Minutes of the meeting of the
Arts and Culture Board
City of Georgetown, Texas
May 15, 2018
The Arts and Culture Board met on Tuesday, May 15, 2018 at 4:30 p.m. in the Small Conference Room of
Georgetown Public Library, 402 W. 8th Street, Georgetown, TX.
PRESENT: Tim Fleming, Wes Odell, Carol Watson and Linda Wilde.
ABSENT: Jane Estes, Laura Sewell and Sharon Snuffer.
STAFF PRESENT: Eric Lashley- Library Director, Sarah Jane Blankenship-Arts and Culture Coordinator, and
Lawren Weiss-Administrative Assistant
Election of Chair: Fleming nominates Watson act as Chair for June’s meeting. Wilde seconds. Approved 4-0
(Estes, Sewell and Snuffer absent).
Temporary Chair Watson called the meeting to order at 4:33 pm.
A. Consideration and possible action to approve minutes from the April 17, 2018 Arts and Culture
Board meeting. – Jane Estes, Board Chair. Motion by Odell; second by Wilde to approve
April’s minutes. Approved 4-0 (Estes, Sewell and Snuffer absent).
B. Citizens wishing to address the Board. – Jane Estes, Board Chair. As of the deadline, no
persons were signed up to speak on items other than what was posted on the agenda.
C. Announcements regarding arts and culture in Georgetown. Jane Estes, Board Chair. Updates
from City staff and board members regarding the Texas Society of Sculptors annual show at
the library, the City’s arts and culture Instagram account and a future arts and culture
newsletter. No action required.
D. Report on future arts and culture projects. – Sarah Blankenship, Arts and Culture Coordinator.
Mila Sketch was selected by the board to produce the mural on 215 W. 8th St. City staff
will present a mural easement to council on May 22 to move forward with the project.
Blankenship will assist Georgetown Art Works in creating a booklet for this year’s
annual Art Hop competition.
The second call for proposals opens June 1-30 for arts and culture events or project
happening October 2018-March 2019.
Blankenship and Lashley discussed the removal/relocation of “Discover Georgetown All
Over Again”, a mural currently located on the square.
Recycled street sign project update: There will be more signs available than initially
anticipated due to some of the new, red street signs being printed incorrectly. Therefore,
there will be brown, blue, green and red signs to use for this public art project.
The Red Poppy Festival will celebrate its 20th anniversary in 2019, so City Manager
David Morgan wants City staff, the Arts and Culture Board and the Convention and

Visitors Bureau to come up with a public art project for the festival. This year’s
Superman photo booth was big hit.
E. Consideration and possible action to review sculpture tour expansion, call for entries, selection
and grading process. –Sarah Blankenship, Arts and Culture Coordinator. Blankenship
proposed changing the number of entries per artist to the sculpture tour, and adding new
locations possibly including Garey Park and in front of Robert’s Printing on E. 8th St. Board
reviewed the proposed grading draft (attached) to be used in the arts entries software,
Submittable. Discussion followed on how to grade diversity in submissions. No action taken.
F. Review of the Georgetown Art Works monthly report. –Eric Lashley, Library Director. Lashley
gave GAW a template for a new monthly report, which is only one page compared to previous
report that was too lengthy. Board members would like to see more data on attendance for
classes and camps included in the new report. No action required.
G. Consideration and possible action for a proclamation for Dr. Ke nny Sheppard, Professor of
Music, Southwestern University, for the June 12, 2018 Council meeting. –Laura Sewell, Board
member. Fleming moves to nominate Dr. Kenny Sheppard for a proclamation by Mayor Ross
for his lifelong achievements in the arts. Second by Odell; motion approved 4-0 (Estes, Sewell
and Snuffer absent).
H. Consideration and possible action to consider a donation of sculptures from the estate of
Meredith Mitchell. –Eric Lashley, Library Director. Estate of Meredith Mitchell wishes to donate
several art pieces to the City (photos attached). Motion by Wilde to accept the donation of
Cosmic Star and Nubie. Watson seconds; motion approved 4-0 (Estes, Sewell and Snuffer
absent).
I. Consideration and possible action to consider future art work for the n ew City Hall and
Municipal Court buildings. –Eric Lashley, Library Director. Blankenship reported that CIP
Manager Eric Johnson has requested the board’s proposals regarding art in ten areas of the
new City Hall and Municipal Court buildings. Decisions must be made this month in order for
construction to include structural support for artwork in these areas. Project includes a general
budget of $15,000-19,000 for artist stipends, as well as funds built into the Downtown West
project for signage that could possibly utilized for this project. Following lengthy discussion,
board members voted to propose the following:
1. Motion by Wilde to recommend reinforcing the restroom blade wall area and include
lighting for area one. Artwork for this space will be selected through a call for entries.
Second by Fleming; motion approved 4-0 (Estes, Sewell and Snuffer absent).
2. Motion by Fleming to recommend installing eight hooks in an octagonal setting, including
one in the center of octagon and lighting for area two. Artwork for the rotunda will be done
by one artist to be selected through a call for entries, which will not include a theme and will
be installed by the City. Second by Wilde; motion approved 4-0 (Estes, Sewell and Snuffer
absent).

