S UB MIT T E D B Y: Mirna G arcia, P rogram Manager AT TAC H ME N T S: Description Type Minutes Cover Memo Page 3 of 7 Housing Advisory Board Page 1 Minutes Octonber 25, 2021 City of Georgetown, Texas Housing Advisory Board Minutes October 25, 2021, at 4:30 p.m. 809 Martin Luther King Jr. Street Board Members present: Wendy Cash; Charles Collins, Nikki Brennan, Linda Sloan, Regina Watson, Grayson Smith and Eric Marin (Grayson Smith arrived at the meeting at 4:45 P.M. after the voting of the minutes.) Board Member(s) absent: N/A Staff present in-person: Sofia Nelson, Planning Director and Stephanie McNickle, Planning Specialist The Meeting was opened by Chair Wendy Cash at 4:32 p.m. Public Wishing to Address the Board A. As of the deadline, no persons were signed up to speak on items other than those posted on the agenda. Legislative Regular Agenda Wendy Cash, Chair welcomed new Housing advisory Board member Eric Marin. B. Consideration and possible action to approve the minutes from the September 27, 2021, regular meeting of the Housing Advisory Board. - Stephanie McNickle, Planning Specialist Motion by Board member Brennan to approve the minutes from the September 27, 2021, Housing Advisory Board meeting. Second by Board member Sloan. Approved. (6-0) C. Presentation and Discussion regarding City Council Goals and Unified Development Code (UDC) Diagnostic. Sofia Nelson, Planning Director Sofia Nelson presented to the Board a power point presentation of the City Council goals and areas of emphasis which includes the Unified Development Code, Infrastructure and Internal. Ms. Nelson stated one emphasis is implementing a diagnostic on the Unified Development Code which will be completed by a consultant. Ms. Nelson stated as the city continues to grow, Council housing prioritized actions are the 2030 Plan to enhance guidelines on multi-family; determining where infrastructure is needed to promote development and Housing to define executive housing and analyze demand. Ms. Nelson stated the economic development prioritized actions are to increase support for vocational programs through partnership. Work with developers to create shovel ready sites and review the Unified Development Code for barriers of industrial development. Page 4 of 7 Housing Advisory Board Page 2 Minutes Octonber 25, 2021 Ms. Nelson stated from a Downtown perspective Council would like to update the Downtown Master Plan, evaluate the sidewalk master plan for downtown improvements, implement enhanced trash collection, complete a parking study along with a short/long term facility planning dialogue with County. Community Conversation Input Themes created 10 Goals. 1. Balanced Land Use 2. Reinvestment 3. Development Framework 4. Historic Preservation 5. Effective Communication 6. Housing & Neighborhoods 7. High Quality Infrastructure 8. Land Use that Enables Partnership 9. Integrate Greenspace & Recreation 10. Maintain High Quality Services as We Grow Ms. Nelson gave an overview and process of the UDC diagnostic and comprehensive edit process. Possible field trip was discussed to view different communities and housing in other areas and will discuss the pros and cons for those developments in Georgetown. Chair Cash stated the Board has an opportunity to be creative and explore these options to bring to the table to be presented to the City Council. Ms. Nelson agreed. Ms. Nelson stated the Boards ideas and suggestions would be brought to the consultant and then to City Council. Ms. Nelson stated the UDC diagnostic could be a two-year process. Chair Cash asked members of the Board to email her suggestions of communities in a reasonably drivable distance they wish to visit, so plans can be arranged. Adjournment Motion to Adjourn. Approved (7-0).
