T he c urrent land s c ape maintenance contrac t for C ity parks and c emeteries exp ires S eptemb er 30, 2021.
T his c o ntract inc ludes landsc ap e areas within G eorgetown Village P ub lic Imp ro vement Dis tric t. S taff
would like to d is c us s the current level of s ervic e (LO S ) p ro vided at G VP I D lo c atio ns. T his disc ussion
will p ro vide guidance fo r staff in estab lis hing the LO S fo r the new land s cap e maintenanc e c o ntract that is
s ched uled to be b id over the s ummer.
P revious disc us s io n regarding the c urrent LO S includ ed increased maintenanc e c yc les as well as adding
o verseeding to provid e green turf in the winter. Exhibit A s hows the current mo nthly c yc le for each
maintenance area in the G VP I D. Exhib it B s ho ws d etailed tasks , total annual maintenance cycles, c o s t per
cycle and the annual cos t assoc iated with eac h c ycle. Exhibit C s hows the potential impac t o f adding
cycles and tas ks . T his is b as ed on c urrent c o ntract pric ing and is fo r presentation purp o s es only. T his is
s imp ly an examp le to s ho w p o tential cost ass o c iated with increasing the LO S . Ad d ing overs eed ed turf to
all areas b as ed o n indus try estimates may total ap p ro ximately $28.000. Additio nal maintenance cycles
as s o ciated with o vers eeding and inc reas ing the c urrent L O S may ad d another $27,000.
F IN AN C IAL IMPAC T:
T he F Y21 annual bud get for the land s cape c o ntract is $115,000. T he c urrent c o ntract pric e is $87,285.04
with an ad d itio nal $6,000 for irrigatio n and land s c ape rep airs . Disc ussion and d irectio n fro m the G VP I D

T his item is the c ontinuatio n o f a d is cus s io n regard ing the G eorgetown Village P ublic Imp ro vement
Dis tric t’s (G V P I D) 5-year S ervice and Ass es s ment P lan (S AP ). T he G V P I D Advis o ry Board
(“Bo ard ”) initiated this disc ussion at its meeting in S ep tember o f last year as an exercise to gain more
insight on whether or not it wo uld want to co ns ider making a rec o mmendation to modify the G V P I D
as s es s ment during the F isc al Year 2022 (F Y22) b udget cycle. T he G V P I D as s es s ment is currently 14
cents p er $100 in as s es s ed valuation. C ity staff hopes this exercise o ver the p as t 6 mo nths (3 meetings) has
helped to info rm the Board memb ers on the benefit o f the P I D as s es s ment and how the revenues can
continue to benefit the residents within the P I D by funding enhanc ed maintenanc e and o n-go ing c ap ital
imp ro vements .
After three previo us meetings (S ep t. 2020, Nov. 2020, and Jan. 2021), the Board has identified a d raft lis t
o f c apital improvement p ro jects that will s erve as the basis for the F Y22 bud get proc es s . T hese p ro jec ts
are estimated to b e ro ughly $1,200,000 (s ee attac hed lis t). At the c onclus io n o f the Bo ard’s disc us s io n at
its January 2021 meeting, there ap p eared to be cons ensus that the prio rities o n the capital improvement
p ro ject list were S hell R oad Landsc ap ing, Entry Monumentatio n Landsc aping, S treet Trees along Bellaire
Drive and R osedale Bo ulevard , Alley S ealant, S ummer G reen P ark, Bedford P ark, Village P ool P ark,
Natural P ark at Beretta C ircle, and ADA R amps .
T he outc o me and b enefits from this disc ussio n has b een three-fo ld : a) Board c o ns ens us o n future levels of
s ervic e (operations ); b ) a 5-year plan for cap ital imp ro vements; and c ) direc tio n o n landsc ap e levels of
s ervic e and sc ope o f wo rk fo r the P arks and R ec reation Department to inc lude in its R F P fo r bids o n the
G V P I D lands c ap e c o ntract.
At this board meeting, s taff would like to build c ons ensus on the d raft 5-year S AP. Based o n the
informatio n that has been provid ed , C ity staff would like to c o nfirm the Board’s d irectio n o n the following:
1. Does Board want to keep c urrent traffic c ontrol s ignage o r replac e with C ity approved traffic control
s igns ? Yo u will rec all there would be a one-time “c hange out” cost in the amount of $6,144.00 to change to
the C ity’s s tandard s igns and then C ity would take over maintenanc e of s igns . (S ee ad d itional exp lanation

T here is a pro p o s ed C IP p ro ject to replac e traffic c o ntro l signs, spec ifically s treet name signs. T he o riginal
traffic c o ntrol s igns are nons tand ard and have unique c harac teristics, whic h are not c o nsistent with the
C ity’s standard s . T he unique features inc lud e poles (p ainted brown), street name blades are brown, and
each street name blade d is p lays a G V Neighborho o d logo ; further, the original s igns were cons tructed of a
lo wer q uality reflec tive material, which has res ulted in fading that has d iminis hed their effec tiveness. Als o,
the poles are s horter than C ity s tand ard . F or ins tanc e, the bottom o f sto p s igns mus t b e 7 feet from the
ground. In the G V Neighborho o d , mo s t s top s igns , if not all, are les s than 7 feet. T herefore, these s igns
are on a s chedule for rep lacement. T he P I D has two o p tions as fo llo ws:
1. Maintain Uniq ue C harac teristics. If the P ID des ires to maintain the uniq ue features of its traffic
control s igns , it will need to fund the on-going repair and rep lacement o f thes e as s ets .
2. C o mp ly with C ity S tand ard s . If the P I D d es ires to c o mp ly with the C ity’s c urrent s tand ard s , the P I D
will need to fund the one-time rep lacement of all traffic control s igns . T herefore, the C ity will monitor s igns
and rep lace with G eneral F und .

