Motion by Mateja, second by Parker to approve the August 15, 2016 minutes. (Approved 6-0)

Wallace presented the reports and answered questions from the Board.

D. Discussion and possible action regarding GEDCO board training - Charlie McNabb, City Attorney
and Michaela Dollar, Director of Economic Development
McNabb provided a brief overview of ethics for public officials. Dollar presented ethics specific
to economic development and Type A organizations.
The GEDCO Board went into Executive Session at 4:45 pm and returned to Open Session at 4:53 pm.
E Action out of Executive Session.
Motion by Parker, second by Jonrowe finding that the Project Hop infrastructure expenditures
are necessary to promote or develop expanded business enterprises and authorizing the GEDCO
President to sign a Performance Agreement with Project Hop as discussed in Executive Session.

ITEM SUMMARY:
In Ap ril 2016, the C ity of Geo rgeto wn and the Georgetown Ec o nomic Develo p ment Co rp o ration
(GEDCO) p artnered with Catalyst Co mmerc ial to c o nduct a retail s tud y that wo uld b e the b as is for a Retail
Merchandising P lan cus tomized fo r Georgeto wn. T he p urpose o f this s tudy was to develo p a
comprehensive s trategy to enhance the City’s tax bas e b y inc reas ing opportunities for retail b usines s es ,
and create a more d ivers ified retail enviro nment in Georgetown. In additio n, the C ity’s Econo mic
Develo p ment Department will us e this p lan to rec ruit retail bus inesses to Georgetown.
As p art o f this s c o p e of work, Catalyst Co mmerc ial develo p ed the fo llo wing:
• A Market Assessment to exp lore the c ap acity o f retail for exis ting and p lanned retail
developments , as well as assess traffic p atterns and o ther drivers within the s tud y area (Exhib it A);
• The Primary and S econdary R etail Tra d e areas fo r Georgeto wn;
• A Market Analysis to und ers tand c urrent c usto mer spend ing p atterns , c o nsumer preferences ,
and other retail fac tors within retail c enters ;
• A c omparison of various retail nodes within Georgetown and c o mp etitive nodes in the region
to evaluate the retail gap (Competitive Assessmen t);
• A review of p ro p erties within G eo rgeto wn and their current attrib utes and retail potential
(Property Analysis); and
• A lis t o f potential retail targets that align with the Geo rgeto wn market c harac teristics, trad e
area and to p s ites , and elevates the city’s s tatus as a retail hub (Tena n t Analysis).
The p urpose of this wo rksho p is to p res ent the find ings of thes e analyses and Georgetown’s Retail
Merchandising P lan.
FINANCIAL IMPACT:
Cons ultant c os ts approved by GEDCO at its March 16, 2016 meeting and paid o ut of the 2015/16
GEDCO b udget.

ITEM SUMMARY:
In Dec emb er 2014, the City Co uncil ap p ro ved GEDC O’s agreement with Novak Bro thers LLC and Hines
Geo rgeto wn Hotel, LLC to reimb urse up to $4.5 millio n o f pub lic infrastruc ture imp ro vements and
as s o ciated c os ts related to the hotel/c o nferenc e c enter projec t at the Summit at Rivery Park. Thes e
imp ro vements meet GEDCO’s go al of d evelo p ing new and expand ed bus ines s and c o mp ly with the
GEDCO b allot language and s tate statutes related to infras tructure contributio ns .
The First Amendment and Restated Agreement inc lud ed Exhib it C d es cribing P ublic Infras tructure
Imp ro vements . The Exhib it C attached to the executed Agreement d id not inc lud e a d es criptio n o f some
o f the Pub lic Infras tructure Imp ro vements as s oc iated with the ho tel and conference center. Thes e
imp ro vements have b een cons tructed , and a s ummary of the engineer’s certific ation of total c o s ts has b een
received . The propos ed amendment updates Exhibit C to includ e the Pub lic Infras tructure Imp ro vements
as s o ciated with the ho tel and conferenc e c enter. T here is no increase to the o verall reimb ursement.
FINANCIAL IMPACT:
There is no c hange to the total reimburs ement amo unt ap p ro ved b y GEDCO . The reimburs ement is
fund ed through $3.1 M in d eb t is s ued and being s upported through GEDCO, as well as $1.4M in cash in
GEDCO’s bud get. A $4.5 million c o ntrib ution was includ ed in the FY2016 GEDCO b udget fo r this
agreement.
