January and February are when the city receives the bulk of property tax revenues. The city anticipates receiving $455,100 in Property Tax Revenue this year, as well as $1,000 in Allocated Interest. Year-to-date, property tax revenue totals $446,974. Property tax revenue year-to-date is down 2.12%, or $9,698 compared to this time last year. There are multiple factors such as payment collections, collection rates, and protested values that can affect property tax revenue. Staff will continue to monitor property tax revenue through the summer. Expenses include administrative charges, capital, contractual services, insurance, maintenance, and marketing. Year-to-date operational expenses with encumbrances total $314,208 or 62.67 % of budget. The Parks Department has contracted for Parks Capital Improvements which total $97,948 year to date. Ending Fund Balance For FY2021, it is anticipated that the Village PID will have an ending fund balance of $609,455. Eric Johnson, P ublic Works Director IT E M S UMMARY: W hen trees and other improvements (monument s ignage, etc.) bec ome affixed to the land, they bec ome part of the real property and owned by the owner thereof, unless there is an agreement to the c ontrary (s uc h as a licens e to encroac h). T hus , the C ity legally owns s treet trees in our R O W. However, the C ity only has a minimal duty to maintain or replace its own trees , abs ent an agreement to the contrary. In particular, the C ity has no duty to replac e trees lost to the freeze (or to remove them by any partic ular date), except in a manner that follows our standard process. Alternatively, a P I D is a perfect example of a mechanism to provide s pecial benefits to an area, such as enhanc ed lands caping or extra maintenance. Landsc ape areas within the R O W s of the G eorgetown Village P I D are included in the “Authorized Improvements” of the draft S ervic e and As s es s ment P lan. T hus , if the P I D Board wants the C ity to maintain the trees in exc es s of the C ity’s normal maintenance s tandards , to replace thos e that were los t to the freeze, or to remove the destroyed trees fas ter than the C ity would otherwis e, it is authorized to request such of the C ity (and pay for the extra services). However, if the P I D Board is not interested in using P I D funds for thes e ac tivities, the C ity c an maintain the trees and remove the damaged ones at its own disc retion / pac e. In addition, the C ity has a duty, for the s afety of the public, to trim trees within the R O W as nec es s ary to clear s ight visibility, Traffic control devic e vis ibility (signs), and low branches in the traveled path (both vehicular and pedestrian). T he C ity will perform normal trimming maintenance on trees within the R O W as nec es s ary in the interest of public safety. Mentioned new neighborhoods do not have trees in the right of ways. o Asked if the five-year budget takes into account the current expansion regarding valuation. • Amy Norton o Had a question on a particular dead tree in her home and asked if it can be removed. Parks confirmed they will look at it for the resident and give a recommendation. • Brian K. Ortego o Brought up that the maintenance exhibit maps, located in the draft Service and Assessment Plan, excluded certain areas in the PID. o Spoke to tax rate and assessments from 2016 to present. Mentioned desiring consistency in improvements throughout the PID. D. Staff Updates – Wayne Reed, Assistant City Manager • Reed re-introduced Cindy Medrano as the new board liaison. Molly Ritter was introduced as the new Public Works Operations Manager for the City of Georgetown. Reed announced his departure from the City of Georgetown and announced Wayne Nero as the interim Assistant City Manager. E. Georgetown Village Public Improvement District (GVPID) monthly financial report for the month of May 2021 - Nathan Parras, Assistant Finance Director • Parras presented the Board with their May 2021 monthly financial report. • The Board did not have any questions. F. Overview of flow chart between P3 Works and the City of Georgetown – P3 Works • Mary Petty, P3Works presented the flow chart to the board. • Board asked how residents will know of P3Works. Petty replied that letters will be mailed out to residents with more information which will include P3Works website and business cards. Discussion on informational signage to be posted in GVPID Parks – Eric Nuner, Assistant Parks and Recreation Director • Nuner shared a picture of the design of the signage to be posted on the monument signs within the PID. • Board asked about them being placed on mailboxes. Nuner responded that they maybe placed near mailboxes at an appropriate place, where public notices are posted, but could not be placed directly on the mailboxes. H. Discussion on the GVPID Landscape Maintenance Contract for FY22 – Eric Nuner, Assistant Parks and Recreation Director • Nuner shared the detailed information, such as increased mowing cycles and overseeding in certain areas, which will be included in the bidding process for the new landscape maintenance contract. • Nuner mentioned that the city wants to be more intentional on when the mowing cycles are and to utilize the increase in cycles to be during the months of March through October. • The City is looking to have a “city-wide” contract for landscape maintenance which may slow down the PID contract approval but will include potential cost savings. The City will continue to update the board as contract bidding progresses. • Board asked if the city-owned parks could also increase their level of service to match the increase the level of service the PID will receive. Nuner responded that the city is not looking to increase the maintenance for parks, they currently match the overall city cycle. The Board could request the city-owned parks within the PID to increase in service, which would result in PID funds being used to cover the increase. • Board asked if plant replacement was included in the contract. Nuner replied that replacement