-0. (Watson and Wilde absent) D. Report on progress of the Economic Impact Study. –Eric Lashley, Library Director. Lashley reviewed the highlights of the draft report. The report notes: a strong arts and culture sector in the downtown, City has good planning documents, arts and culture sector is a quality of life issue, largest economic impact comes from tourism, business owners have a positive attitude towards the arts and culture, strong music scene, local artists are composed mostly of hobbyists, and Georgetown has a strong fine arts education scene with GISD and Southwestern University. The report had six recommendations: I. Create Arts and Culture Manager position II. Work more efficiently with Main Street, CVB, and nonprofit organizations that deal with the downtown cultural district. III. Formalize role of CVB as marketing the arts and tourism Page 5 of 11 IV. Add Arts and Culture questions to the citizen survey V. Allocate HOT tax funds for arts and culture VI. Continue following the Downtown Master Plan and Arts and Culture Strategic Plan The draft mentioned the possibility of merging Main Street and Arts & Culture Boards. Following discussion the Arts & Culture Board expressed that this is not a good idea. Lashley explained that he will change the language in the final draft. Per the Board’s request, Lashley will reach out to Michaela Dollar with the Main Street Board to set-up future meetings and partnerships. Dana Hendrix will introduce Travis James with TXP, Inc. at the April 25, 2017 City Council meeting in Lashley’s absence. No action required. E. Report on proposal from artist Rich Walker for a public art project in downtown Georgetown. – Eric Lashley, Library Director. Lashley distributed conceptual drawings (attached to these minutes) for two different public art projects that were introduced to him, Cari Miller (Convention and Visitor Bureau), and Kimberly Garrett (Parks and Recreation). Rich Walker is a local artist that would like to install a piece of public art downtown or at Blue Hole that could be used as a photo opportunity. He proposes both installations have a webcam installed to allow people to remotely enjoy the interactions of visitors with the sculptural elements. The piece proposed for downtown was entitled “Hip to Be Square” and the piece for Blue Hole was a literal blue hole. The Board preferred the piece for Blue Hole. Lashley noted that the Board cannot commission Mr. Walker to make a piece for Blue Hole, but would need to have a call for art and hold a competition. This project will take place next fiscal year if the Board wishes to move forward. No action required. F. Report on City of Georgetown Sculpture Tour. –Dana Hendrix, Fine Arts Librarian. Hendrix reported on changes to the upcoming Sculpture Tour. The call for proposals will go out to the public May 1. The Board will select nine pieces to replace the sculptures currently inhabiting the library and downtown area. Discussion ensued about changing amounts awarded exhibiting artists, and working with other cities to move sculpture from location to location. No action required. G. Review of monthly report from Georgetown Art Works. –Jane Estes, Board Chair, and Eric Lashley, Library Director. Lashley reported that he had not received a report, but possibly Lawren Weiss had. Since Weiss was absent, the report will be emailed to board members at a later date. No action required. H. Consideration and possible action to set the dates for future board meetings. – Eric Lashley, Library Director. The next meeting will be May 16 at 4:30 PM. No action taken.