Revenues are comprised of property tax and allocated
interest. January and February are when the city receives the
bulk of property tax revenues. The city anticipates receiving
$455,100 in Property Tax Revenue this year, as well as $1,000
in Allocated Interest.
Year-to-date, property tax revenue totals $431,438.
Property tax revenue year-to-date is down 4.25%, or $19,171
compared to this time last year. There are multiple factors
such as payment collections, collection rates, and protested
values that can affect property tax revenue. Staff will
continue to monitor property tax revenue through the
summer.
Expenses include administrative charges, capital, contractual
services, insurance, maintenance, and marketing. Year-to-
date operational expenses with encumbrances total
$170,786 or 51% of budget. The Parks Department has
contracted for Parks Capital Improvements which total
$108,928 year to date.
Ending Fund Balance
For FY2021, we budgeted to end the year with an ending
fund balance of $539,311, once we meet our contingency
reserves of $113,750, the final available fund balance is
$425,561.

(This Regular Session may, at any time, be recessed to convene an Executive Session for any
purpose authorized by the Open Meetings Act, Texas Government Code 551.)
A. Consistent with Governor Greg Abbott’s suspension of various provisions of the Open
Meetings Act, effective August 1, 2020 and until further notice, to reduce the chance of
COVID-19 transmission, all City of Georgetown Advisory Board meetings will be held
virtually. Public comment will be allowed via teleconference; no one will be allowed to appear
in person.
B. Call to Order - called to order by Chair 6:00 PM.
C. Pledge of Allegiance
• Michael Charles led everyone in reciting the Pledge of Allegiance.
D. Public Wishing to Address the Board
On a subject not posted on the agenda: Persons may add an item to a future Regular scheduled
Board agenda by filing a written request with the Staff Liaison no later than one week prior
to the Board meeting. The request must include the speaker’s name and the specific topic to
be addressed with sufficient information to inform the board and the public. Only those
persons who have submitted a timely request will be allowed to speak. For Board Liaison

of posting, no one has signed up.
• Mr. Brian Ortego submitted a comment on January 7, 2021, regarding the
Georgetown Village PID Landscape Contract Maintenance, which was read at
the meeting by the Board Liaison.

E. Georgetown Village Public Improvement District (GVPID) monthly financial report for
the month of December 2020 - Nathan Parras, Assistant Finance Director
• Parras reviewed the December financial update with the Board, which
included CIP project funds from FY20, which will be rolled into FY21 with the
upcoming budget amendment going to City Council on January 12P
th
P.
• The Board inquired if the funds being rolled forward are encumbered or excess
funds remaining after the CIP projects have been paid for. Eric Nuner,
Assistant Parks and Rec Director stated from the Parks projects, it is both. There
will be a small fund balance remaining after the projects have all been paid,
due to the actual cost coming in just below the projected cost.
F. Transfer of Assets Update – Travis Baird, Real Estates Services Manager
• Baird presented a map that highlighted five tracts of land to which the updates
were regarding. For tract 1, it was originally thought this tract would be
accepted and maintained by the PID, but after further review of the plat, it was
found that the note on the plat states “To Be Maintained by the Homeowner’s
Association”, so this will not be maintained by the City or the PID. Baird stated
the developer is communicating this information with the HOA regarding this
tract. For Tracts 2 & 3, the developer has provided comments to the City on
deed language. After this is worked through and finalized, this will be the final
step for closing on these tracts and the PID will take ownership and maintain,
as the Board has already recommended acceptance of these. Lastly, for tract 4
& 5, Baird estimates about 60 days for this transfer to be completed as the
developer is working on the punch list of minor work to complete before City
will approve. Once approved, these tracts will be brought to Board for
recommendation for acceptance, and then be presented to City Council for final
acceptance, at which time the PID will take ownership and maintain.
G. GVPID Park Improvement Update - Eric Nuner, Assistant Parks and Rec Director
• Nuner updated the Board that the CIP projects have been completed, with very
minor work being finished up by contractor on punch list items requested by
the City. Nuner also stated that in the next couple of months he would be
bringing the landscape maintenance requests to the Board for direction on level
of service, as the current contract is set to expire this year and the City needs
time to complete the RFP process and secure a contract in time for the new
fiscal year.

H. 5-10-year Capital Improvement Discussion - Wayne Reed, Assistant City Manager
• This discussion is a continuation from the September and November 2020
meetings, and Reed stated the purpose of the continued discussion is to allow
time for the Board to be able to provide staff the direction on which capital
improvement projects they wish to include in the 5-year plan. This direction
allows staff to build the preliminary Service and Assessment Plan, which is
reviewed and updated on an annual basis.
• After discussion amongst each of the Board Members, consensus was that the
priorities on the capital improvement project list were as followed; Shell Road
Landscaping, Entry Monumentation Landscaping, Street Trees along Bellaire
Drive and Rosedale Boulevard, Alley Sealant, Summer Green Park, Bedford
Park, Village Pool Park, Natural Park at Beretta Circle, and ADA Ramps.
• It was mentioned by Reed, during the workshop, that the cost of the projects
will have to be budgeted within the 5-year plan in a way that maintains an
available fund balance. If it is not possible to fund all the proposed projects
within the 5-year plan, which is reviewed and updated on an annual basis, staff
will make a recommendation to the Board using the direction given.
• Staff will begin working on a preliminary 5-year Service Plan and will return
to the Board for an additional discussion on the proposed projects and
assessment, to ensure staff is following the Board’s direction while staying
within budget.