due to weather was not included in the contract with the landscape contractor but there are funds available in the budget for landscape replacement. • Board asked for clarification on irrigation maintenance. Nuner responded that the contractor goes through cycles and makes sure pipes/spouts are operating Page 21 of 28 Georgetown Village PID Page 4 of 6 April 12, 2021 and not damaged, times are correct for the system, and resets controller periodically to adjust watering cycle. • Board gave consensus to move forward with the level of service option as presented, with the inclusion of increasing the city cycles to the city-owned parks in the PID to match the rest of the PID mowing cycles. I. Discussion on winter tree and landscape damage in the Georgetown Village Public Improvement District – Eric Nuner, Assistant Parks and Recreation Director • Nuner estimates about 130 trees damaged and/or dead. City will continue to monitor the situation and identify dead trees and schedule for tree removal. City will make sure the trees being removed are in fact dead as some trees could possibly recover. • Board asked if street tree replacement is the homeowner’s responsibility since the trees are in the right of way. • Board requested that the City get a legal opinion from City Attorney’s Office on who owns the street trees to find out who is responsible for the trees. Board would like to make a decision on how to maintain street trees moving forward. City to bring back this item to the Board as an update with a legal opinion. Legislative Regular Agenda J. Consideration and possible action to approve the Minutes for the Regular Board Meeting April 12,2021 – Cindy Medrano, Board Liaison • Board found errors to the minutes on page 3 which include a missing “a” and comma. • Motion to approve minutes with mentioned corrections by Michael Charles, seconded by Melinda Marler. Approved unanimously 5-0-1 Chris Blackburn Absent K. Consideration and possible action to recommend approval to replace the specialized GV PID street signs and replace with City-standard signs – Bruce Gick, Public Works Foreman Page 22 of 28 Georgetown Village PID Page 5 of 6 April 12, 2021 • Molly Ritter, Public Works Operations Manager presented this item. Ritter estimates eight months to replace all traffic control and street name signs. • Board requested for staff to provide design changes to specialized street name blades to modify the “G” as described by board members. • Board requested legal opinion on ability to deviate from MUTCD guideline on color of street name signs. Board would prefer to maintain the brown street sign color. • Staff will return with both requests stated by the board and seek board concurrence to move forward. At that time, the board will decide to move forward with the specialized sign option or to the standard street sign option. • Motion to approve specialized street name signs by Steve Taylor, seconded by Cara McKinney. Approved unanimously 5-0-1 Chris Blackburn Absent L. Consideration and possible action to recommend approval of a Task Order for the design of the proposed FY22 and FY23 landscape improvement projects, which include the Shell Road Landscape Screening, Phase 1 of the Entry Monument Landscaping, and Bellaire Street Trees in the amount of $61,500 – Eric Nuner, Assistant Parks and Recreation Director • Nuner presented the task order to the board. • Board asked if road bond projects along Shell Road will interfere with the Shell Road Landscape Screening project. Nuner responded that they will not interfere with each other as the landscape will stay within existing beds in the right of ways. • Board asked if the task order included any material to which staff responded that it does not, it only includes design. • Motion to approve task order by Cara McKinney, seconded by Steve Taylor. Approved unanimously 5-0-1 Chris Blackburn Absent M. Consideration and possible action to make a final recommendation on the annual Service and Assessment Plan, including the 5-year Service Plan, Assessment Roll and Budget provided by P3Works – P3Works, LLC Page 23 of 28 Georgetown Village PID Page 6 of 6 April 12, 2021 • Mary Petty, P3Works presented the preliminary Service and Assessment Plan (SAP) to the board. • Board asked where the final SAP will be available. Petty replied that the final SAP will be available on P3’s website and the City will provide the final City Council-approved SAP to the board members. • Board requested the following changes to the SAP: o Modify page 7 “Pocket Parks & Landscape Areas” to read “playscape, shade structures” o Modify page 8 “Recreational Facilities & Other Hardscape Improvements” to read “playscapes, shade structures” o Update exhibits D-2 and D-3 in accordance with city planning maps • Motion to approve SAP with understanding that edits will be made to exhibits previously mentioned by Steve Taylor, seconded by Melinda Marler. However, S ection 2D.43 of the MUT C D s tandards (not guidelines) allows for the bac kground c olor to be blue or brown (each with white lettering), or white with black lettering. Each of thes e bac kground c olors would therefore be legally permissible under the MUT C D, although the MUT C D guidanc e (not s tandards ) rec ommends that “all roadways under the juris diction of [P ublic Works ]” have the same color s cheme. T herefore, the uniformity requirement of our C ode (and the MUT C D guidelines ) means that although green, blue, brown, or white s igns are all legally permis s ible, C ouncil would need to approve any deviation from the C ity’s s tandard c olor. During the June and April 2021 meeting, the Board expres s ed the des ire to c hange out the current unique s igns but requested to keep a s pecialized s ign to represent the G eorgetown Village P I D. T he P I D has two options as follows: 1. O ption A: S pecialized S ign P resented at June 14 Meeting 2. O ption B: Updated S pecialized S ign P resented at July 12 Meeting S hould the board c hoose option A or B, this will be a multi-phas ed projec t.
