A. Call to Order at 3:00 p.m. by Vice Chair Wanke.
B. As of the deadline, no persons were signed up to speak on items other than what was posted on
the agenda.
C. Consideration and possible action to approve the minutes from the January 11, 2017 Unified
Development Code Advisory Committee meeting.
A typographical error was noted in item C of the minutes, the dates of the previous meeting
minutes.
Motion by Committee Member Wanke, to approve the minutes from the January 11, 2017
meeting with correction. Second by Committee Member Bargainer. Approved 6 – 0.
D. Review and discuss Chapter 5 land use charts. Sofia Nelson, Planning Director
Nelson presented the items the land use charts and asked committee members for input based
on their experiences and customer requests. She explained that staff has been asked to review
these in response to requests from customers that think adjustments can be made. For example,
allowing medical offices in an Industrial use area. Also considered are the number of fuel
station pumps in a C-1 or C-3 districts. These were generally discussed and staff was tasked
with doing more research and coming back with specific requests and language.
E. Discuss parkland dedication requirements – Kimberly Garrett, Parks and Recreation Director
and Valerie Kreger, Principal Planner
Garrett spoke and presented the parkland dedication map showing the specific zones. She said
it had not been updated since 2001 and needs to be changed to meet the growth of the city. She
hopes to reduce the number of zones and consider the growth and development areas, and the
lack of parkland in the areas that are not developing as quickly. She stated the Parks
Department will also be looking at increasing the parkland dedication fees. The concern is that
the Parks Department needs a way to put improvements on the land that is being dedicated.

There is currently not a funding mechanism for those improvements. She will be bringing
forward certain standards that will be required for developing parkland before it is dedicated to
the city. The city will be working on updating the Parks Master Plan in the next year.
F. Discuss single family residential and multi-family residential development standards – Sofia
Nelson, Planning Director
Nelson reported that the city is looking closely at design and materials standards for residential
and multi-family development, specifically masonry requirements. The city wants to make
sure the standards are consistent across the city and that the standards are set to meet the intent
of the requirements. They also need to consider future maintenance of the standards,
aesthetics, safety, insurance ratings, etc. The goal is for the code to provide a better product
without driving the aesthetics.
Kelly Sadler with Texas Masonry Council introduced herself to the Committee and stated she is
available to answer any questions regarding masonry. She spoke specifically to EFIS and stated
that they do not feel is a fire safe option for development. She also stated that hardi-products
(fiber cement material) are not consistent with building codes and that there are many lawsuits
that are occurring as a result of the product failure. She asked that the committee consider
changing the code to ban the use of the product.
Nelson introduced the new planner, Nathan Jones and the new recording secretary for the
group, Karen Frost. She also reported that Jordan Maddox would be leaving the city and we
would be hosting a reception for him.

• Consider changes to the zoning districts in which specific uses may be permitted in.
o Examples include the following:
Allowing stand-alone medical offices in the Industrial district;
Whether recreational vehicles (RVs) should be allowed as primary
quarters in the Agriculture district;
Reconsider allowing "Contractor Services Limited", "Contractor Services
General", and "Office
Warehouse" Specific Uses in the C-3 zoning district
Review the by-right use of fuel stations in the C1 district
Review uses in Business Park and Industrial zoning categories
Review limited and SUP uses in the MU-DT zoning district
Nelson asked the committee to share concerns, ways to improve, or questions you have
experienced or heard regarding how uses are permitted.

At the last UDC Advisory Committee meeting we discussed the above items and the committee
provided staff with direction. The feedback staff requests on this item is to review the draft
amendments as a group and confirm if staff accurately updated the land use chart. Nelson also
reported that City Council will review the mobile food vendors within the next 90 days. Staff
will be asking for direction on issuing Temporary Use Permits. She also reported that staff is
not ready to discuss the fuel station language for the convenience stores at this time.

chart to allow medical offices in the Industrial zoning district. Sofia Nelson, CNU-A, Planning
Director
Nelson reported this was an item that was requested by the economic development department.
This would allow a medical or dental office in an industrial zoning district. If there are three or
less doctors, the use would be defined as an office. If there are more than three doctors, the use
will be defined as a clinic.
Motion by Haynie to recommend to city council the change to the code to allow medical or
dental offices or clinics in the Industrial Zoning District. Second by Barton. Approved 6 – 0 – 1
(Bargainer absent).
