Minutes
Monday, September 12, 2016 at 6:00 p.m.
Georgetown Communications and Technology Building

Members present: Melinda Marler, President; Steve Goodman; Richard Harrison; Gary
Newman; Brian Ortego; Katie Porter and Bill Weber

Meeting called to order by Marler at 6:06 p.m.
A. Welcome new Board member Gary Newman and public wishing to address the Board.
Melinda Marler, President. Gary Newman was welcomed as the newly appointed
developer representative.
B. Discussion and possible action to approve the minutes of the August 8, 2016 regular
meeting – Karen Frost, Secretary.
Marler opened the floor for citizens to speak. Paula Curry, Patsy Nieto and Marlene
McMichael requested changes to the minutes.
Motion by Harrison, second by Ortego to approve the minutes with corrections as
appropriate. Approved 7‐0.
Marler invited the citizens to speak at this time.
Paula Curry: voiced concerns about the budget and the mention of recreational facilities
that she says she is not okay with. There is a statement of “perpetual assessment” that
she states the area does not need daily maintenance but that it does need improvement.
She stated there has not been any mulch installed in a year which affects the health of
the environment. There are still no MuttMitts in the holders. She complained that the
area behind the Delaney is looking bad with high grass, dead trees and trash, and the
Delaney parking lot lights are too bright.
Briggs responded that the city will look at the bufferyard requirements, the native
landscape that is allowed, the lights, the fencing requirements and the general
maintenance of the area.
Patsy Nieto: voiced concern over the condition of the parks, lack of mulch, lack of
MuttMitts and asked for clarification of the budget items for sidewalks and street trees.
She also asked for Mr. Briggs to contact her.

C. Consideration and possible action to cancel the rental of a storage unit for miscellaneous
storage. Melinda Marler, President
Marler explained that there is not a reason to continue renting this space. There is very
little being stored in the unit. Briggs said the signs can be stored with the city and this
should be cancelled.
Motion by Ortego, second by Goodman to cancel the rental effective October 1, 2016.
Approved 7 – 0.
Marler and Karen Frost will make arrangements to clean out the remaining items before
October 1.
D. Presentation of the Georgetown Village Public Improvement District monthly financial
reports for the month of July 2016 – Bill Weber, Treasurer
Weber presented the reports and said there was nothing showing a significant variance.
There was some discussion on the effect of “frozen” taxes on the PID.
E. Project Update Reports – Jim Briggs, General Manager of Utilities
Briggs reported that the alleys have been sealed and the work is complete for
that stage. Striping will be done soon, especially for the crosswalks. Inlets and
drainage work will be done after Oct 1, in the 2017 budget. Marler questioned
why all the alleys had to be done at once. Briggs explained that is was more cost
effective to do it this way. The work came in under the projected, budgeted
amount.
The Safe Routes to School program will be held at Village Elementary this year
and the crosswalks will be painted/installed before that event on October 5th.
Staff was asked to look at construction entrance signs and to look at the Village
Commons roundabout. There is concern that construction traffic is tearing up
the landscaping and curbs.
Mulch and MuttMitts update: Eric Nuner explained that the maintenance
contract that the PID is under is for the months of July through September does
not include the installation of mulch. The regular PID maintenance is being
added to the citywide landscape maintenance contract that is going out to bid
soon. That bid should be issued by January. As a result, the PID maintenance
will be handled by Brightview on a month‐to‐month basis until the permanent
contractor is chosen. Nuner is bidding out the purchase and installation of 500
cubic yards of mulch and is hoping to have that installation begin by the end of
the month.
Marler stated she likes the idea of the contract being bid out with the city
contract but wants the Board to be included in the process. Marler also noted that
the property in front of the cemetery along Shell Road is still being maintained
by the PID contractor and that the property owner(s) of the cemetery should be
maintaining that, not at the PID expense.

Mutt Mitts have been ordered and should be delivered this week. There was a
miscommunication about whose responsibility it was to provide and install
them. That is resolved and Brightview will be installing them in all the holders
as they provide maintenance in those areas.
Irrigation repairs – Jamie Beran reported the contract has been issued and the
contractor will begin working on the irrigation system repairs on September 26.
Board members asked to begin discussions on items that can be considered
capital improvements. Briggs stated those items can be discussed at workshops
in the future, as part of a posted agenda. The city attorney has stated that capital
improvements can be valid expenses from the special revenue fund.
Board members brought forth specific concerns about areas within the PID that
need to be addressed. Staff noted those and will address them with the
developer or the property owners as needed.
Tree‐trimming – Andreina Davila reported that the tree trimming of trees in the
PID common areas would begin the end of September. There was discussion of
the difference between the trees being trimmed and the “street trees” that were
on private property. Street tree trimming will be discussed at a later time, it was
not part of the approved budget but was an item on the parking lot list for
consideration at a later date.
Budget and Assessment Plan – Davila reported that the City Council approved
the first reading of the budget along with the assessment rate. Second reading of
the budget and assessment rate will be held on the following night, September
13th. Ortego asked that definitions of items be included in the budget documents,
for clarity.
It was discussed that information from the city, in regards to roadwork or
announcements for the area, could be sent to Ms. Marler or Mr. Ortego for
posting to the Georgetown Village community Facebook page.

Motion by Goodman to adjourn. Second by Porter. The meeting was adjourned at 8:26
p.m.
