A Consideration and approval of the minutes for Georgetown Economic Development Corporation for the

Motion by parker, second by fought to approve the January 23, 2016 Minutes. (Approved 6-0)
B Consideration of January 31, 2017 and February 28, 2017 financial reports and discussion regarding the
Fiscal Year 2016 external audit and Comprehensive Annual Financial Report for the City and GEDCO --
Leigh Wallace, Finance Manager, GEDCO, Finance Director, COG.
Wallace presented the reports and she and her staff answered questions from the Board.
C Consideration and possible action regarding GEDCO and City Council participation in a Feasibility Study
regarding the need for a Hospice Facility in Georgetown - Steve Fought, GEDCO Board member
Fought explained the need for a hospice facility in Georgetown. Morgan answered questions from the
Board regarding GEDCOs role in this study and ways the City could assist the hospice company
conducting the feasibility study.

recommendation of Avalanche as the consultant. Following discussion action was taken:

Consulting to conduct the Target Industry and Workforce Analysis. (Approved 6-0)

BACKGROUND
A group of interested citizens wants to investigate the feasibility of having a residential
HOSPICE facility in Georgetown vicinity. There are already a number of ways patients
can get HOSPICE care in the area, including home care, assigned beds in local
hospitals or assisted living facilities and in nursing homes. However, the only residential
facility is Christopher House which is in East Austin. That facility is wonderful, but quite
a distance from Georgetown, making it somewhat difficult for residents in the
Georgetown area to use.
The population demographics of Georgetown seem well suited for a HOSPICE facility
along the lines of Christopher House. Sun City’s population in particular provides a core
(well over 15,000 individuals with an average age of 74). After that, Georgetown and
the surrounding area are developing a reputation as an area suited for retirement, and
there is robust collection of medical facilities in the area which might make use of such a
facility.
The “small group of residents” who are posing this question and who would serve as
members of the steering committee for the study are:

• Marjorie Mulanax, Executive Director, Hospice Austin (Christopher House)
• Gary Nelon, Treasurer, Hospice Austin, prior Mayor, Georgetown, Texas
Because this small group of residents is an informal association, the Georgetown Health
Foundation (a 501-C[3] Corporation) has graciously offered to be the umbrella
organization though which the study would be managed, especially the financial
aspects.
The Following organizations have contributed financially to the effort, and will be
represented in the steering group as well as have access to all materials generated by
the study effort.

SCOPE OF WORK
We want to explore two questions in detail:
1. Is it feasible to have a residential Hospice facility in the Georgetown Area?
2. If it is feasible, then what organizational and financial structure would best assure
sustainability as well as function in a collaborative manner with related
organizations in the Georgetown and surrounding area?
Our expectation is that the study/analysis would unfold in two phases. The first phase
would determine feasibility and then, if the conclusion is that the approach is feasible,
the second phase would focus on the second question and implementation.
There would naturally be a decision point between the two phases, and pricing of the
project should include a Phase One only cost, and a Phase 1 and Phase 2 cost.
Each of these questions should be studied/analyzed in appropriate detail. For instance,
the question of feasibility in the Georgetown Area would also include some thoughts on
whether or not one location over another would be preferable. The response would also
include potential impact on existing Hospice facilities, including and especially
Christopher House. The response would, of course, give an estimate of the patient
loading that would best suit the area needs and be sustainable.
The proposals should include a plan for:
• Interviews with local Hospice care providers;
• Gathering demographic information on likely client base;
• One meeting per week on progress report;
• An outline of the study/analytical methodology and where the local group would have
a role as well as the expectations of the local group’s participation (i.e., help set up
interviews, provide interview space, etc.).
The question on organizational and financial structure should offer some insights on
how to achieve the necessary financial support, especially from foundations.
One final note: The group is enthusiastic about the possibility of a residential Hospice
facility in the Georgetown area. However, the group is also keenly aware that such a
facility might negatively impact Christopher House and/or other approaches to Hospice
care in the area. As such, we would like the study/analysis to offer insights on how to
lessen whatever negative impacts might possibly occur, and how the project might
actually augment or enhance the current approaches.

Qualifying (Pass/Fail): The contractor must have experience in accomplishing Feasibility
Studies for this sort of service, have experience in the Austin-area region, and plan to
conduct on-site surveys/interviews to support the study/analysis.

The agreement between GEDCO and Rents c h Brewing, LLC was approved b y City Counc il on Oc tober
11, 2016. Under the terms of the agreement, R ents chler was to "c o mp lete the c apital exp enditures related
to the exp ansio n o n o r before March 1, 2017." C o ns truc tion of the exp ans io n and installation of the new
eq uipment was no t 100% completed by Marc h 1. R ents chler has been working very closely with City
p ermitting staff and is c urrently operating und er a temporary Certific ate o f O c c upancy. Rents chler exp ects
to finalize the expans io n cons tructio n s o o n and as ks for an extension on the agreement c o mp letion date.
Now, therefore, s taff res p ectfully reques ts that GEDC O approve an extens ion of the c o mp letion date of the
agreement.
