PRESENT: Jane Estes, Susie Flatau, Marissa Palmer, Sonya Robinson, Gaby Shultz, Jessica Meurer-Sobhani, and Sharon Snuffer. ABSENT: None STAFF PRESENT: Amanda Still – Arts and Culture Coordinator and Eric P. Lashley – Library Director. MEMBERS OF THE PUBLIC: None Chair Estes called the meeting to order at 4:37 P.M. Regular Agenda A. Citizens wishing to address the Board. – Jane Estes, Board Chair. As of the deadline, no persons were signed up to speak on items other than what was posted on the agenda. B. Announcements regarding arts and culture. – Janes Estes, Chair. Estes announced on June 16 Lark and Owl will host virtually Phil Donahue and Marlo Thomas as they promote their new book, Makes a Marriage Last. Flatau announced the Georgetown Art Center has reopened and the current exhibit Critters has been extended. Still announced the board would be considering artists for the recycled art project and grants to nonprofit arts organizations at the regular June meeting. No action was taken. C. Consideration and possible action to approve minutes from the March 10, 2020 Arts and Culture Board meeting. – Jane Estes, Chair. Motion by Flatau, seconded by Snuffer to approve the minutes of the March 10, 2020 Arts and Culture Board meeting. Approved 7-0. D. Consideration and possible action to approve grant applications to the National Endowment for the Arts and Texas Commission on the Arts providing COVID relief funding to the City of Georgetown Arts and Culture Program. – Amanda Still, Arts and Culture Coordinator. Still withdrew this item. No action was taken. Page 3 of 7 E. Consideration and possible action to approve an arts and culture grant application to the Texas Commission on the Arts Cultural District Grant Program for funding towards a capital improvement project. The project would connect Founders Park and the plaza between Grace/Watkins Insurance building to include public art and a small artist market space that would benefit residents, local businesses, and local arts community. – Amanda Still, Arts and Culture Coordinator. Still discussed the idea of creating an arts district within the Cultural District that would encompass 9th Street from the Art Center to Founders Park. Still gave an overview of a larger project that would include additional greenspace next to Founders Park, shared outdoor space with local businesses, and space for art festivals. Two public art projects would be included: a mural behind the Georgetown Art Center and metal screen around a utility transformer on Main Street. Still and Lashley have been meeting with Cari Miller – CVB Director and Kim Mcaullife - Economic Development to discuss ways to bring back events to the downtown after the pandemic. This idea has been discussed with many stakeholders and City departments and has gotten positive responses by all. Unfortunately, there is no funding source for the entire project. Staff recommended moving forward with a grant to help pay for the mural behind the Georgetown Art Center since it was a project already identified for FY 21. There was much excitement for the project. Snuffer announced she was hopeful the City could one day fund the entire project and thought a mural would be a good first step. Motion by Flatau, seconded by Robinson to approve an application by the City of Georgetown to the Texas Commission on the Arts for funding of a mural at the Georgetown Art Center for $5,250. Approved 7-0. F. Consideration and possible action regarding future meeting dates. – Jane Estes, Chair. There were no reasons to move the regular June meeting date and therefore, the meeting will be held on June 16, 2020 at 4:30 p.m. Chair Estes adjourned the meeting at 5:00 p.m. Respectfully submitted, Sharon Snuffer Jane Estes Board Secretary Board Chair Page 4 of 7 City of Georgetown Arts & Culture Grants The Georgetown Arts and Culture Board seeks grant proposals twice per year for art, music, theatre, dance, and cultural heritage events and programs taking place in Georgetown. Nonprofit organizations, schools, informal arts and culture organizations, and individual artists who are creating public art, arts and culture programming, or an event open to the public are eligible to apply. The City of Georgetown Arts and Culture Board considers all applicants without attention to the following – which includes but is not limited to – race, color, religion, sex, sexual orientation, gender identity, national origin, veteran, or disability status. Organizations may only submit one grant proposal per calendar year. Open calls for grant proposals are issued on the following standard schedule: Due to special circumstances related to COVID-19, the 2020 Round II grant cycle for events and programs occurring between October 2020 and March 2021 has been adjusted to address these special circumstances and will follow this adjusted schedule: For events and programs occurring in… Call will be open Candidates will be notified Checks will be mailed April 2020-Sept. 2020 Dec. 1-31, 2019 January 2020 February 2020 Oct. 2020-March 2021 June 1-30, 2020 July 2020 August 2020 For events and programs occurring in… Call will be open Candidates will be notified Checks will be mailed Oct. 2020-March 2021 July 1-31, 2020 August 2020 September 2020 Page 5 of 7 Due to special circumstances related to COVID-19 and the difficulty in planning events and programs for the 2020 Round II grant cycle, organizations may submit grant proposals that also seek relief funding for operating costs affected by COVID-19 during the period of March 2020-September 2020. These operating costs include the following categories: • Facilities costs – percentage of rent or percentage of utilities • Percentage of salary for one or more positions that are critical to an organization’s artistic mission • Percentage of fees for artists and/or contractual personnel to maintain or expand the period during which such persons would be engaged Organizations may still choose to submit grant proposals for events occurring October 2020-March 2021. Organizations awarded funding during the 2020 Round I cycle for events and programs occurring April 2020-September 2020 are not eligible to apply in the 2020 Round II cycle for events and programs or COVID relief funding. The information requested in the proposals will be: • Contact information for someone who is readily available to answer questions about the proposal • Purpose and description of the event or program • If requesting COVID relief funds, why this funding would help further the organization’s mission • Amount being requested and total budget, including other anticipated funding sources (e.g., donations, ticket sales, other grants) • Date, location, admission charge, and anticipated attendance • Size and demographic makeup of past audiences or participants Special consideration will be given for events or programs that meet one or more of these criteria: • Are free admission • Include outreach to populations that are traditionally underrepresented • Have a cultural tourism or economic impact (e.g., events that may attract people who also attend other arts & culture venues or events, stay overnight, shop, or dine in Georgetown) Page 6 of 7 Organizations or individuals that receive funding will be required to follow up by: • Recognizing the City of Georgetown Arts and Culture Board in their advertising and programs • Submitting a one-page report to the Arts and Culture Board with a description of the use of grant funds and copies of event promotion materials If you have questions, please email Amanda Still at amanda.still@georgetown.org or call 512- 930-8471.
