E C ons ideration and possible action to approve an arts and culture grant applic ation to the Texas

C ommission on the Arts C ultural District G rant P rogram for funding towards a c apital improvement
projec t. T he projec t would c onnect F ounders P ark and the plaza between G rac e/Watkins Ins urance
building to include public art and a small artist market s pace that would benefit res idents , local busines s es ,

Minutes of the Meeting of the
Arts and Culture Board
City of Georgetown, Texas
March 10, 2020
The Arts and Culture Board me t on Tuesday, March 10, 2020 at 4:30 p.m. in Small Conference Room on
the second floor of Georgetown Public Library, 402 W. 8 th Street.
Present: Jane Estes, Susie Flatau, Marissa Palmer, Sonya Robinson , Gaby Shultz, Jessica Meu rer-
Sobhani, and Sharon Snuffer.
Absent: None.
Staff present: Amanda Still – Arts and Culture Coordinator, Eric P. Lashley – Library Director and Lawren
Weiss-Administrative Assistant.
Chair Estes called the meeting to order at 4:30 p.m.
Regular Agenda
A. Citizens wishing to address the board . –Jane Estes, Chair. None were present. No action required.
B. Introduction of new board members Jessica Meurer-Sobhani, Mari ssa Palmer, Sonya Robinson,
and Gaby Shultz. –Jane Estes, Board Chair. Board members introduced themselves to each other.
No action required.
C. Announcements regarding arts and culture . – Jane Estes, Chair. Board members announced
upcoming events for Georgetown Art Works, Lark and Owl Booksellers and Southeast Georgetown
Community Coun cil ’s Eastside artists. No action required.
D. Consideration and possible action to approve the minutes from the February 18, 2020 Arts and
Culture Board meeting. -Jane Estes, Chair. No discussion necessary. Motion by Snuffer; second
by Flatau to approve the February 18, 2020 minutes as distributed. Approved 7-0.
E. Review of Arts and Culture bylaws and attendance policy. –Eric Lashley, Library Director. Lashley
reviewed the Arts and Cu lture bylaws and City of Georgetown attendance policy as provided in the
agenda. No action required.
F. Discussion and possible action to elect a Vice -Chair and Secretary to the Arts and Culture Board. –
Jane Estes, Board Chair. Following a brief discussion, motion by Snuffer; second by Robinson to
elect Susie Flatau as Vice Chair. Approved 7-0. Motion by Flatau; second by Meurer-Sobhani to
elect Sharon Snuffer as the Secretary for the Arts and Culture Advisory Board. Approved 7-0.
G. Consideration and possible action to rank budget priorities for fiscal year 2020 -2021. –Eric Lashley,
Library Director and Amanda Still, Arts and Culture Coordinator. City staf f discussed projects from
previous fiscal years and plans for future projects. Still asked boar d members to consider priorities
for the next fiscal year and send rankings to her as soon as possible once completed. No action
taken.
H. Consideration and possible action to approve the Call to Artists/Request for Qualifications for the
Recycled Street Sig n Sculpture Project. –Amanda Still, Arts and Culture Coordinator. Still asked for
feedback regarding the draft Call to Artists/Request for Qualifications for the Recycled Street Sign
project, as provided in the agenda packet. Still explained there is a ti ght schedul e in order to Page 3 of 5
accomplish the project this fiscal year and utilize newly available TIRZ funds. Following discussion,
motion by Flatau ; second by Robinson to open the call for the Recycled Street Sign project as
provided. Approved 7-0.
I. Consideration of Arts and Culture Coordinator report. -Amanda Still, Arts and Culture Coordinator.
Still reviewed her monthly report with the board regarding public art programs and projects as
provided in the agenda. The board watched a video from the Preserving Hi story mural dedication ,
and Still gave an overview of 2019 -20 compl eted projects. Discussed in -progress projects such as
City Hall gallery exhibits, murals and recycled street sign project. Future projects such as grant
opportunities, the Field of Honor project and phase 1 of the City Center project. No action required.
J. Consideration and possible action regarding future meeting dates. -Jane Estes, Chair. The next
meeting will proceed as regularly scheduled on April 21, 2020 at 4:30 p.m. at the library. Note: This
meeting was cancelled due to COVID -19.
Chair Estes adjourned the meeting at 6:38 p.m.
