Committee Present: P.J. Stevens, Chair; Bruce Barton, Brett Danaher; Tim Haynie; John Philpott; and
Philip Wanke, Vice-chair.

A. Consideration and possible action on the proposed amendments to UDC Chapter 5 Land Use
Charts. Sofia Nelson, CNU-A, Planning Director
Nelson provided an explanation of the existing language regarding fuel stations and proposed
language to include 10 dispensers with 20 fuel positions on major thoroughfares, and no more
than 4 dispensers with 8 fuel stations in C1 zoning districts. There was further discussion of
buffers being needed to keep the fuel dispensers separated from adjacent residential properties.
The suggestion was to include language that fuel stations must be at least 100 feet from
residential property lines.
Motion by Wanke, second by Marler to recommend to Council a change to the code that
would allow 10 fuel dispensers in C-3 zoning districts with the approval of an SUP, and to
allow fuel dispensers in C-1 zoning districts with the restriction that the fuel dispensers
must be at least 100 feet from residential properties. Approved 6 – 0. (Bargainer absent)
B. Consideration and possible action on a proposed amendment on Sec. 7.03.020. - Non-
Residential Lot and Dimensional Standards to increase the height permitted in the C-3 zoning
district from 45 feet to 60 feet. Sofia Nelson, Planning Director
Michaela Dollar spoke first and explained that a lot of the leads and uses coming to Georgetown
are not fitting into the current IN-Industrial zoning districts or the BP-Business Park districts.
Many of them, i.e. Kubota and lumberyards, etc. are listed as Industrial type uses, but they also
need easier accessibility and visibility. She spoke with the committee about the possibility of
adding a light industrial zoning district for those uses not addressed in the current code. Data
centers and warehouse distribution centers fall into the missing category. She will bring this
issue back to the committee at a later date.
Dollar then spoke about the height standards of the code and is proposing a 60’ height
limitation for development in C3 zoning districts. She reported that she has had several mixed
use requests but the current zoning height restriction of 40 feet in C3 is too restrictive for
developers. She also explained that more than this would not be appropriate for the area and
would not be beneficial for the developers either. The committee suggested looking at all the
nor-residential development standards in the future to make it more consistent with current
growth.

Motion by Barton, second my Haynie to recommend to Council change of the building
height maximum of the C3 zoning district from 45 feet to 60 feet. Approved 6 – 0. (Bargainer
absent)
C. Discussion of definitions for contributing and non-contributing historic resources and
structures as a result of the adoption of the 2016 Historic Resources Survey. Andreina Davila-
Quintero, Planning Manager - Current Planning
Davila gave a history and explanation of the current definition of contributing and non-
contributing resources. The adoption of the new Survey recommends changing the definitions
from having high, medium and low priority structures being contributing, to just having high
and medium priority structures be contributing and all low priority structures be considered
non-contributing to the historic districts. This item will be brought back for more discussion.
D. Presentation and update on Parkland Dedication Ordinance updates. Sofia Nelson, Planning
Director
This item was postponed until another meeting.
Motion by Haynie, second by Marler to adjourn the meeting. Meeting adjourned at 4:35 pm.
