This is a meeting of the Housing Advisory Board. The Board, appointed by the
Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.

Members present: Tim Todd, Brad Curlee, Lalena Parkhurst, Clay Woodard, Walt Doering, Larry
Gambone, Harry Nelson, Judy Finnell, Monica Williamson
Members absent: None

This is a regular meeting of the Housing Advisory Board of the City of Georgetown. The Board,
appointed by the Mayor and the City Council, makes recommendations to the City Council on
affordable housing matters.
Regular Session - To begin no earlier than 3:30 p.m.
The meeting was called to order at 3:37 by Todd.
Agenda
1. Consideration and possible action to approve minutes from the September 18, 2013
meeting.
Doering asked to make an addition to the minutes to include the brief discussion of the
purpose of the board and reference the Assessment Grid handout he circulated at the
meeting.
Motion by Doering to approve the minutes with corrections stated from the September
18, 2013 Housing Advisory Board meeting. Second Gambone. Approved. 7-0 (Clay
Woodard and Lalena Parkhurst was absent at the time of vote).
2. Update and discussion on the City Council workshop discussion on October 8, 2013
regarding multifamily regulations.
Woodard arrived at 3:45pm
Bills discussed the City Council workshop session from October 8, 2013. Council and
staff talked about multi-family regulations and policies, along with ways to have better
control over where multi-family housing is develops in Georgetown.
Doering mentioned the discussion regarding uses within the C-1, Local Commercial and
C-3, General Commercial districts. Removing high density residential from commercial
districts will allow City Council more discretion on a case by case. Todd disagrees with

this suggestion stating removing high density residential would limit options for
developers and builders.
Bills explained the use could be allowed by Special Use Permit which means it could be
allowed in C-1 and C-3, but only with City Council approval. The City of Georgetown is
the only city in the area that allows high density residential in commercial districts by
right. Bills explains when the City allows multi-family housing to go in ahead of retail
or business parks the City encounters push back from those residents when true
commercial uses are ready to come in. In the long run this will allow City Council more
control over where multi-family housing is developed in Georgetown.
3. Discussion and possible action on creation of the presentation to be made to City
Council on November 26, 2013.
Parkhurst arrived at 4:18.
Bills had a basic presentation that she prepared for the board to consider and revise for
the City Council Workshop. The purpose of the presentation is to update City Council
on the board’s progress and get feedback on the implementation steps that are being
created.
Todd and Woodard agreed to make the presentation to City Council.
Woodard suggested we remind City Council they recognized there was a shortage of
affordable workforce housing since; there are new City Council members. He also
stated that the board was asked by City Council to consider two points. 1) Find more
places to locate affordable housing and 2) how do we incentivize people to get there.
Several changes to the presentation were requested:
o Removing the word Direction and replace with Feedback on cover page.
o Adding an additional slide detailing how the Housing Advisory Board reached
these recommendations.
o Woodard suggested we remind City Council they recognized shortage for
affordable housing by adopting the Housing Element; as there are new City
Council members.
o Move the Location for Multifamily slide before the Incentives for Workforce
Housing slide.
o Board suggested removing the words Low Income from the Low Income Tax
Credit Slide 8 and moving it right behind the Purpose of the Board slide, as it
gives background on what the board has already been doing and it is not a new
policy/program discussion.
4. Discussion and possible action on the role and function of the Housing Advisory Board.

Board asked staff to move item #4 to the next Housing Advisory Board meeting on
November 20, 2013.
5. Reminder on next meeting date of November 20, 2013.
The next meeting will be held on the regularly scheduled date and time.

ITEM SUMMARY:
The Housing Advisory Board is scheduled to make a presentation at the the November 26, 2013 City
Council Workshop session. The purpose of the presentation is to update City Council on the board's
efforts to implement the recommendations of the Housing Element that was adopted in July 2012.

Purpose of the Board

advising the City Council on ensuring the City
has housing affordable for residents at all
income levels.”

With the recent addition of new members and the new members that will be added in March, it will assist

Information that can be included:
History and purpose of the Housing Advisory Board
History of the Housing Element and how it relates to the 2030 Comprehensive Plan.
How the HAB relates to the Georgetown Housing Authority as well as city boards and
commissions.
What the board is currently working on.
Basic information on state and federal housing programs.
Overview of the City's utilities and how they drive/restrict development.
Board members can bring suggestions of any other information they feel would be relevant and helpful to
provide to new members.
