(CDC-2014-037). AGENDA ITEM DETAILS Project Name: Threads business signage Applicant: Ray Shawley, Affordable Signs Project Address: 415 West 10th Street Legal Description: Glasscock Addition, Block 5, Lot 5 (SW/PT), 6(SW/PT), 0.16 acres Historic Overlay: Downtown, Area 2 APPLICANT’S REQUEST The City of Georgetown is in receipt of an application for business signage for a new business located at 415 West 10th Street. The signage request includes a metal channel cut flush mounted sign mounted above the primary entrance, and a flush mounted sign mounted adjacent to the secondary entrance. Sign Type Flush mounted Size 12.5 sq feet Materials Channel cut non-illuminated metal letters Location Balcony above the primary entrance door Sign Type Flush mounted Size 12.5 sq feet Materials Printed aluminum Location Mounted adjacent to secondary entrance Georgetown Downtown and Community Services Department Staff Report Historic and Architectural Review Commission CDC-2014-037 415 West 10th Street Page 2 of 3 HISTORIC CONTEXT Date of construction: 2012 Historic Resources Survey Priority: 1984 - Not Recorded 2007 - Not Recorded National Register Designation: Non Contributing Structure in NR District Texas Historical Commission Designation: No State Designation STAFF ANALYSIS The applicant is requesting signage for the non-historic structure located at 415 West 10th Street, within Area 2 of the Downtown Overlay District. Originally built in 2012 as a residence, the structure is being converted to commercial use as a clothing consignment shop. The use is appropriate for the base zoning district, entitling the applicant for commercial signage. Design Guidelines 9.1 and 9.2 state that the sign should respect the overall building composition and be subordinate to the primary façade. Installing the metal channel cut sign on the balcony limits the impact on the primary façade and blends with the architecture of the structure. The flush mounted sign adjacent to the secondary entrance is appropriate signage for the parking area. Flush mounted signs are limited to 1 square foot per linear foot of façade width. The south façade is 38’ in width, while the west façade is 48’ in width. Each 12.5 square foot sign is within the limits outlined by Design Guideline 9.6. The proposed signs are compatible with the structure and will be professionally constructed and installed. Staff is concerned regarding the impact on the primarily residential area to the south of the subject property; however, the surrounding properties on the north, east and west sides are commercial properties. No additional lighting is proposed for the new signage, which limits the impact on the residential properties. Therefore, the signage is appropriate for the location. APPLICABLE DESIGN GUIDELINES 9.1 Consider the building front as part of an overall sign program. 9.2 A sign shall be subordinate to the overall building composition. 9.3 A primary sign should identify the services or business offered within. 9.6 A flush mounted wall sign may be considered 9.19 Use colors for the sign that are compatible with those of the building front. 9.25 Signage should have a professional quality and a finished appearance.
