T he funds would matc h $100,000 in G eorgetown C hamber funds, and G EDC O would contrac t with the G eorgetown C hamber of C ommerce to administer the grant. T he S tate of Texas allows up to 10% of Type A funds to be used for marketing expens es . T he reques ted funds would come from these unused marketing funds s o that they c an be us ed to assist bus inesses that are not traditionally c onsidered to be primary employers . T his is an individual request due to the C O VI D- 19 pandemic. F IN AN C IAL IMPAC T: $100,000 S UB MIT T E D B Y: Mic haela Dollar AT TAC H ME N T S: Description Type Pres entation Cover Memo Application Cover Memo Page 2 of 15 COVID -19 Small Business Resource Grant MARCH 30, 2020 Page 3 of 15 Background Since the end of the great recession, small businesses have created 62% of the net new private sector jobs in the United Sates, according to the Bureau of Labor Statistics Knowing the impact of small businesses on our local economy, and the immediate impact that the COVID-19 pandemic has on these businesses, the City and Chamber have been working together to launch a Small Business Grant program Page 4 of 15 Overview The Georgetown Chamber of Commerce has $100,000 designated for a COVID-19 Small Businesses Resource grant program Staff proposes GEDCO contribute an additional $100,000 to the grant program, and contract with the Chamber to administer the funds The State allows up to 10% of Type A funds to be used for promotion each year, and the unused portion can be used for business assistance in this situation Page 5 of 15 Eligible Businesses Non-home based businesses Located in Georgetown 25 FTEs (full time equivalent employees) or fewer Services and revenue has been affected by the COVID -19 pandemic Priority to businesses with frequent and/or close contact with customers Page 6 of 15 Application Information Business Ownership Business Impacts due to COVID-19 Personnel Counts (and Reductions) Revenue Estimates (and Reductions) Use of Grant Funds Additional sources being sought (i.e. SBA Loans) Page 7 of 15 Approval Process Applications will be accepted until August 1, 2020 and reviewed weekly The review committee consists of the Chamber President,Chamber Executive Committee, and the Georgetown Economic Development Director Higher priority will be given for: Businesses with frequent and close contact with customers Businesses who check more boxes under “business impacts” Larger amounts of employee reduction Larger business revenue loss Max grant of $5,000 Page 8 of 15 Questions? These types of businesses include: retail (storefront), restaurant/food business, personal care (barber shop, nail salons, etc.), art galleries and performance venues, healthcare and social assistance (childcare, etc.), and small manufacturing businesses.
