T he G V P I D Advis o ry Board (“Bo ard ”) initiated this disc ussion at its meeting in S ep tember o f last year as an exercise to gain more insight on whether or not it wo uld want to co ns ider making a rec o mmendation to modify the G V P I D as s es s ment during the F isc al Year 2022 (F Y22) b udget cycle. T he G V P I D as s es s ment is currently 14 cents p er $100 in as s es s ed valuation. C ity staff hopes this exercise o ver the p as t 6 mo nths (3 meetings) has helped to info rm the Board memb ers on the benefit o f the P I D as s es s ment and how the revenues can continue to benefit the residents within the P I D by funding enhanc ed maintenanc e and o n-go ing c ap ital imp ro vements . After three previo us meetings (S ep t. 2020, Nov. 2020, and Jan. 2021), the Board has identified a d raft lis t o f c apital improvement p ro jects that will s erve as the basis for the F Y22 bud get proc es s . January and February are when the city receives the bulk of property tax revenues. The city anticipates receiving $455,100 in Property Tax Revenue this year, as well as $1,000 in Allocated Interest. Year-to-date, property tax revenue totals $431,438. Property tax revenue year-to-date is down 4.25%, or $19,171 compared to this time last year. There are multiple factors such as payment collections, collection rates, and protested values that can affect property tax revenue. Staff will continue to monitor property tax revenue through the summer. Expenses include administrative charges, capital, contractual services, insurance, maintenance, and marketing. Year-to- date operational expenses with encumbrances total $170,786 or 51% of budget. The Parks Department has contracted for Parks Capital Improvements which total $108,928 year to date. Georgetown Village Public Improvement District (GVPID) monthly financial report for the month of December 2020 - Nathan Parras, Assistant Finance Director • Parras reviewed the December financial update with the Board, which included CIP project funds from FY20, which will be rolled into FY21 with the upcoming budget amendment going to City Council on January 12P th P. • The Board inquired if the funds being rolled forward are encumbered or excess funds remaining after the CIP projects have been paid for. Eric Nuner, Assistant Parks and Rec Director stated from the Parks projects, it is both. There will be a small fund balance remaining after the projects have all been paid, due to the actual cost coming in just below the projected cost. F. Transfer of Assets Update – Travis Baird, Real Estates Services Manager • Baird presented a map that highlighted five tracts of land to which the updates were regarding. For tract 1, it was originally thought this tract would be accepted and maintained by the PID, but after further review of the plat, it was found that the note on the plat states “To Be Maintained by the Homeowner’s Association”, so this will not be maintained by the City or the PID. Baird stated the developer is communicating this information with the HOA regarding this tract. For Tracts 2 & 3, the developer has provided comments to the City on deed language. After this is worked through and finalized, this will be the final step for closing on these tracts and the PID will take ownership and maintain, as the Board has already recommended acceptance of these. Lastly, for tract 4 & 5, Baird estimates about 60 days for this transfer to be completed as the developer is working on the punch list of minor work to complete before City will approve. Once approved, these tracts will be brought to Board for recommendation for acceptance, and then be presented to City Council for final acceptance, at which time the PID will take ownership and maintain. G. GVPID Park Improvement Update - Eric Nuner, Assistant Parks and Rec Director • Nuner updated the Board that the CIP projects have been completed, with very minor work being finished up by contractor on punch list items requested by the City. Nuner also stated that in the next couple of months he would be bringing the landscape maintenance requests to the Board for direction on level of service, as the current contract is set to expire this year and the City needs time to complete the RFP process and secure a contract in time for the new fiscal year. Page 49 of 51 Georgetown Village PID Page 3 of 4 January 11, 2021 H. 5-10-year Capital Improvement Discussion - Wayne Reed, Assistant City Manager • This discussion is a continuation from the September and November 2020 meetings, and Reed stated the purpose of the continued discussion is to allow time for the Board to be able to provide staff the direction on which capital improvement projects they wish to include in the 5-year plan. This direction allows staff to build the preliminary Service and Assessment Plan, which is reviewed and updated on an annual basis. • After discussion amongst each of the Board Members, consensus was that the priorities on the capital improvement project list were as followed; Shell Road Landscaping, Entry Monumentation Landscaping, Street Trees along Bellaire Drive and Rosedale Boulevard, Alley Sealant, Summer Green Park, Bedford Park, Village Pool Park, Natural Park at Beretta Circle, and ADA Ramps. • It was mentioned by Reed, during the workshop, that the cost of the projects will have to be budgeted within the 5-year plan in a way that maintains an available fund balance. If it is not possible to fund all the proposed projects within the 5-year plan, which is reviewed and updated on an annual basis, staff will make a recommendation to the Board using the direction given. • Staff will begin working on a preliminary 5-year Service Plan and will return to the Board for an additional discussion on the proposed projects and assessment, to ensure staff is following the Board’s direction while staying within budget.
