SUBMITTED BY: Lawren Weiss ATTACHMENTS: Description Type Minutes April 2015 Backup Material Page 4 of 23 Minutes of the meeting of the Arts and Culture Board City of Georgetown, Texas April 20, 2015 The Arts and Culture Board met on Tuesday, March 17, 2015 at 4:30 p.m. in Classroom 211 of the Georgetown Public Library, 402 W. 8th Street MEMBERS PRESENT: Gary Anderson, Steve Harris, Shana Nichols, Betty Ann Sensabaugh, Liz Stewart, Amanda Still and Melissa Waggoner STAFF PRESENT: Dana Hendrix, Eric Lashley, Lawren Weiss Chair Sensabaugh called the meeting to order at 4:30 p.m. Regular Session A. Citizens who wish to address the board. – None were present. B. Announcements of upcoming events. – Liz Stewart announced that the Georgetown Symphony Society’s Season Finale will take place on Sunday, April 2 6 at 4 p.m. at the Klett Center. Dana Hendrix announced that Peter Fletcher will perform in the library lobby May 17, from 2-4p.m. Lawren Weiss passed out thank you letters to the board from various non-profit organizations regarding grants awarded by the Arts & Culture Board. C. Introduction of new board member Steven Harris. –Eric Lashley. Lashley introduced Steve Harris to the board and asked board members to introduce themselves to him. D. Consideration and approval of the minutes of the March 17, 2015 Arts & Culture Board meeting. – Betty Ann Sensabaugh noted that the motion made on item “E,” Election of Vice Chair and Secretary, from the March 17 meeting was incorrect. Because Stewart was nominated as Secretary, she cannot be the one to second the motion. The Board agreed to re- vote at the next meeting. Shana Nichols moved to approve the minutes as distributed. Melissa Waggoner seconded the motion, which passed unanimously. E. Report from Georgetown Art Works regarding the operation of the Georgetown Art Center during the month of March. – Eric Lashley. The Board reviewed the Art Center report for March. Harris requested the addition of a graph representation of the statistics to the monthly report. Lashley noted that a large purchase was made in the Art Center’s gift shop and that May’s exhibit will be Women Painting Women. A dinner with the ladies of the Women Painting Women art exhibit will be held June 12 at 6:30 p.m. Page 5 of 23 F. Report on mural project. –Eric Lashley. Lashley reported that the deadline for mural proposals for the building on 711 Main Street is April 24, 2015. Monday after the deadline, Weiss will send board members all of the proposals. The board is to individually review the proposals, pick their three favorites and send those picks via email to Weiss no later than Tuesday, May 12, 2015 at 5 p.m. The owner of the building will do the same, and the Board will vote on a final artist at the May 19, 2015 meeting. G. Consideration and possible action to send a representative to the American s for the Arts Annual Convention. – Eric Lashley. Lashley asked the board to consider sending a representative to the Americans for the Arts Conference during June in Chicago, Illinois. Lashley explained that the board has money in their budget for training and administration, so they can afford the expense, if they choose to send someone. After some discussion, the board agreed they should send someone to the conference, but decided to vote on whom to send at May’s meeting. The Board requested that Weiss send the web address for the Americans for the Arts site, so they could learn more information about the conference. The itinerary for the conference was included in the Board’s April agenda packet. Amanda Still moved to spend up to $1,600 from the Arts & Culture Board’s budget to send a representative to the Americans for the Arts Con vention in June. Liz Stewart seconded the motion, which passed unanimously. H. Consideration and possible action regarding marketing the Cultural Distric t in the October issue of Austin Monthly magazine. – Amanda Still. Still passed out samples of an insert that will go in the October issue of Austin Monthly, featuring different non-profit organizations in Georgetown’s Cultural District. Still reported that the insert could be 32 pages for $30,234 or 40 pages for $37,405. The cost of the insert includes 42,000 print copies, to be dispersed to businesses and subscribers, as well as 5,000 print copies for the City of Georgetown to disperse as it chooses. There will also be a full page ad for Georgetown behind the insert. For an additional $3,000 Austin Monthly will feature a PDF version of the insert on their website. Still and Diane Gaume of Georgetown Art Works coordinate with Austin Monthly regarding the design and content of the insert. However, future coordinating could include content from the Convention & Visitors Bureau and the Arts & Culture Board. Potential content for the insert includes a calendar of events, visitors guide, and/or an exhibit season calendar for the Georgetown Art Center. Still explained that June 1st, Austin Monthly will provide a design template for the insert. July 1st is the deadline to have all arts content to Austin Monthly. Still asked the Board to consider funding a portion of this project. After some discussion, the Board asked Still to send them Page 6 of 23 demographics & statistics from Austin Monthly to get a better idea of how far the information would reach. Harris moved to spend $7,000 from the current budget for an insert to go in the October issue of Austin Monthly. Nichols seconded the motion, which passed unanimously. I. Discussion of future recruitment of a Southwestern University faculty member and a Georgetown ISD representative to serve on the Arts & Culture Board . –Eric Lashley. Lashley explained that the Arts & Culture Board ordinance requires the Board’s seven members to consist of one Southwestern University faculty member and one GISD representative. The board previously filled these positions with appropriate members, but once their t erms expired the Council did not appoint any such members. Lashley asked the Board to consider requesting that City Council change the ordinance, so as not to specify what kind of representatives would be on the board; or to consider recruiting a Southwestern University faculty member & GISD representative to be an addition to the board’s 7 members. After some discussion, no motion was made on this matter. J. Report and possible action regarding expenditure of funds from the Arts & Culture Board. – Lawren Weiss, Eric Lashley. Weiss reported that no money was spent during the month of April. K. Discussion of FY 2015/16 budget request to City Council. – Eric Lashley. Lashley explained that he requested an additional $10,000 from City Council for next fiscal year’s marketing budget, which would make the total base budget $60,000. Lashley also asked the board to consider ideas for the second floor of the Art Center, should Council ask for recommendations. The Board requested that Dana Hendrix research artist in residency programs and maker space options to present to the Board next meeting. L. Consideration of dates of coming meetings. – Eric Lashley. The next board meeting will be May 19, 2015. Lashley announced that new City Manager, David Morgan, will attend the September Arts & Culture Board meeting. ITEM SUMMARY: April 24, 2015 was the deadline for artists to submit mural proposals to the Arts & Culture Board for a building on 711 Main Street. The board received 9 proposals from 11 artists. Board members reviewed all proposals prior to May's meeting. The mural must be completed prior to Saturday, August 1, 2015. FINANCIAL IMPACT: The financial impact of this item will be a $3,000 stipend to the artist, as well as materials reimbursement up to $500. Funding for this item will come from the Arts & Culture Board's regular budget for Public Art. FINANCIAL IMPACT: The financial impact of sending a representative to the Americans for the Arts Convention will include: $500 for admission, as well as additional costs for airfare, lodging and meals. The Arts & Culture Board currently has $1,592.75 in their regular budget for training & administrative costs.