3. Motion by Wilde to propose that the City to purchase mobile, interior art panels for area
three in City Hall. Second by Odell; motion approved 4-0 (Estes, Sewell and Snuffer
absent).
4. Motion by Fleming to recommend the City purchase and install a concrete plinth which will
be included as a location in the City’s Sculpture Tour until a permanent piece can be
purchased by the City. Second by Watson; motion approved 4-0 (Estes, Sewell and
Snuffer absent).
5. Motion by Odell; second by Wilde to recommend that the City consider area five and six
in future arts acquisitions and projects. Approved 4-0 (Estes, Sewell and Snuffer absent).
6. Motion for item six included above.
7. This area is no longer part of the project.
8. Motion by Odell; second by Wilde to recommend the City purchase a flat artwork
hanging system (similar to library’s system), along with directional lights purchased and
installed toward the curved wall. Approved 4-0 (Estes, Sewell and Snuffer absent).
9. Motion by Odell; second by Watson to propose a selection of digital artwork through a
call for entries for area nine, above the transaction window in Municipal Court. Approved
4-0 (Estes, Sewell and Snuffer absent).
10. Motion by Watson; second by Wilde to recommend adding sculptures to area ten at a
future date, along with night lighting. Approved 4-0 (Estes, Sewell and Snuffer absent).
J. Consideration of future meeting dates. –Jane Estes, Chair. The next Arts and Culture Board
meeting will be held on June 19, 2018 at 4:30 p.m.
Temporary Chair Watson adjourned the meeting at 6:54 p.m.

5 facts for the proclamation:
1.Dr. Kenny Sheppard has been a driving force behind Southwestern University’s Music Department for the
last 44 years, starting at Southwestern in 1974. As Professor of Music at Southwestern University, he
conducted the University Chorale and the Southwestern Singers and taught thousands of students including
numerous music educators and conductors.
2.Under his leadership the Southwestern University The Choral has performed at Carnegie Hall, the Orchestra
of Santa Fe Bach Festival, the Austin Symphony, Big Spring Symphony, Fort Worth Symphony, Temple
Symphony, Austin Civic Orchestra, and Air Force Band. Internationally, Dr. Sheppard has led the Southwestern
University Chorale in performances in China, Italy and Paris.
3.Dr. Kenny Sheppard was awarded the Texas Choral Directors Association’s top honor in July 2016, the Texas
Choir Master Award which has only been received by sixteen conductors since 1978.
4.Dr. Kenny Sheppard created the Central Texas Chorale which became the San Gabriel Chorale in 1988, with a
majority of its members being Georgetown residents.He conducted the chorus until 1998.For many
residents of Georgetown the chorus has been a weekly home to create and sing at the highest levels. The San
Gabriel Chorale has created a significant impact on the arts in Georgetown.
5.Since the 2005 creation of the Georgetown Festival of the Arts, Dr. Sheppard has led the Festival Chorus and
Orchestra.

“Discover Georgetown All Over Again” mural into municipal
lobby
Stucco and mural will be removed from the building at 101 W 7th beginning July 9th.
Staff met with the contractor and they will try to save large pieces of it. No guarantee.
The city has documented the mural photographically.
21’ x 16’ is width of area on municipal building wall. It is similar to the mural at 101 W 7 th
which is 23.5’ x 10’. Some of the brown border would get cut off on the side if we located it a municipal court at the same size.
City is considering a possible artistic interpretation of the mural using pieces of what can be salvaged and printed photographic documentation. (We will explain this more at the meeting)Page 35 of 40
